They are racing to complete passage of the bill before a\u00a0midnight Friday deadline\u00a0or face the prospect of a partial government shutdown going into the Christmas holiday. Lawmakers leading the negotiations released the details of the bill shortly before 2 a.m. Tuesday.<\/p>\n<p>The U.S. has provided about $68 billion in previous rounds of military, economic and humanitarian assistance for Ukraine. President Joe Biden has requested more than\u00a0$37 billion more. Congress is going further with Sen. Patrick Leahy, the Democratic chairman of the Senate <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>ropriations Committee, saying the spending package includes about $45 billion in emergency assistance to Ukraine.<\/p>\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/12\/govt-shutdown-3.jpg?w=1024\" alt=\"Ukrainian soldier waves Ukrainian national flag while standing on top of an armoured personnel carrie.\" class=\"wp-image-25073280\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/12\/govt-shutdown-3.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/12\/govt-shutdown-3.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2022\/12\/govt-shutdown-3.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>President Biden and other members of the Democratic Party are pushing for billions more in Ukraine assistance.<\/figcaption><figcaption><span class=\"credit\">Getty Images<\/span><\/figcaption><\/figure>\n<p>\u201cFinalizing the omnibus is critical, absolutely critical for supporting our friends in Ukraine,\u201d said Senate Majority Leader Chuck Schumer, D-N.Y.<\/p>\n<p>Republican leader Mitch McConnell has warned that if the fiscal year 2023 spending measure fails to gain bipartisan support this week, he would seek another short-term patch into next year, guaranteeing that the new Republican majority in the House would get to shape the package.<\/p>\n<p>Leahy argued against that approach in releasing the bill saying, \u201cthe choice is clear. We can either do our jobs and fund the government, or we can abandon our responsibilities without a real path forward.\u201d<\/p>\n<p>Despite the warning, McConnell framed the longer-term spending bill as a victory for the GOP, even as many will undoubtedly vote against it. Maryland lawmakers have argued that ensuring predominately Black communities get their fair share of federal investments should be more thoroughly considered as part of the selection process. They are advocating for building the headquarters at one of two sites in Maryland\u2019s Prince George\u2019s County.<\/p>\n<p>In September, the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Services Administration issued a site selection plan based on five criteria, the most heavily weighted at 35% was proximity to the FBI training academy in Quantico, Virginia. Advancing equity was weighted at 15%.<\/p>\n<p>Sen. Then-President Bill Clinton signed it that same day.<\/p>\n<p>The Senate is expected to vote on the spending bill first where support from at least 10 Republican senators will be needed to pass it before the measure is considered by the House. As has been the case with recent catchall spending bills, lawmakers voiced concerns about passing legislation containing thousands of pages on short notice.<\/p>\n<p>\u201cWe still haven\u2019t seen a single page of the Pelosi-Schumer spending bill, and they\u2019re expecting us to pass it by the end of this week,\u201d tweeted Sen.
