As of November, the industry\u2019s annual export revenues had hit a record $5.5 billion \u2014 13% more than in the same period last year.<\/p>\n<p>Since Russia invaded in February, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/itcluster.lviv.ua\/en\/projects\/it-research\/\">58% of Ukrainian tech firms<\/a> have processed new orders from clients. Despite brutal assaults, martial law, and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> mobilization, 85% have restored their pre-war business activities. That\u2019s according to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/itcluster.lviv.ua\/en\/\">Lviv IT Cluster,<\/a> a community of companies, universities, and local authorities.<\/p>\n<p>\u201cUkraine\u2019s tech industry is not only showing the ability to operate fully, but it\u2019s demonstrating growth,\u201d says Stepan Veselovskyi, the group\u2019s CEO. \u201cThe export of IT services grew by 9.9% compared to last year, and brought in more than $6 billion in revenue, surpassing the 2021 figure by $542 million.\u201d<\/p>\n<figure class=\"post-image post-mediaBleed aligncenter\"><img decoding=\"async\" loading=\"lazy\" class=\"size-full wp-image-1393243 js-lazy\" alt=\"Veselovskyi (center) at the IT Arena conference, which his organization runs. While conflict ravages the country\u2019s coffers, the sector provides wages for workers, taxes for the economy, and technical support for the war effort. Tech provides the military with encrypted communications, UAVs, and cyber defenses, and civilians with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ukraine.ua\/invest-trade\/digitalization\/\">digital IDs<\/a>, air raid alerts, and online payments.<\/p>\n<p>IT will also be integral to the post-war recovery \u2014 but getting there will be tough.<\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">It can be mutually beneficial.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>A <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/itcluster.lviv.ua\/en\/migratsijni-nastroyi-dohody-ta-vytraty-rezultaty-doslidzhennya-research-resilience\/\">summer survey by Lviv IT Cluster<\/a> found that over 50,000 IT workers had relocated since the invasion, while a further 7,000 had joined the armed forces. Those that remain now endure blackouts caused by attacks on infrastructure. Some fear that empathy from clients will dwindle as war fatigue sets in.<\/p>\n<p>As the challenges mount, help from overseas becomes increasingly crucial. But the benefits of support extend far beyond altruism.<\/p>\n<p>\u201cCharity is good, but you can also work with companies. The country\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/dev.to\/history_dev\/ukraines-incredible-contributions-to-computer-science-3ig\">rich history<\/a> in computer <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a> laid the foundations for a thriving sector. Today, it encompasses over 200,000 IT specialists and one of the world\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2022\/03\/11\/companies-are-lining-up-to-hire-ukraines-world-renowned-coders.html\">biggest pools of tech talent<\/a>. Stellar <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.hackerrank.com\/blog\/which-country-would-win-in-the-programming-olympics\/\">programming skills<\/a>, a high <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.hackerrank.com\/blog\/which-country-would-win-in-the-programming-olympics\/\">level of English<\/a>, and a timezone that overlaps well with both the US and Europe comprise a compelling package.<\/p>\n<p>These attributes have made Ukraine a global hub for IT outsourcing. Now, the country wants to turn its expertise into domestic tech giants.<\/p>\n<p>President Zelensky\u2019s administration has made bold moves to bring these ambitions to reality. this future. In 2019, his government established the Ministry of Digital Transformation. By 2024, the department aims to put every public service online, expand access to high-speed Internet; teach 6 million Ukrainians digital skills, and increase tech\u2019s share in GDP to 10%. It currently accounts for around 4.5%.<\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">Industry is united with government.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>To reach these goals, the government has championed business-friendly policies: low taxation, minimal paperwork, and massive deregulation, alongside extensive <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.justsecurity.org\/84076\/ukraines-anti-corruption-fight-can-overcome-us-skeptics\/\">anti-corruption reforms<\/a> and funding initiatives, such as the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.linkedin.com\/company\/ukrainian-startup-fund\/\">Ukrainian Startup Fund<\/a>.<\/p>\n<p>This program has been bolstered by collaboration between the public and private sectors. Ukraine\u2019s digital infrastructure and economy has been remarkably resilient since the full-scale invasion, while the workforce has acquired a rare blend of courage and adaptability. New skills in crisis management, leadership, teamwork, and efficiency have been forged in conflict.<\/p>\n<p>\u201cMost companies have retained customers and the volume of their contracts,\u201d says Alex Bornyakov, Ukraine\u2019s Deputy Minister of Digital Transformation. \u201cUkrainian developers have shown that they are capable of doing their job well even under extreme conditions. For the whole world, this is an indicator that Ukraine is a reliable partner and an attractive investment destination.\u201d<\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">We\u2019ve become more active \u2014 and stronger.<\/p>\n<\/p><\/div>\n<\/blockquote>\n<p>Some tech businesses have thrived since the invasion. Now we\u2019re seeing the first wave of successful companies breaking the ground. In the most positive scenario, which presupposes European integration and liberalization of the economy, 78% of the respondents would remain in Ukraine. A further 12% would try to move abroad, while another 10% are yet to decide.<\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">The best way to help Ukraine is to invest in Ukraine.\n            <\/div>\n<\/blockquote>\n<p>This outcome can provide the foundations for a flourishing post-war industry. To build this, continued support from Europe will be essential. Government officials have sought to spread this message at IT events around the world.<\/p>\n<p>\u201cWe tell them one specific thing: the best way to help Ukraine is to invest in Ukraine,\u201d says Bornyakov, the Deputy Minister of Digital Transformation. \u201cWork with Ukrainian companies, give money to Ukrainian startups, and if you are able to hire Ukrainian freelancers, do it.\u201d<\/p>\n<p>The stakes are extremely high. IT remains the only industry in Ukraine that still shows growth. If it shrinks, the whole country will suffer.
