Tony C\u00e1rdenas (D-Calif.) was focused on supporting Democratic candidates in tough districts, but he had another priority on the back burner: a second run at leading the House Democrats\u2019 campaign arm.<\/p>\n<p>In 2020, C\u00e1rdenas was riding high after a strong stint as head of the Congressional Hispanic Caucus (CHC) campaign arm, Bold PAC, when he announced his candidacy to run the Democratic Congressional Campaign Committee (DCCC).<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Rep. Sean Patrick Maloney (D-N.Y.) blocked C\u00e1rdenas\u2019 path, narrowly defeating him for the post.<\/p>\n<p>C\u00e1rdenas was preparing for a comeback, challenging Maloney, when the first of several twists hit: Maloney was defeated in his reelection bid by Republican Mike Lawler, in one of several upsets for Democrats in New York.<\/p>\n<p>Then, Democrats did surprisingly well in the 2022 midterms, holding off a so-called \u201cred wave\u201d that Republicans paraded as a done deal for months.<\/p>\n<p>Shortly after the election, C\u00e1rdenas officially announced his bid for DCCC chair, praising Maloney\u2019s hand in keeping Republican gains to a minimum at a national level.<\/p>\n<p>But House Democrats then voted to make DCCC chair an <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ointed position, giving incoming leader Rep. Hakeem Jeffries (D-N.Y.) the responsibility of picking the next campaign chief.<\/p>\n<p>That decision changed the dynamics of a race that had become increasingly political, ever since now-Sen. Ben Ray Luj\u00e1n (D-N.M.) won a caucus vote in 2018 to serve his second term after serving his first by appointment.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cI was appointed and elected \u2026\u00a0 was appointed in \u201916, and then it was changed after that cycle to be an elected position,\u201d Luj\u00e1n told The Hill.<\/p>\n<p>While traditionally the DCCC chair is not a leadership position with many takers \u2014 it implies a heavy workload that can be thankless \u2014 both C\u00e1rdenas and fellow California Democratic Rep. Ami Bera have thrown their hats into the ring for the 2024 election cycle.<\/p>\n<p>But the new Democratic Caucus rules shifted the dynamics behind the selection process, with members wary of stepping on their new leader\u2019s toes.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cI\u2019m not going to speak beyond what I know is important in this process, which is to make sure that we reclaim the Democratic majority in 2024. And I trust our new Democratic leader, Hakeem Jeffries to make the best, most informed decision to have someone lead the D-<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">trip<\/a> who understands how to win,\u201d said Rep. Steven Horsford (D-Nev.).<\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_fundraising_track_record\"><\/span>A fundraising track record<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Still, C\u00e1rdenas is pursuing the DCCC post, in large part because his top successes as a politician have come from recruiting, fundraising and campaigning for his colleagues.<\/p>\n<p>In 2013, during his freshman year in the House, C\u00e1rdenas had dinner with Sen. Bob Men\u00e9ndez (D-N.J.), at the time the only CHC member in the Senate. C\u00e1rdenas pitched Men\u00e9ndez a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a> plan for Bold PAC, which at the time was about to undergo its most aggressive expansion process with Luj\u00e1n as chairman.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>The pitch was aggressive almost to the point of being unrealistic, even compared to Luj\u00e1n\u2019s expansion of Bold PAC beyond a campaign arm dedicated solely to protecting its incumbents.<\/p>\n<p>\u201cMy experience I think is different than Representative C\u00e1rdenas\u2019 experience at Bold PAC. And here\u2019s why: I had the honor of helping to grow Bold PAC to help more candidates when I was there. Tony blew the roof off,\u201d said Luj\u00e1n, who ran Bold PAC before his appointment as DCCC chair for the 2016 election cycle.<\/p>\n<p>Under C\u00e1rdenas, Bold PAC fundraising took off, going from just under $1 million in the 2014 cycle under Luj\u00e1n to $6 million in the 2016 cycle and almost 12 million in the 2018 cycle.<\/p>\n<p>For the 2020 presidential election year, Bold PAC under C\u00e1rdenas raised more than $18 million. The expansion of the group\u2019s reach has continued under current Chair Rep. Ruben Gallego, with new investments in competitive primaries and an independent expenditure program led by C\u00e1rdenas.<\/p>\n<p>Unlike some of his peers, C\u00e1rdenas didn\u2019t learn the ins and outs of political fundraising until later in his career.\u00a0<\/p>\n<p>C\u00e1rdenas, who grew up in Pacoima, a poor neighborhood in the San Fernando Valley area of Los Angeles, entered politics in his 30s.<\/p>\n<p>In California, he lived through drastic changes in fundraising rules, going from an open system where individual donors could single-handedly fund a candidacy to a system with contribution limits.<\/p>\n<p>Managing those reforms drove one of C\u00e1rdenas\u2019 mantras for Bold PAC: hire lawyers first, make fundraising plans later.<\/p>\n<p>But C\u00e1rdenas usually refers to Pacoima when discussing his successes in recruiting political allies, not in fundraising.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>On the stump, C\u00e1rdenas routinely rolls out a bit about his first campaign manager, a then-22-year-old engineer who grew up a few blocks away in Pacoima: Alex Padilla, now California\u2019s Democratic junior senator.<\/p>\n<p>\u200b\u200b\u201cI\u2019ve been fortunate to have a front row seat to Tony\u2019s career in public service, from managing his first campaign for California State Assembly in 1996 to now serving together in Congress,\u201d Padilla told The Hill.<\/p>\n<p>\u201cIn his decades in office, he has never forgotten Pacoima and the working class community we come from in serving as their voice at all levels of government.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Cardenas_DCCC_pitch\"><\/span>C\u00e1rdenas\u2019 DCCC pitch <span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Like the Padilla story, C\u00e1rdenas often reminisces about Hispanic Democrats he\u2019s helped get elected.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Lately, C\u00e1rdenas has been focusing on his success in getting non-CHC Democrats to Washington.<\/p>\n<p>It\u2019s at the center of his pitch for DCCC chairmanship, in contrast to Bera\u2019s focus on his work with frontliners.<\/p>\n<p>But with Democrats winning more races in diverse districts throughout the country, the definition of a frontliner has changed.<\/p>\n<p>In Nevada, for instance, Democratic Sen. Catherine Cortez Masto\u2019s victory somewhat overshadowed the party\u2019s success at defending three competitive House seats, including Horsford\u2019s.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>\u201cWhat we have learned in Nevada is you win through that coalition. That\u2019s how President Biden did so well, and why Nevada is number two now in the selection process, why we got moved up. It\u2019s how I won. And my other two colleagues in the House, it\u2019s how Catherine Cortez Masto, the first Latina ever elected to the U.S. Senate, was able to win her reelection,\u201d said Horsford.<\/p>\n<p>\u201cAnd you know, one of the things I gotta say about Tony C\u00e1rdenas is, he understands that \u2013 he came out to my district several times. And it was always about being great engaging with volunteers, canvassers, and people that were talking to voters at the door. Because in the end, that\u2019s how you win elections.
