Confirming it, when units go vacant the rent only rises an average $8. But the tenants still think they\u2019re being protected by the rent laws, and so support continued regulation. <\/p>\n<p>Jay Martin of the Community Housing Improvement Program, a small-landlords group, connects the dots: \u201cRent stabilization provides discounted rents to [only] roughly a quarter of renters in New York City. It does little to help renters in roughly three-quarters of New York City\u2019s 2.2 million apartments.\u201d<\/p>\n<aside class=\"single__inline-module alignright\">\n    <\/aside>\n<p>Meanwhile, the report shows a sharp drop in Major Capital Improvement <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>lications, because growing numbers of landlords can\u2019t get loans to make building-wide improvements.<\/p>\n<p>\u201cTenant advocates\u201d argue that greedy landlords are keeping thousands of rent-stabilized units off the market. But these are overwhelmingly units that owners can\u2019t legally rent out without bringing up to code \u2014 which they can\u2019t afford to do because either 1) the legally limited rent means they\u2019ll never make their money back, or 2) they lack the capital to do it after losses during the pandemic, plus high inflation and high-interest rates, neither of which the rent-control system allows for. <\/p>\n<p>The solution is simple: Make it economically practical to modernize and rent \u201czombie\u201d units. Better still: Amend the rent laws so property owners can seek a vacancy reset so rents on those apartments will be comparable to area rents \u2014 just like the current process used for apartments exiting rent control.<\/p>\n<p>At the least, give landlords a legal way to make necessary repairs when the tenant refuses to cooperate, to prevent conditions from growing worse and far more costly to fix when the apartment\u2019s finally vacant. <\/p>\n<p>Stop letting \u201ctenants\u2019 rights\u201d degrade the city\u2019s existing housing stock.\n                        <\/p><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
