src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/ukraine_031622_ap-rodrigo-abd_russian-cyberattacks.jpg?w=900\" \/><\/p>\n<div>\n<p>Nearly a year into its war with Ukraine, Russia\u00a0has had little success on the cyber battlefield \u2014 and that doesn\u2019t look like it will change moving forward.<\/p>\n<p>In the coming months,\u00a0the Kremlin\u00a0is expected\u00a0to escalate its cyber operations as it continues to face major military setbacks\u00a0in the conflict.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>However,\u00a0that\u00a0increase in cyber activity is likely to have\u00a0a\u00a0minor impact in the war as the Kremlin is met with stronger cyber counter attacks from Ukraine and its allies.\u00a0<\/p>\n<p>There may in fact be\u00a0no benefits for Russian forces\u00a0in ramping up\u00a0their\u00a0cyber activity against Ukraine,\u00a0said\u00a0James Turgal, vice president of cyber consultancy Optiv,\u00a0other than \u201cto make the point that they can cause chaos.\u201d<\/p>\n<p>Many\u00a0experts feared that the Kremlin would\u00a0carry out\u00a0destructive cyberattacks\u00a0on\u00a0Ukraine and its allies.\u00a0And over the past year, Russian forces have\u00a0launched numerous\u00a0attacks\u00a0against Ukraine\u00a0in\u00a0an attempt to disrupt the country\u2019s critical infrastructure.<\/p>\n<p>But\u00a0the Russians\u00a0\u201cunderperformed expectations\u201d\u00a0in the cyber space,\u00a0a\u00a0U.S. official said last year.\u00a0Experts credit Ukraine\u2019s enhanced cyber defenses for\u00a0the Kremlin\u2019s\u00a0limited success.\u00a0Russia was not expecting to be met with so much resistance from Ukrainian forces, which have been shoring up their cyber defenses for the last couple years\u00a0with the assistance of the U.S. and the EU.<\/p>\n<p>\u201cThe Russians haven\u2019t slacked off in cyberattacks, but they\u2019ve been unable to overcome Ukrainian cyber defenses, hence their resort to missile attacks on critical infrastructure,\u201d said James Lewis,\u00a0a senior vice president and director with the strategic technologies program at the Center for Strategic and International Studies.<\/p>\n<p>In recent months, Russia has carried out scores of destructive missile strikes on targets including Ukraine\u2019s energy grid and water facilities. Those assaults have mirrored the Kremlin\u2019s cyber offensives:\u00a0Last year, Microsoft\u00a0released a report\u00a0that found that Russian cyberattacks were strongly tied \u2014 and sometimes directly timed \u2014 with kinetic military operations on the ground targeting Ukrainian services and institutions.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Russian forces are likely to continue coordinating their cyber activity with their kinetic military operations as they try to\u00a0boost the effectiveness and impact of their offensives.<\/p>\n<p>This strategy, however, doesn\u2019t always pan out as\u00a0intended.\u00a0<\/p>\n<p>\u201cOne of the things that we\u2019ve seen from combat operations over there is that it\u2019s a lot harder to sync up cyber operations with kinetic military operations than I think some people gave it credit for,\u201d said Michael Daniel, president and CEO at Cyber Threat Alliance.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cUsing cyber capabilities to cause disruption is easier if you\u2019re not trying to tie it to specific military operations because it gives you more flexibility in terms of choosing the time and place of where you try to get it to actually h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en,\u201d he added.\u00a0<\/p>\n<p>Turgal\u00a0said Russia\u2019s long-term strategy of how to win this war both on the kinetic and cyber front seems unclear\u00a0after it has\u00a0faced major setbacks in the last couple months.\u00a0<\/p>\n<p>\u201cWe have seen over the last almost year that the use of one or both of those tactics together has not given them a victory,\u201d Turgal said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Looking beyond Ukraine, experts expect Russian forces to expand their cyber activities to neighboring countries, and perhaps directly attack European\u00a0Union\u00a0and NATO member countries\u00a0\u2014\u00a0a move the Kremlin has been accused of\u00a0making\u00a0already.\u00a0<\/p>\n<p>Last year, several NATO countries, including the U.S., were hit with cyberattacks that were reportedly carried out by a Russian-backed hacking group.<\/p>\n<p>Jason Blessing,\u00a0a research fellow at the American Enterprise Institute, said he expects Russian forces to launch cyberattacks against countries primarily located in Central and Eastern Europe, but also more broadly in the West. He also anticipates Russia\u00a0will\u00a0go after companies that are supporting Ukraine economically and militarily.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cI think what\u2019s more likely to happen in the short term is that businesses providing direct support and aid to Ukraine are much better targets because disrupting them disrupts supplies to Ukraine,\u201d he\u00a0said.<\/p>\n<p>However, Blessing expects those attacks to be low-level and unsophisticated; just enough to create disruption to business operations.\u00a0None of\u00a0Russia\u2019s cyberattacks\u00a0have yet\u00a0reached the level where\u00a0NATO\u2019s Article 5, which states that an act of war against any member nation will trigger a response from the full alliance,\u00a0would be triggered, and he predicts the same will be true going forward.<\/p>\n<p>\u201cSo, it\u2019s more a widening of the conflict than sort of a vertical escalation in cyberspace,\u201d he added.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Despite Russia\u2019s failure to unleash destructive cyberattacks against the West, particularly the U.S., government officials and experts all agreed that the U.S. needs to remain vigilant this year, as it has over the last year.<\/p>\n<p>This month, the\u00a0Cybersecurity and Infrastructure Security Agency Director\u00a0Jen Easterly\u00a0warned the U.S.\u00a0against\u00a0potential Russian cyberattacks as the war in Ukraine drags on.\u00a0<\/p>\n<p>Easterly said although the Russians have yet to launch massive cyberattacks against the U.S., \u201cwe cannot assume that won\u2019t happen going forward.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>\u201cIt looks like it\u2019s not going to end anytime soon. We need to continue to be vigilant, keep our shields up, and ensure that we are putting all those controls in place,\u201d Easterly said during a panel at the Consumer Electronics Show in Las Vegas.\u00a0<\/p>\n<p>Lewis, who agreed with her statement, said that regardless of what the Russians decide to do this year, the U.S. \u201cneeds to increase [its] cyber defenses.\u201d<\/p>\n<p>\u201cWe need to be as vigilant as we were last year,\u201d he added.\u00a0<\/p>\n<p>The threat of Russian cyberattacks may not abate even if the war between Russia and Ukraine comes to an end. If Russian\u00a0troops\u00a0are forced out of Ukraine,\u00a0the Kremlin\u00a0could\u00a0decide to scale up\u00a0its\u00a0cyber activity to disrupt and undermine the Ukrainians\u00a0beyond the end of a traditional conflict.<\/p>\n<p>\u201cIf the war ended \u2026 I could see the Russians making extensive use of their cyber capabilities to try to destabilize the Ukrainian government and continue to sort of foment separatist interests on the eastern side of Ukraine,\u201d Daniel, of the\u00a0Cyber Threat Alliance,\u00a0said.\u00a0<\/p>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
