Chip Roy (R-Texas), a leading opponent of Rep. Kevin McCarthy (R-Calif.), has seized the national stage.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>In doing so, he has elicited jeers as well as cheers. Roy is among the most hard-line of conservatives, with a host of deeply controversial positions.<\/p>\n<p>Yet McCarthy allies see Roy as more inclined toward sincere, good-faith negotiations than other dissenters.<\/p>\n<p>And the broader public has been introduced to an unusual voice, via his speeches from the House floor and his frequent <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> interviews.<\/p>\n<p>On Wednesday, for example, Roy sparked a rare, broad ovation in the chamber when he nominated Rep. Byron Donalds (R-Fla.) to take the gavel. Roy noted, \u201cFor the first time in history, there have been two Black Americans placed into nomination for Speaker of the House.\u201d<\/p>\n<p>Within moments, Roy returned to a favorite hobbyhorse \u2014 his opposition to U.S. aid packages to Ukraine.<\/p>\n<p>That turn was enough for Rep. Jamie Raskin (D-Md.) to argue on Twitter that the Texas conservative was aiding \u201cthe Putin-Trump axis of autocrats and kleptocrats\u201d who were, Raskin contended, bringing \u201cchaos to the floor of the people\u2019s House.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Peculiar political juxtapositions are Roy\u2019s stock-in trade, however.<\/p>\n<p>In the immediate aftermath of the 2020 election, he pushed for evidence of election fraud from then-President Trump\u2019s allies, seeking \u201cammo\u201d to make that case in texts to Trump\u2019s chief of staff Mark Meadows.\u00a0<\/p>\n<p>Later, having determined that no such ammunition was forthcoming \u2014 and outraged by the attack on the Capitol on Jan. 6, 2021 \u2014 Roy called on the House floor for the rioters to be jailed.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Unlike many on the farthest right flank of the GOP, he also voted to uphold the results of the election.\u00a0<\/p>\n<p>\u201cThat vote may well sign my political death warrant, but so be it,\u201d he said. \u201cI swore an oath to uphold the Constitution of the United States and I will not bend its words into contortions for personal political expediency.\u201d<\/p>\n<p>At other times during his congressional tenure, Roy has accused Anthony Fauci of \u201ccrimes against humanity\u201d \u2014 yet found a sliver of common ground, with caveats, with Rep. Alexandria Ocasio-Cortez (D-N.Y.). He believes the left-wing New Yorker shares his view that Washington is fundamentally \u201cbroken,\u201d even as they disagree radically on the solutions.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>This week, while trying to capsize McCarthy\u2019s long quest to be Speaker, Roy has insisted that he bears his Californian colleague \u201cno personal animus.\u201d<\/p>\n<p>In terms of the big picture, Roy tends to put his opposition to the status quo in Washington in terms that even figures from the left might half-endorse.\u00a0<\/p>\n<p>While nominating Rep. Jim Jordan (R-Ohio) for the Speakership this week, Roy segued into a lament about how, when it comes to spending, \u201cthe Defense World and the non-Defense World come together \u2026 and the American people are the big losers.\u201d<\/p>\n<p>Even Republicans who don\u2019t agree with Roy or who have become alienated from the modern party say that the Texas congressman is a very different beast from\u00a0other foes of McCarthy\u00a0like Reps. Matt Gaetz (R-Fla.) or Lauren Boebert (R-Colo.)<\/p>\n<p>\u201cThey are not in the same galaxy,\u201d said Rick Tyler, a Republican strategist and Trump critic. \u201cHe is a conservative \u2026 but he is not going to join the clown show.\u201d<\/p>\n<p>Brendan Steinhauser, a GOP strategist in Roy\u2019s native Texas \u2014 and someone who favors a much more centrist course for the party \u2014 declares himself \u201chopelessly biased for Chip,\u201d whom he has known for years.<\/p>\n<p>\u201cWe don\u2019t agree on everything,\u201d Steinhauser noted. \u201cBut I think he is a true believer and fighting the good fight. I think he is principled even when it causes choppy water for him.\u201d<\/p>\n<p>The vote to uphold the 2020 election is not the only example. Roy single-handedly held up a 2019 bill that would have released massive grant funding to his home state after Hurricane Harvey because the money was not offset \u2014 and because he objected to the procedures being used to pass the legislation.<\/p>\n<p>Not everyone finds such stances admirable \u2014 or even defensible.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>The Republican whom Roy beat in his House primary when first getting elected in 2018, Matt McCall,\u00a0once told Texas Monthly, \u201cHe always burns everybody because he thinks that he\u2019s Thomas Jefferson and he\u2019s going to keep the whole world straight.\u201d<\/p>\n<p>Cal Jillson, a political <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a> professor at Southern Methodist University in Texas, cautioned against taking too generous a view of Roy\u2019s political idiosyncrasies.<\/p>\n<p>\u201cI think of Chip Roy as erratic,\u201d Jillson said. \u201cOn occasion, he will be part of the solution and you\u2019ll find him making compelling points. But the other Chip Roy is more often throwing gasoline on the fire.\u201d<\/p>\n<p>Still, more supportive voices contend that there is a common thread to Roy\u2019s politics.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cHe has believed for some time \u2014 at least as long as he has been a member of the House \u2014 that the institution is broken and that the average member is limited to do anything about it because far too much power is held by leaders,\u201d said Matt Mackowiak, the chair of the Travis County Republican Party in Texas.<\/p>\n<p>For now, Roy\u2019s admirers are glad to see him center stage, even as the week\u2019s events have careened into disorder.<\/p>\n<p>\u201cThis is a moment for Chip to shine,\u201d said Steinhauser. \u201cHe didn\u2019t design it that way. He stepped into the moment, stepped up to the challenge.
