of tech <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>, you\u2019d think we\u2019re merely months away from being able to hail a robotaxi in Europe. Unfortunately, this will be wrong: because those articles are most likely talking about projects in North America. The EU <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach to autonomous ridesharing and ride-hailing is vastly different to the US.<\/p>\n<p>So, we had a simple question: when will we be able to catch a robotaxi and Europe? And why can\u2019t we yet?<\/p>\n<p>Currently, there are <span data-preserver-spaces=\"true\"> robotaxis <\/span> (and a small number of roboshuttles) in the US, but only roboshuttles in Europe, terms we\u2019ll define later. The first thing to understand is what we mean by autonomous vehicles.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Levels_of_Driving_Automation\"><\/span>Levels of Driving Automation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Vehicle automation is far more than the self-driven robotic ride many people envision. Original equipment manufacturers (OEMs) such as Mercedes Benz and <span data-preserver-spaces=\"true\"> Tesla <\/span> are refining their Level 2 software. Last year Mercedes-Benz was granted system approval of Level 3 automation in Germany under <span data-preserver-spaces=\"true\"><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/unece.org\/transport\/documents\/2021\/03\/standards\/un-regulation-no-157-automated-lane-keeping-systems-alks\">UN-R157<\/a><\/span>, restricted to specific conditions with gradual expansion. The country passed autonomous driving laws in 2021. Alongside this, a variety of companies are focused on developing automated ride-hailing taxis, and shuttle buses.<\/p>\n<p>But back to the levels themselves. At Level 4, a vehicle can drive itself autonomously under limited conditions. In the future, a Level 5 vehicle will drive itself under\u00a0all\u00a0conditions. Currently, there are no Level 5 vehicles on the roads.<\/p>\n<p>When you read news of robovehicles, it details their progress through a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of tightly regulated trials and tests. These trials are restricted to predefined areas, with limitations depending on weather and time of day.<\/p>\n<p>Vehicles first operate with a safety driver behind the wheel. The end goal is always to deploy driverless paid ride-hail services. But because these are only Level 4, each vehicle has a \u201cremote operator\u201d who helps the vehicle make decisions based on camera, audio, and sensor data.<\/p>\n<p>Now we understand how the levels of automation works, we need to look at the difference between robotaxis and roboshuttles to help us understand why Europe lags behind the US.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Robotaxis_meet_roboshuttles\"><\/span>Robotaxis meet roboshuttles<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>When we talk about ride-hail vehicles, there are two kinds of Level 4 autonomous people-carrying vehicles on the roads:<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" srcdoc=\"&lt;style&gt;*{padding:0;margin:0;overflow:hidden}html,body{background:#000;height:100%}img{position:absolute;top:0;left:0;width:100%;height:100%;object-fit:cover;transition:opacity .1s cubic-bezier(0.4,0,1,1)}a:hover img+img{opacity:1!important}&lt;\/style&gt;&lt;a href=\" https:=\"\" src=\"https:\/\/img.youtube.com\/vi\/x5g_3B8ya4k\/hqdefault.jpg\" style=\"top: 50%;left:50%;width:68px;height:48px;transform:translate3d(-50%,-50%,0)\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Automated ride-hailing taxis,\u00a0which are designed to carry passengers in a predefined area, in an urban or suburban environment, and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a> at legal speed.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" srcdoc=\"&lt;style&gt;*{padding:0;margin:0;overflow:hidden}html,body{background:#000;height:100%}img{position:absolute;top:0;left:0;width:100%;height:100%;object-fit:cover;transition:opacity .1s cubic-bezier(0.4,0,1,1)}a:hover img+img{opacity:1!important}&lt;\/style&gt;&lt;a href=\" https:=\"\" src=\"https:\/\/img.youtube.com\/vi\/Mgl17t9vU1s\/hqdefault.jpg\" style=\"top: 50%;left:50%;width:68px;height:48px;transform:translate3d(-50%,-50%,0)\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Shuttle buses or cars,\u00a0which travel a predefined route with fixed start and end points and \u2014 in the case of the buses \u2014 at a far lower speed.