This ruling comes after a fruitless search for a five-year-old boy who was swept away by floodwaters early Monday morning; the search was called off around 3 p.m. local time. <\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    Five years ago, on Jan. 9, 2018, Montecito was ravaged by mudslides caused by flash flooding; in the middle of the night, the town got more than <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/ellen-degeneres-fires-north-america-us-news-ap-top-news-60bdabd547a540b0b72da785739a9033\">half an inch<\/a> of rainfall in five minutes, and the storm continued throughout the day, leaving lives claimed, homes flattened, gas mains popped, and power lines down. At the time, these mudslides were made more severe by the Thomas Fire that started in the area on Dec. 4, 2017 \u2014 the charred Santa Ynez Mountains were made more vulnerable to destruction because the earth wasn\u2019t prepared to absorb water well. <\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    Today, Ellen DeGeneres, who lives in the area (located between the Santa Ynez Mountains\u00a0and the Pacific Ocean), posted a video to her Instagram account showing the severity of a nearby creek\u2019s rising water levels and the current of the steam. <\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    \u201cThis is the 5 year anniversary from the fire and mudslides that killed so many people \u2014 people lost their homes, their lives,\u201d she says in the video. \u201cThis is crazy, on the 5 year anniversary, we\u2019re having unprecedented rain. This stream next to our house never flows, ever. [It\u2019s] probably about 9 feet up \u2026 we need to be nicer to mother nature, because mother nature is not h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>y with us \u2026 stay safe everybody.\u201d<\/p>\n<figure class=\"wp-block-embed is-type-rich is-provider-instagram wp-block-embed-instagram\"\/>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    DeGeneres shared in the caption that her home is on \u201chigher ground,\u201d allowing her to shelter in place.<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    Per an<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/california-flooding-Montecito-evacuation-order-7c151eeaf3f567a125d74245173327f1\"> article from AP<\/a>, Santa Barbara County Sheriff Bill Brown said the decision to evacuate was \u201cbased on the continuing high rate of rainfall with no indication that that is going to change before nightfall.\u201d<\/p>\n<p class=\"paragraph larva \/\/  a-font-body-m     \">\n    This evacuation order displaces nearly 10,000 residents \u2014 the entire town of Montecito plus nearby canyon neighborhoods.
