Yellen projected the government\u2019s wiggle room will be exhausted by June 5, a date with \u201c<em>considerable uncertainty.\u201d<\/em><\/p>\n<p><em>\u201cI respectfully urge Congress to act promptly to protect the full faith and credit of the United States,\u201d<\/em> she wrote.\u00a0<\/p>\n<p>She has said default could cause <em>\u201cirreparable harm to the U.S. economy,\u201d<\/em> as federally backed debt is the backbone of domestic and global markets. Failure to make good on the government\u2019s bills could trigger panic on Wall Street, raise the government\u2019s costs and conceivably spiral into millions of job losses, economists and administration officials argue.<\/p>\n<p>Congress, meanwhile, remains bitterly divided on how to handle the issue, with Republicans pressing to use the debt limit as leverage to cut a deal on spending rollbacks \u2014 especially when it comes to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> programs \u2014 in talks with Democrats, many of whom have pressed for a bill that solely addresses the debt ceiling. There\u2019s no clear solution in sight, leaving lawmakers and economists expecting a protracted fight that could stretch right up until June, when the projected wiggle room runs out.<\/p>\n<p>The credit rating agency Moody\u2019s predicted that even if Congress and the White House did not reach an agreement, the Treasury Department could prioritize debt service payments ahead of social spending (The Hill,<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.vox.com\/policy-and-politics\/2023\/1\/19\/23561214\/debt-limit-ceiling-extraordinary-measures-treasury-default\"> Vox<\/a> and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2023\/01\/19\/debt-ceiling-default\/\"> The Washington Post<\/a>).<\/p>\n<p><strong><em>\u201cWith extraordinary measures now in effect, the debt ceiling is officially a ticking time bomb we can\u2019t diffuse soon enough,\u201d<\/em><\/strong> Rep. <strong>Brendan Boyle<\/strong> (Pa.), the top Democrat on the House Budget Committee, said in a statement on Thursday.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Boyle accused Republicans of <em>\u201cpushing for default and start governing in Americans\u2019 best interest.\u201d<\/em><\/p>\n<p>Sen. <strong>Joe Manchin<\/strong> (D-W.Va.) said Wednesday in an interview in Davos, Switzerland, that he\u2019s seeking a mix of House and Senate members from both parties to try to work out an accord that could become legislation to both raise the debt ceiling and trim future spending. He said he has talked with Speaker <strong>Kevin McCarthy<\/strong> (R-Calif.) about making commitments to scrutinize Social Security and Medicare in exchange for GOP support to lift the borrowing limit (The Hill and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/videos\/2023-01-19\/manchin-on-debt-limit-dc-leadership-video\"> Bloomberg News<\/a>).<\/p>\n<p><em>\u201cLet\u2019s take the trust funds \u2014 Medicare, Social Security, Highway Trust. You can\u2019t let those go defunct,\u201d<\/em> Manchin said, speaking from the World Economic Forum in Davos, Switzerland. <em>\u201cWhat we\u2019re saying is, we have a Trust Act. We would put bipartisan, bicameral committees together to look at each one of the trusts and come up with solutions of how you fix it.\u201d<\/em><\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>McCarthy is pressing Democrats to begin negotiations at a time when he faces pressures within his party to deliver on significant fiscal reforms (The Hill). The White House has refused to negotiate with House Republicans, remaining eager to describe the Speaker and fellow conservatives as reckless and extreme (The Hill). White House press secretary <strong>Karine Jean-Pierre<\/strong> said on Wednesday that the issue should not be used as a <em>\u201cpolitical football\u201d<\/em> (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2023\/01\/19\/debt-ceiling-default\/\">The Washington Post<\/a>).<\/p>\n<p><em>\u201cIn the past there has been bipartisan cooperation to address the debt ceiling,\u201d<\/em> she said, <em>\u201cand that\u2019s how it should be.\u201d<\/em><\/p>\n<p>Senate Minority Leader <strong>Mitch McConnell <\/strong>(R-Ky.), meanwhile, said Thursday he is confident that the U.S. will never default on its debt and is not concerned a financial crisis could be on the horizon. Some, such as Rep. <strong>Chip Roy<\/strong> (Texas), insist they won\u2019t back down no matter the consequences, but that poses real political risks \u2014 especially if the U.S. were to default for the first time in its history.