<\/p>\n<p>To sum it up, robotaxis can take anyone anywhere in a predefined area, while a roboshuttle follows the same route. Now, to understand why we can\u2019t hail a robotaxi in Europe today, we need to understand the current state of the autonomous market.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_state_of_robovehicles_in_the_EU_%E2%80%94_this_is_what_you_can_currently_ride\"><\/span>The state of robovehicles in the EU \u2014 this is what you can currently ride<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>In the EU, it\u2019s all roboshuttle-style vehicles. These vehicles are built from scratch without conventional driving controls, such as a steering wheel or wing mirrors. EasyMile operates throughout Europe, with most activity in Germany and France. French operator\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/navya.tech\/en\/\"><span data-preserver-spaces=\"true\">Navya<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0also\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.just-auto.com\/news\/navya-launches-level-4-autonomous-shuttle-service\/\"><span data-preserver-spaces=\"true\">operates<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0on commercial sites, and in Estonia, TalTech university is running a\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/iseauto.taltech.ee\/en\/tehniline\/\"><span data-preserver-spaces=\"true\">roboshuttle on campus<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0as part of a research project.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The UK is underwhelming \u2014 and limited to several roboshuttle services on commercial land. Industry collaborative body\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.oxbotica.com\/\"><span data-preserver-spaces=\"true\">Oxbotica<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0and Sweden\u2019s\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.nevs.com\/en\/\"><span data-preserver-spaces=\"true\">NEVS\u00a0<\/span><\/a><span data-preserver-spaces=\"true\">aim to deploy vehicles on<\/span><strong><span data-preserver-spaces=\"true\">\u00a0<\/span><\/strong><span data-preserver-spaces=\"true\">geo-fenced public roads next year, followed by multiple European projects in 2024.<\/span><\/p>\n<p>And there\u2019s actually only one operator with plans to offer a taxi service. Last year Mobileye announced <a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.sixt.com\/magazine\/news\/mobileye-and-sixt-bring-robotaxis-to-germany\/\"><span data-preserver-spaces=\"true\">plans<\/span><\/a>\u00a0last year to roll out a vehicle in Germany in 2023 in cooperation with car rental company Sixt SE. Well, the answer comes back to the very beginning of the article: regulations and ideology.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"The_US_vs_EU_Regulation\"><\/span>The US vs EU: Regulation<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">In the US, passenger vehicles must comply with <\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.nhtsa.gov\/laws-regulations\/fmvss\"><span data-preserver-spaces=\"true\">Federal Motor Vehicle Safety Standards<\/span><\/a><span data-preserver-spaces=\"true\">, but autonomous vehicles are governed at\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.iihs.org\/topics\/advanced-driver-assistance\/autonomous-vehicle-laws\"><span data-preserver-spaces=\"true\">the state level<\/span><\/a><span data-preserver-spaces=\"true\">. This means certain areas can decide to go all in on the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>.<\/span><\/p>\n<p>Consider California. It\u2019s already home to the world\u2019s biggest tech companies and investors. This means like Waymo and Cruise can spend years building a relationship with city officials, road safety authorities, advocacy groups, and town planners, giving them a head start.<\/p>\n<p>Things are very different in Europe. While the US hands over responsibility to each state, this falls to the EU in the former. And that body requires agreement across multiple countries.<\/p>\n<p>To find out more about how this functions, I spoke with Barnaby Simkin from <a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.nvidia.com\/en-us\/\"><span data-preserver-spaces=\"true\">NVIDIA<\/span><\/a>. He leads its regulatory affairs team and is responsible for monitoring and is responsible for monitoring and influencing regulations and standards related to AI automation and virtual testing.<\/p>\n<p>Simkin shared that the EU has been grappling with the challenge of \u201cgiving trust to the industry, giving carmakers the freedom to justify their safety credibility.