Fortunately, our allies have progressed without us.<\/p>\n<p>Before arriving here, Kishida will sign a historic agreement with Great Britain, providing for reciprocal in-country treatment of each other\u2019s servicemembers, thus facilitating joint military exercises and training. While not as far-reaching as Tokyo\u2019s foundational, 1951 status-of-forces agreement with Washington, this new Japan-UK deal is an important step in building Indo-Pacific collective-defense structures.<\/p>\n<p>Moreover, spurred by Russia\u2019s unprovoked aggression against Ukraine and its implications for Asia, Japan is showing new resolve to range far from its im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>te region, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/japan.kantei.go.jp\/ongoingtopics\/pdf\/jp_stands_with_ukraine_eng.pdf\">providing unprecedented aid to Ukraine<\/a>, including non-lethal military equipment.<\/p>\n<p>These Japanese initiatives parallel British leadership in assisting Ukraine. Since Feb. 24, successive UK governments have consistently outperformed the Biden administration in both political and military support for Kyiv. Germany, for example, stands in sharp contrast to Japan and Britain. Despite Chancellor Olaf Scholz\u2019s declared \u201csea change\u201d in German security policy just days after Moscow\u2019s attack on Ukraine, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.barrons.com\/news\/germany-says-will-reach-nato-spending-target-by-2025-01670248808\">Berlin is failing<\/a> to reach key goals, including increasing defense outlays to 2% of GDP this year and expending \u20ac100 billion ($106 billion) on defense assets, such as 30 nuclear-capable F-35s.<\/p>\n<aside class=\"single__inline-module alignright\">\n    <\/aside>\n<p>What should h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en at the Kishida-Biden summit \u2014 but probably won\u2019t \u2014 is a start on fashioning elements of a new grand strategy to counter China and its growing entente with Russia. Japan\u2019s landmark budget increases, its European outreach and its understanding of the China-Russia threat all contrast dramatically with the Biden administration\u2019s overall timidity.<\/p>\n<p>Kishida should press for considerably greater activity by the Asian \u201cQuad\u201d (India, Japan, Australia and the United States), which Biden to his credit supports, continuing to move its members toward concrete joint action. Mirroring AUKUS, enhancing Japan\u2019s naval capabilities with nuclear-powered submarines, could be enormously beneficial in East Asia. <\/p>\n<p>Biden in turn should show how his defense budgets will help rejuvenate America\u2019s military-industrial base, lest even good ideas like AUKUS impair our own defense capabilities,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/breakingdefense.com\/2023\/01\/exclusive-reed-inhofe-warn-biden-aukus-risks-becoming-zero-sum-game-for-us-navy\/\">as both Republican and Democrats\u00a0fear<\/a>.<\/p>\n<p>Biden and Kishida should propose making South Korea a full Quad member (forming a \u201cQuint\u201d), which is entirely sensible given the threats from North Korea and China. Indeed, on New Year\u2019s Day, Kim Jong Un ordered \u201can exponential increase of the country\u2019s nuclear arsenal,\u201d specifically including tactical nuclear weapons to use against the South, which also threaten Japan and deployed American forces.<\/p>\n<p>Even before Kim\u2019s latest threat, South Korea\u2019s President Yoon Suk Yeol was weighing <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/en.yna.co.kr\/view\/AEN20221013006651315\">calls to redeploy US nuclear weapons on the peninsula<\/a> or develop Seoul\u2019s own nuclear weapons. <\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1024\" height=\"682\" src=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2023\/01\/xi-jinping.jpg?w=1024\" alt=\"Biden and Kishida will likely discuss the threat of China to other nations in Asia.\" class=\"wp-image-25287261\" srcset=\"https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2023\/01\/xi-jinping.jpg?quality=75&amp;strip=all&amp;w=1535 1536w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2023\/01\/xi-jinping.jpg?quality=75&amp;strip=all 1024w, https:\/\/nypost.com\/wp-content\/uploads\/sites\/2\/2023\/01\/xi-jinping.jpg?quality=75&amp;strip=all&amp;w=512 512w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\"\/><figcaption>Biden and Kishida will likely discuss the threat of China to other nations in Asia.<\/figcaption><figcaption><span class=\"credit\">Zhang Ling\/Xinhua via AP<\/span><\/figcaption><\/figure>\n<p>Japan and South Korea have a long, complicated history, which has prevented extensive trilateral cooperation with Washington. This history is impossible to ignore, but Biden should make every effort to facilitate Tokyo and Seoul coming closer together in collective-defense alignments.<\/p>\n<p>Taiwan\u2019s security, which has enormous, bipartisan support, should also top the Kishida-Biden agenda. Beijing\u2019s belligerence toward Taipei continues to escalate, including Chinese military aircraft\u2019s repeated incursions into Taiwanese airspace. <\/p>\n<p>The world is increasingly, albeit slowly, realizing the need to deter Chinese aggression. Former NATO Secretary <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Anders Fogh Rasmussen recently visited Taipei, calling to \u201cfurther strengthen the bonds between Taiwan and Europe,\u201d an important signal of growing support for the island nation. Closer planning among Japan, America, other Asian partners and NATO allies should be a high priority.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/world\/2022\/10\/18\/china-seize-taiwan-plan-blinken\/\">Even Biden officials acknowledge<\/a> that China\u2019s recent behavior is ever-more belligerent.
