The act provides $369 billion of subsidies for green technologies, largely through tax credits for products \u201cmade in America.\u201d<\/p>\n<p>The incentives have triggered fears that EU companies will be enticed to redirect investment and production to the US. Critics claim the measures amount to protectionism that violates existing trade agreements.<\/p>\n<div class=\"inarticle-wrapper channel-cta\">\n<div class=\"ica-text\">\n<h4><span class=\"ez-toc-section\" id=\"Discover_the_future_of_tech\"><\/span>Discover the future of tech!<span class=\"ez-toc-section-end\"><\/span><\/h4>\n<p>Join us at TNW Conference June 15 &amp; 16 in Amsterdam<\/p>\n<\/div>\n<\/div>\n<p>In response to the act, the EU this week unveiled the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/commission.europa.eu\/document\/41514677-9598-4d89-a572-abe21cb037f4_en\">Green Deal Industrial Plan<\/a> \u2014 a roadmap to make the bloc\u2019s clean tech sector competitive.<\/p>\n<p><span style=\"font-weight: 400;\">The proposals are divided into four pillars: efficient regulation, easier access to finance, enhanced skills, and open trade for resilient supply chains. <\/span>The European Commission said the plan will\u00a0protect the Single Market from unfair trade in clean tech, while ensuring that subsidies outside the bloc don\u2019t distort competition.<\/p>\n<p>\u201cWe have a once in a generation opportunity to show the way with speed, ambition and a sense of purpose to secure the EU\u2019s industrial lead in the fast-growing net-zero <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a> sector,\u201d said Ursula von der Leyen, President of the\u00a0Commission. \u201cEurope is determined to lead the clean tech revolution.\u201d<\/p>\n<p>The measures have been largely welcomed by German and French politicians \u2014 but not everyone\u2019s\u00a0a fan.<\/p>\n<blockquote class=\"c-richText__pullQuote\">\n<div class=\"c-richText__pullQuoteGradient\">\n<p class=\"c-richText__pullQuoteQuote\">\u201cEuropean countries are not equal in state aid.\n            <\/div>\n<\/blockquote>\n<p>A particularly divisive proposal is the l<span style=\"font-weight: 400;\">oosening of state aid rules until the end of 2025. Smaller EU member states fear the move will disproportionately benefit states with deeper pockets. <\/span><\/p>\n<p><span style=\"font-weight: 400;\">Their claim has compelling evidence. In 2022, Germany and France\u00a0accounted for <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/speech_23_527\">almost 80%<\/a> of the state aid granted by the Commission under emergency subsidy rules.<\/span><\/p>\n<p>\u201cEuropean countries are not equal when it comes to state aid,\u201d acknowledged EU competition chief Margrethe Vestager <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/%20en\/speech_23_527\">on Wednesday<\/a>.<\/p>\n<p>Critics are also wary of the EU accelerating a subsidy race with the US. Milan Elkerbout, a research fellow at Brussels-based think-tank CEPS, warned in November that the union should prioritize transatlantic cooperation.<\/p>\n<p>\u201cThere is also the risk of throwing subsidies towards sectors that may inevitably shift their production anyway in a low-carbon world,\u201d <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ceps.eu\/in-a-green-subsidy-race-the-eu-should-not-imitate-the-us\/\">he said<\/a>.<\/p>\n<p>Politicians in EU member states have misgivings of their own. The finance ministers of Estonia, Finland, Austria, Ireland, the Czech Republic, Denmark, and Slovakia have warned against embarking on <span style=\"color: #111111;\">a<\/span>\u00a0subsidy race, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/markets\/seven-eu-states-warn-commission-against-subsidy-race-with-us-2023-01-31\/?taid=63d9cc5612954d0001933f9f&amp;utm_campaign=trueAnthem:+Trending+Content&amp;utm_medium=trueAnthem&amp;utm_source=twitter\">Reuters reported<\/a> this week. The governments of Finland, Ireland, the Netherlands, Poland, Denmark\u00a0and Sweden, meanwhile, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/api.politico.eu\/editorial_documents\/42986f77-5a7c-47ad-9194-b58a9629062f\">are concerned<\/a> the state aid will fragment the internal market and weaken regional development.<\/p>\n<p>Another source of contention is that the new subsidies are largely drawn from\u00a0 repurposing existing funding programs, rather than new investments.<\/p>\n<p>There are also compelling arguments in favour of the EU\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach. Proponents of the plan say\u00a0there\u2019s\u00a0a big enough market on both sides of the Atlantic. Both the US and EU, they note, can benefit from green tech incentives. Nonetheless, the discord appears set to simmer.<\/p>\n<p>French President Emmanuel Macron <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.dw.com\/en\/biden-welcomes-macron-but-subsidies-row-endures\/a-63947872\">warned in December<\/a> that the \u201csuper aggressive\u201d American legislation could \u201cdivide the west.\u201d The EU\u2019s response, however, threatens to divide the bloc.\n                        <\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
