It is points left on the field,\u201d Goodwin added.\u00a0\u00a0<\/p>\n<p>Asked about the delays and frustration from environmental groups,\u00a0a White House spokesperson cited the accomplishments that President Biden has achieved on climate.\u00a0\u00a0<\/p>\n<p>\u201cPresident Biden has done more than any president in U.S. history to tackle the climate crisis, and has no intention of slowing down now,\u201d said spokesperson Abdullah Hasan.\u00a0\u00a0<\/p>\n<p>\u201cHe will keep using all the tools available to him to advance his clean energy agenda, which is already creating good-paying jobs, lowering costs, revitalizing American manufacturing, and putting the United States back on track to reach its climate goals,\u201d he added.\u00a0\u00a0<\/p>\n<p>Biden signed legislation into law last year that invests billions in renewable energy. His administration has also tightened\u00a0vehicle\u00a0pollution\u00a0and\u00a0mileage standards.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Climate activists\u00a0have celebrated\u00a0those achievements, in addition to\u00a0executive\u00a0actions\u00a0on climate change that thrilled progressives.\u00a0\u00a0<\/p>\n<p>But many of these advocates are critical of the slow-moving regulations.\u00a0\u00a0<\/p>\n<p>Climate advocacy group Evergreen, for one, recently\u00a0released a report saying that the\u00a0Environmental Protection Agency (EPA)\u00a0was falling \u201cfurther behind\u201d on power plant regulations.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>It pointed to regulations for the plants\u2019 contributions for climate change, which the EPA said in a fall 2021 edition of its regulatory schedule that it had\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202110&amp;RIN=2060-AV10\">hoped to propose<\/a>\u00a0by July 2022. Last\u00a0year, the administration pushed those proposals back to\u00a0March 2023, and it now says they\u2019ll be proposed even later in April.\u00a0<\/p>\n<p>Jamal Raad, Evergreen\u2019s executive director, called the delays \u201cdeeply troubling.\u201d\u00a0<\/p>\n<p>\u201cThey threaten the administration\u2019s ability to finalize these rules in the first term and those that they do complete may be vulnerable to be blocked altogether by Republicans,\u201d Raad said.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>If Republicans hold majorities in both chambers of Congress and the White House in 2024, they could move forward with a resolution under the Congressional Review Act that could enable them to ax any rules put forward during the last 60 legislative days of the Biden administration in which Congress was in session.\u00a0\u00a0<\/p>\n<p>The Supreme Court issued a ruling in June that dictated what <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roaches the EPA can and cannot take on the power plant rules. Ahead of the ruling, EPA Administrator\u00a0Michael\u00a0Regan said the agency would be \u201cready to go\u201d once the court ruled amid\u00a0congressional scrutiny\u00a0over the agency\u2019s timeline.\u00a0\u00a0<\/p>\n<p>The Evergreen report also points to additional regulations that concern power plants,\u00a0including air quality standards\u00a0that were previously slated for completion this March but now won\u2019t be finished until August.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>EPA chief of staff Dan Utech, in a written statement to The Hill, said that the administration \u201chas done more than any prior administration to tackle the climate crisis and deliver environmental protections for all\u201d and is \u201cmoving forward with the urgency that the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a> demands.\u201d\u00a0<\/p>\n<p>Utech pointed to difficulties that the agency faces including \u201cdepleted staffing levels, persistent funding challenges, and a previous administration that left the agency neglected and scientifically compromised.\u201d\u00a0<\/p>\n<p>During the Trump years, hundreds of workers left the agency,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/national\/health-science\/with-a-shrinking-epa-trump-delivers-on-his-promise-to-cut-government\/2018\/09\/08\/6b058f9e-b143-11e8-a20b-5f4f84429666_story.html?noredirect=on\">reportedly reducing the size of its workforce by 8 percent<\/a>\u00a0in the first 18 months of Donald Trump\u2019s presidency. According to the agency, it has 3 percent more employees today than it did in January 2021.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Utech also cited accomplishments including vehicle climate and pollution standards, a proposal to cut the planet-warming gas methane from the oil and gas sector and efforts to tighten soot pollution that the Evergreen report cited as delayed.\u00a0\u00a0<\/p>\n<p>And he noted that the agency is working to put together rules that\u00a0follow\u00a0science and the law and that will \u201cstand the test of time.\u201d Actions that the agency takes to protect the environment may be subject to court challenges from industry or Republican-led states.\u00a0\u00a0<\/p>\n<p>Meanwhile,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ewg.org\/sites\/default\/files\/2023-01\/Letter%20to%20OMB%20Supporting%20Drinking%20Water%20Standards.pdf\">dozens of environment and health-focused groups<\/a>\u00a0wrote to the White House last week regarding\u00a0the pace of\u00a0drinking water limits for a group of toxic chemicals known as PFAS.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>PFAS are a class of chemicals also known as \u201cforever chemicals\u201d because they persist in the body and environment instead of breaking down. They have been linked to illnesses including kidney and testicular cancer and immune system problems.\u00a0\u00a0<\/p>\n<p>The Biden administration previously said that it planned to propose a limit for how much of these substances can be in drinking water by the end of 2022 and finalize one by the end of 2023, but so far it has not put forward a proposal.\u00a0\u00a0<\/p>\n<p>\u201cCommunities have waited decades for EPA to get toxic forever chemicals out of their water and they shouldn\u2019t have to wait any longer,\u201d Scott Faber, senior vice president of government affairs at the Environmental Working Group, told The Hill.\u00a0\u00a0<\/p>\n<p>Aaron Weiss, deputy director at the Center for Western Priorities, raised concerns about the potential for the Congressional Review Act being used on rules that govern new leasing of public lands for fossil fuel extraction.\u00a0\u00a0<\/p>\n<p>\u201cThere is a big risk right now that the Interior Department and [the White House Office of Management and Budget] are running. They have to get these rules not just written but drafted, released and then finalized within the next probably 12 to 15 months,\u201d he said.\u00a0\u00a0<\/p>\n<p>That rule was previously slated for proposal this month but is now scheduled for April.\u00a0\u00a0<\/p>\n<p>Goodwin called for reforms to the regulatory review process to combat delays, including limiting the scope of which rules go through the White House Office of Information and Regulatory Affairs and adding tighter deadlines for White House review.\u00a0\u00a0<\/p>\n<p>\u201cThe rulemaking process is ridiculously complicated.