\u201d Countries like Germany, with a long automotive manufacturing history, are the most motivated to advance vehicle automation.<\/p>\n<p>And this seems to be catching on. The EU passed the <a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/eur-lex.europa.eu\/legal-content\/EN\/ALL\/?uri=CELEX:32019R2144\"><span data-preserver-spaces=\"true\">General Safety Regulation<\/span><\/a> in July. It\u2019s the first legal framework to allow automated and fully driverless cars to become available on European roads.<\/p>\n<p>Member states hope its deployment will boost innovation and improve the competitiveness of the bloc\u2019s car industry. While Europeans have taken a more methodical, cautious approach, the collective R&amp;D and cross-industry collaborations (Europeans love a committee) are kicking things off.<\/p>\n<p>And this is where we get to the ideology part of the argument.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Understanding_what_lies_beneath\"><\/span>Understanding what lies beneath<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>There\u2019s another reason for Europe\u2019s delays that goes beyond regulations and explains why we have roboshuttles, not robotaxis. Effectively, the US and Europe have differing views about how automation should fit into the future of mobility.<\/p>\n<p><span data-preserver-spaces=\"true\">In the US,\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.apta.com\/news-publications\/public-transportation-facts\/\"><span data-preserver-spaces=\"true\">45% of people\u00a0<\/span><\/a><span data-preserver-spaces=\"true\">have no access to public transportation. The country is built far more on private vehicles, rather than communal ones \u2014 no surprise when you think of the size of the country. The figures are still shocking though. In 2021, the US government announced a\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.transit.dot.gov\/about\/news\/us-department-transportation-announces-key-priorities-funding-public-transportation\"><span data-preserver-spaces=\"true\">$108 billion<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0investment into public transport, its largest to date.\u00a0<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Sounds huge, right? Well, not so much when you consider that VCs invested $80 billion from\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.brookings.edu\/research\/gauging-investment-in-self-driving-cars\/\"><span data-preserver-spaces=\"true\">2014 to 2017<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in autonomous vehicles \u2014 and even more since. Most people ride in private cars, and since investments in public transport are lacking, cities see autonomous ride-hailing as a way to get people away from car ownership.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">By comparison, in Europe, operators like EasyMile gain permits to plug public transport service gaps. This year the company launched a service at the\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/easymile.com\/news\/easymile-providing-fleet-shuttles-fully-driverless-commercial-service-tourist-hotspot\"><span data-preserver-spaces=\"true\">Terhills resort<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0in Belgium. Arwid Schmidt \u2014 its Director of Strategic Initiatives, Passenger Transportation, told me that this project isn\u2019t \u201ca proof of concept.\u201d Nor is it a \u201cdemonstration.\u201d Instead, this is a ten-year deal that replaced a \u201cconventional crewed electric bus on the site, which wasn\u2019t used enough because they couldn\u2019t get the staff.\u201d Now, five EasyMile autonomous shuttles are running the route at a much higher frequency.\u00a0<\/span><\/p>\n<p>The company is doing a similar thing in other cities, its shuttles integrating with public transport timetables and ticketing. Carlos Herrera, CTO at Spanish ride-hailing company\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/cabify.com\/en\"><span data-preserver-spaces=\"true\">Cabify<\/span><\/a>, told me that the current safety and quality of service is inadequate.<\/p>\n<p>He asserts, however, that his company is always happy to consider any solution, \u201cas long as it is in line with improving cities and making them better places to live. But first, the focus must be on reducing emissions to zero now.\u201d<\/p>\n<p>At a time of financial uncertainty, these businesses are focusing on meeting their carbon emission targets. This expensive enterprise involves replacing ICE fleets for EV, not investing in autonomous vehicle tech. Again, very unlike the US.