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>One of the central tensions emerging inside the Republican Party as it lurches toward an uncertain 2024 presidential primary is wavering support for former <strong>President Trump<\/strong> among the nation\u2019s evangelical leaders,<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/01\/19\/us\/politics\/trump-evangelicals-2024.html\"> The New York Times reports<\/a>. Their congregants have for decades been a key constituency for conservative candidates and backed Trump during his ascent to the White House. His itinerary included the beach town of Capitola, where large waves tore apart a historic wooden wharf and pummeled the community\u2019s structures, depositing heavy debris on beaches. Preliminary estimates from Santa Cruz, Santa Clara, San Francisco and Sacramento counties put damage estimates at a combined $250 million. At least 21 people died, and a 5-year-old boy is missing. The statewide costs will climb into the billions of dollars, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/01\/19\/biden-tours-storm-wrecked-california-coast-00078637\">Politico reported.<\/a><\/p>\n<p>At a state park in nearby Aptos, Calif., accompanied by Gov. <strong>Gavin Newsom<\/strong> (D) and members of Congress, Biden assured Californians affected by last year\u2019s wildfires and this year\u2019s floods that \u201c<em>the federal government is not leaving its responsibility until it\u2019s all fixed, it\u2019s done.\u201d\u00a0<\/em><\/p>\n<p>He said Uncle Sam has deployed $9 billion to California for assistance tied to extreme weather events, and he pointed to climate change as the culprit. <em>\u201cIf anybody doubts the climate is changing, they must have been asleep for the last couple of years,<\/em>\u201d Biden said.<\/p>\n<p>The president ticked through a list of federal assistance from the Federal Emergency Management Agency, Agriculture Department, Small Business Administration and the Army Corps of Engineers. He said California will need years to recover and rebuild after some of the destruction he surveyed \u201cto the homes, the businesses and to farm and ranches.\u201d\u00a0<\/p>\n<p>Biden advocated making \u201csignificant changes,\u201d which he did not specify, to California infrastructure. <em>\u201cThe key is not just building back, it\u2019s building back stronger,\u201d<\/em> he added (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ksbw.com\/article\/biden-tours-damage-in-capitola-aptos-speaks-to-press\/42580082\">KSBW<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.latimes.com\/california\/story\/2023-01-19\/la-me-biden-california-storms\">The Los Angeles Times<\/a>).<\/p>\n<p><strong>Refugees<\/strong>: A State Department pilot program to benefit refugees envisions that 10,000 ordinary Americans in addition to organizations, can sponsor individual refugees in the United States as part of a new \u201cWelcome Corps.\u201d The program is capped at 5,000 refugees and is likely to admit refugee families beginning in April.<\/p>\n<p><em>\u201cFor over four decades, our system has relied primarily on resettlement agencies [for refugee resettlement],\u201d<\/em> said Secretary of State <strong>Antony Blinken<\/strong> in a video that explained the Welcome Corps, which is modeled on programs in other countries, including Canada (The Hill).<\/p>\n<p><em>\u201cUnder this new initiative, people in communities, faith-based organizations, colleges and universities, veterans\u2019 associations, and other groups will be able to play that role \u2013 taking the lead in helping refugees do things like find a place to live, enroll kids in school [and] obtain basic goods like furniture and winter clothes,\u201d<\/em> he said.<\/p>\n<p>The U.S. expansion of the government\u2019s handling of refugees fits the Biden administration\u2019s larger policy of adding legal pathways for immigrants while disincentivizing border crossings, reports The Hill\u2019s Rafael Bernal.<\/p>\n<p>Groups of a minimum of five people who are willing to sponsor a refugee family must raise at least $2,275 per refugee to participate. The private sponsors will be expected to provide the same broad support to new refugee families as the nonprofit agencies, which will continue to resettle the vast majority of refugees (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/01\/19\/us\/refugee-resettlement-policy-biden.html\">The New York Times<\/a>).\u00a0<\/p>\n<p><strong>Semiconductors<\/strong>: The Netherlands and Japan, home to key suppliers of semiconductor manufacturing equipment, are close to joining a Biden administration-led effort to restrict exports of the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> to China and hobble its push into the chips industry,<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-01-19\/us-poised-to-get-help-on-china-chip-crackdown-from-dutch-japan?leadSource=uverify%20wall\"> reports Bloomberg News<\/a>.
