\u201cFace the Nation.\u201d \u201cI want to sit down together, work out an agreement that we can move forward to put us on a path to balance \u2014 and at the same time not put any of our debt in jeopardy at the same time.\u201d<\/p>\n<p>Asked whether he would make a guarantee, McCarthy said, &#8220;There will not be a default,\u201d though he suggested that declaration depended on the willingness of Biden and Democrats to negotiate.<\/p>\n<p>The White House on Sunday confirmed Wednesday&#8217;s meeting on \u201ca range of issues.\u201d It said Biden looked forward to \u201cstrengthening his working relationship\u201d with McCarthy and to asking about the speaker&#8217;s plan on spending, noting that the first House bill passed by Republicans this year to slash IRS funding would ultimately increase the deficit.<\/p>\n<p>&#8220;The President will ask Speaker McCarthy if he intends to meet his Constitutional obligation to prevent a national default, as every other House and Senate leader in U.S. history has done,&#8221; the White House said. \u201cHe will underscore that the economic security of all Americans cannot be held hostage to force unpopular cuts on working families.\u201d<\/p>\n<p>McCarthy was elected speaker on a historic post-midnight 15th ballot early on Jan. 7, overcoming <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/politics-kevin-mccarthy-matt-gaetz-florida-f2a4a42b4845f2413cca5c1b4c6100dd\" data-ylk=\"slk:holdouts from his own ranks and tensions\" class=\"link rapid-noclick-resp\">holdouts from his own ranks and tensions<\/a> that have tested the new GOP majority ability to govern.<\/p>\n<p>Word of the long-awaited White House meeting comes at a time of divided government in Washington with a debt ceiling crisis brewing and House Republicans ready for confrontation.<\/p>\n<p>McCarthy has been eager to push Biden to the negotiating table, hoping to make good on the promises the GOP leader made to holdouts during his campaign to become speaker to pare federal spending back to 2022 budget levels, which would be a sizable 8% budget cut.<\/p>\n<p>The White House <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biden-politics-united-states-government-district-of-columbia-kevin-mccarthy-e59d479a21811e6dbe5557b3cff11d6d\" data-ylk=\"slk:has made clear that Biden is not willing\" class=\"link rapid-noclick-resp\">has made clear that Biden is not willing<\/a> to entertain policy concessions in exchange for lifting the debt limit, which is the nation\u2019s borrowing authority. The United States bumped up against that limit earlier this month, and the Treasury Department has deployed <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biden-united-states-government-us-department-of-the-treasury-janet-yellen-business-f62225e6c6ca554c8fe91c5c0c8e8b48\" data-ylk=\"slk:\u201cextraordinary measures\u201d\" class=\"link rapid-noclick-resp\">\u201cextraordinary measures\u201d<\/a> to stave off a potential default for at least a few more months.<\/p>\n<p>Biden himself has scoffed at the idea of negotiating spending cuts, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biden-politics-united-states-government-us-republican-party-district-of-columbia-ff8989ae082d1e11be0cf574a76143fa\" data-ylk=\"slk:telling Democratic congressional leaders last week\" class=\"link rapid-noclick-resp\">telling Democratic congressional leaders last week<\/a> that Republicans were \u201cgenuinely serious about cutting Social Security, cutting Medicare.\u201d<\/p>\n<p>On Sunday, when McCarthy was asked if he would push cuts to those programs, he said, \u201cLet\u2019s take those off the table.\u201d Pressed on possible defense cuts that he may have promised to House conservatives, McCarthy responded: \u201cI want to eliminate waste wherever it is. &#8230; I want to look at every single department.\u201d<\/p>\n<p>Washington Rep. Adam Smith, the top Democrat on the House Armed Services Committee, said his party supports a clear fiscal plan for the future but that Republicans have been disingenuous in addressing the issue.<\/p>\n<p>&#8220;We shouldn\u2019t be negotiating over whether or not we should pay our bills. That&#8217;s our position,&#8221; Smith told \u201cFox <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">News<\/a> Sunday.\u201d &#8220;Right now, the Republicans don\u2019t have a plan. Their plan, as led by the extremists in their party, is to complain about spending, not raise the debt ceiling, but not actually offer a plan that says, \u2018This is what we\u2019re going to cut.\u2019&#8221;<\/p>\n<p>The coming debt limit showdown has a familiar precedent.<\/p>\n<p>A little more than a decade ago, a new generation of tea party House Republicans swept to power, eager to confront the Obama administration to slash federal spending and curb the nation\u2019s ballooning debt load. As vice president at the time, Biden was central to those negotiations. But House Republicans and the White House could never strike a deal, causing a fiscal crisis. This time, Biden and his Democratic allies in Congress are in no mood to broker deals with a new era of hard-line Republicans led by the Freedom Caucus.<\/p>\n<p>McCarthy pointed to Biden\u2019s previous experience in trying to negotiate spending cuts and said he\u2019s hopeful the president will be open to listening again.<\/p>\n<p>\u201cI think the president is going to be willing to make an agreement together,\u201d McCarthy said.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/politics-us-department-of-the-treasury-united-states-government-district-columbia-china-0f7f0d85ed38353940a18cd262de8b09\" data-ylk=\"slk:In an Associated Press interview\" class=\"link rapid-noclick-resp\">In an Associated Press interview<\/a> last weekend, Treasury Secretary Janet Yellen said she expected Congress would ultimately vote to raise the limit.