<\/p>\n<p>And now we can see why Europe doesn\u2019t have robotaxis yet: it has a more robust public transport network, tougher regulatory hoops to jump through, and not as much private investment. In other words, being first means you take the most risks. Recently Ford-owned robotaxi company Argo.ai <a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.reuters.com\/business\/autos-transportation\/ford-reports-net-loss-decision-shift-spending-argo-ai-2022-10-26\/\"><span data-preserver-spaces=\"true\">closed down<\/span><\/a>. In an earnings call, Ford CEO Jim Farley gave some home truths:<\/p>\n<p>\u201cWe still believe in L4 technology, that it will have an important impact in moving people.\u201d But he also said that creating self-driving \u201crobotaxis\u201d is \u201charder than putting a man on the moon,\u201d and that \u201calmost $100 billion has been invested in L4\u2033 industry-wide, without a definitive business use case.\u201d<\/p>\n<p><span data-preserver-spaces=\"true\">And it\u2019s not only Ford questioning the economics. In July, GM said\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/insideevs.com\/news\/600734\/general-motors-cruise-robotaxi-unit-is-losing-5-million-usd-a-day\/\"><span data-preserver-spaces=\"true\">it lost $500 million<\/span><\/a><span data-preserver-spaces=\"true\"> \u2014 more than $5 million a day \u2014 on Cruise during the second quarter of 2022. This breaks down to about 20 miles (32 km) a day \u2014 half what an average taxi driver could accomplish.<\/span><\/p>\n<p>This suggests robotaxis are a long way from any semblance of mass deployment, let alone full-scale national operations \u2014 and Europe has, so far, sidestepped much of this huge outlay.<\/p>\n<p>It will likely continue to do so too, until the long-term wins promised by autonomous vehicle companies come to fruition, and there\u2019s a clear business model.<\/p>\n<p>Of course, though, this is a dangerous strategy in itself. If the technological capabilities of North American robotaxi companies are so far ahead of Europe, then the continent\u2019s streets will be filled with technology it doesn\u2019t own. The US would effectively be syphoning money off into a different nation\u2019s economy. Still, from everything we\u2019ve seen so far, Europe\u2019s robust public transport network is more likely to merge with autonomous vehicles, rather than be replaced by them.<\/p>\n<p>All this leads us back to our original question though\u2026<\/p>\n<h2><span class=\"ez-toc-section\" id=\"So_WHEN_can_I_ride_in_a_robotaxi_in_Europe\"><\/span>So WHEN can I ride in a robotaxi in Europe?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p><span data-preserver-spaces=\"true\">I put this question to <\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/eur01.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.linkedin.com%2Fin%2FACoAAC5t1kEBMg7jNcchdzvih8a0iiyMtCX8q_c%3FminiProfileUrn%3Durn%253Ali%253Afs_miniProfile%253AACoAAC5t1kEBMg7jNcchdzvih8a0iiyMtCX8q_c&amp;data=05%7C01%7Cchristian.gnandt%40tuvsud.com%7C59fa55ac234240dfca7e08dad2207019%7Ca110956708154e1f88afe23555482aaa%7C0%7C0%7C638053334011736895%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C3000%7C%7C%7C&amp;sdata=XG6JGtSuUNjVZGFoEUkoMtOtpk8TSih89viDKery7F4%3D&amp;reserved=0\"><span data-preserver-spaces=\"true\">Christian Gnandt<\/span><\/a><span data-preserver-spaces=\"true\">, Vice President of Automated Driving at\u00a0<\/span><a rel=\"nofollow noopener\" target=\"_blank\" class=\"editor-rtfLink\" href=\"https:\/\/www.tuvsud.com\/en\"><span data-preserver-spaces=\"true\">T\u00dcV S\u00dcD<\/span><\/a><span data-preserver-spaces=\"true\">,<\/span>\u00a0who thinks robotaxis will arrive \u201cwithin the next years.\u201d He suggests the most important thing is \u201cnot that every single car is driving autonomously in every condition. But it\u2019s really about a specific area under certain assumptions, maybe a certain township of a city and nice weather conditions. This will be the next step.\u201d<\/p>\n<p>With all of this to reckon with, Europe\u2019s slower, more cautious approach to autonomous vehicles and their socio-economic implications ultimately puts Europeans in a better position to enjoy what this technology has to offer in the future. We may not have robotaxis yet, but roboshuttles have opened people up to the idea of autonomous vehicles and provided a viable business model.<\/p>\n<p>We may not be zipping around in driverless cars any time soon, but, on balance, that\u2019s probably a good thing.\n                        <\/p><\/div>\n<p><script async src=\"\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
