Ministers say the legislation would make Britain \u201cthe safest place in the world to be online,\u201d but campaigners fear it will erode free speech and privacy.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their prime concern involves the threat to end-to-end encrypted (E2EE) messenger <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>s. This amendment may compel apps to use government-approved tools to monitor users.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Encryption advocates argue that this undermines the purpose of E2EE, while exacerbating the risk of hacks and mass surveillance.<\/span> <span style=\"font-weight: 400;\">Among the bill\u2019s most prominent opponents is <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">WhatsApp<\/a>, which offers encrypted messaging to 40 million users in the UK, and around 2 billion globally. Will Cathcart, who heads the Meta-owned <span style=\"background-color: rgba(46, 146, 255, 0.2);\">app<\/span>, has threatened to block the service for British users if the rules are rubber-stamped.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe bill provides for technology notices requiring communication providers to take away end-to-end encryption \u2014 to break it,\u201d Cathcart <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.telegraph.co.uk\/business\/2022\/12\/10\/whatsapp-raises-threat-uk-shutdown-encryption-row\/\"><span style=\"font-weight: 400;\">told the Daily Telegraph<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><span style=\"font-weight: 400;\">\u201cThe hard reality is we offer a global product. It would be a very hard decision for us to make a change where 100% of our users lower their security.\u201d<\/span><\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">\u201cThis will undermine user privacy.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Cathcart warns the rules would compromise privacy \u2014 a view with wide support. <\/span><span style=\"font-weight: 400;\">Ga\u00ebl Duval, the creator of Mandrake Linux and the \u201cdeGoogled\u201d <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/streaklinks.com\/BUDNVxNHh3dY5Dn7fAjFzozy\/https%3A%2F%2Fmurena.com%2F\"><span style=\"font-weight: 400;\">Murena<\/span><\/a><span style=\"font-weight: 400;\"> phone brand, says the proposals would \u201ccreate a backdoor that can too easily be exploited.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThere is no way to be selective about the data that is collected \u2014 the government either has access to information in the messaging app, or it doesn\u2019t, and this will undermine the privacy of WhatsApp\u2019s users in the UK,\u201d Duval told TNW.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat\u2019s next? Having all phone calls listened to and processed or having mail opened and checked before distribution? What\u2019s more, there are security implications of granting access in this way, this kind of back door could potentially grant access to hackers too.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The proposals have also raised the eyebrows of legal experts. In November, <\/span><span style=\"font-weight: 400;\">barrister Matthew Ryder of Matrix Chambers, who was commissioned by the Index on Censorship campaign group to analyze the bill, asserted that the proposals could breach human rights laws.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cNo communications in the UK \u2014 whether between MPs, between whistleblowers and journalists, or between a victim and a victims support charity \u2014 would be secure or private,\u201d <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.indexoncensorship.org\/2022\/11\/new-legal-opinion-on-the-online-safety-bill\/\"><span style=\"font-weight: 400;\">said Ryder<\/span><\/a><span style=\"font-weight: 400;\">. \u201cIn an era where Russia and China continue to work to undermine UK cybersecurity, we believe this could pose a critical threat to UK national security.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">In addition to threatening British security, some critics predict global repercussions. <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/e9473a4a-c18e-4e70-bf8e-677a1ffe7363\"><span style=\"font-weight: 400;\">They warn<\/span><\/a><span style=\"font-weight: 400;\"> that the mooted rules will encourage authoritarian regimes to impose their own restrictions on E2EE.\u00a0<\/span><\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">\u201cWe need a pre-agree \u2018side door.\u2019<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p><span style=\"font-weight: 400;\">Some technologists have called for an alternative safety measure in the bill, which is <\/span><span style=\"font-weight: 400;\">currently progressing through parliament. <\/span><span style=\"font-weight: 400;\">Andersen Cheng, CEO of cyber security firm <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/post-quantum.com\/index.html\"><span style=\"font-weight: 400;\">Post-Quantum<\/span><\/a><span style=\"font-weight: 400;\">, advocates for an encryption \u201cside door.\u201d Cheng told TNW that this view stems in part from running his own encrypted messaging service, which was put on an Islamic State list of recommended apps.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cI believe government-sanctioned backdoors in encryption aren\u2019t the answer \u2014 a backdoor for one is a backdoor for all, and anyone can walk through it, whether that\u2019s the intended government agency, a hacker, or a malicious nation,\u201d he said. <\/span><span style=\"font-weight: 400;\">\u201cIn my view, we need a pre-agreed \u2018side door\u2019 that allows you to split control and responsibility, and one you can only access if multiple parties like governments, private companies, privacy groups, and preferably courts each provide their section of the key.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Cheng argues this can be achieved through <\/span><span style=\"font-weight: 400;\">\u201cthreshold cryptography,\u201d which effectively chops the data into multiple frameworks. As a result, the message is only accessible when the majority of parties agree to provide their portion of the key.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Such agreements, however, may prove elusive.
