Rick Scott (R-Fla.) unveiled in 2022 to sunset all federal legislation after five years \u2014 which is now at the center of a political firestorm.\u00a0\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>In his State of the Union address on Tuesday, Biden challenged Republicans on those issues, making a veiled reference to the Scott plan by saying that some in the GOP \u201cwant Medicare and Social Security to sunset.\u201d<\/p>\n<p>\u201cIt is being proposed by individuals. I\u2019m politely not naming them, but it\u2019s being proposed by some of you,\u201d Biden said.<\/p>\n<p>Republicans audibly jeered Biden over the remarks, leading the president to say he was h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>y to see \u201cconversion\u201d on the issue.\u00a0\u00a0<\/p>\n<p>Scott on Wednesday put the spotlight on Biden\u2019s bill from decades ago to defend his proposal, which has become a regular target of Democratic attacks.\u00a0<\/p>\n<p>\u201cI always wondered why President Biden was so insistent on lying to attack me. Now we know: he\u2019s a hypocrite with a guilty con<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a>,\u201d Scott said. \u201cHe actually did what he is falsely accusing me of doing. I don\u2019t have a bill to sunset Medicare and Social Security, but Joe Biden did.\u201d\u00a0<\/p>\n<p>The 12-point plan Scott introduced last year says all federal legislation should sunset in five years and that \u201cif a law is worth keeping, Congress can pass it again.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The Biden proposal dating back to 1975 came when President Ford was in office and Biden, now 80, was 32 years old.<\/p>\n<p>In a floor speech the day he introduced his bill, then-Sen. Biden called for broadly reviewing every federal program to weed out wasteful spending.<\/p>\n<p>\u201cOne thing that we must do is to begin reviewing existing programs to determine whether they are still effective and whether they are worth the money that we are putting in them. We must eliminate the wasteful ones,\u201d he said. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cThis bill limits to four years the length of any spending authorization for a program. Furthermore, it requires that each committee make a detailed study of the program before renewing it for another four-year period,\u201d he explained to colleagues. \u00a0<\/p>\n<p>Biden argued that many federal programs were operating on autopilot. \u00a0<\/p>\n<p>\u201cOne thing that we have all observed is that once a federal program gets started, it is very difficult to stop it, or even change its emphasis, regardless of its performance in the past,\u201d he said.\u00a0\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>The Biden of today has been a loud opponent of making changes to Social Security and Medicare and regularly criticizes Republicans, given the Scott plan.<\/p>\n<p>Asked about Biden\u2019s nearly 50-year-old proposal, White House spokesman Andrew Bates focused on the present, saying the president had made it clear Tuesday night that he doesn\u2019t support cuts to Social Security and Medicare. Bates then noted that Scott was continuing to push his proposal from last year.<\/p>\n<p>\u201cLast night, President Biden said, \u2018Stand up and show [seniors] we will not cut Social\u00a0\u00a0Security. We will not cut Medicare.\u2019 This morning, Rick Scott quadrupled down on his plan, which fellow Republicans and fact checkers have verified would sunset both programs,\u201d he said, referring to a statement Scott released Wednesday morning responding to Biden\u2019s address to Congress. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>Bates said Scott \u201ccompounded that attack on earned benefits\u201d by advocating for the repeal of the Inflation Reduction Act, legislation passed last year that allows Medicare to negotiate lower prescription drug prices.<\/p>\n<p>Scott argues that giving the federal government the power to negotiate lower drug prices is in effect a cut to Medicare, predicting it will stifle innovation in the pharmaceutical industry by cutting the flow of money to drug companies.\u00a0<\/p>\n<p>Scott\u2019s plan has been divisive among Republicans.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Senate Minority Leader Mitch McConnell (R-Ky.) rebuked Scott for the proposal, saying in March that \u201cwe will not have as part of our agenda a bill that raises taxes on half the American people, and sunsets Social Security and Medicare within five years.\u201d<\/p>\n<p>He and Scott have since feuded, with the Florida Republican challenging McConnell\u2019s leadership and the GOP leader booting Scott from a Senate committee.<\/p>\n<p>The idea of giving Congress a chance to review automatic federal spending was a popular one in Washington at the time Biden offered his proposal, according to James Dyer, who was a staffer when Biden introduced his bill.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>There was \u201cbroad-based sentiment\u201d at the time \u201cthat Congress had lost control \u2014 not so much of discretionary spending\u201d but with mandatory spending on programs such as Medicare, Medicaid and Social Security, said Dyer, the former Republican staff director of the House Appropriations Committee.<\/p>\n<p>Dyer noted that Social Security and Medicare are not specifically referenced in Biden\u2019s legislative text but concluded that \u201cafter reading it, I believe it would apply to all mandatory\u201d spending programs. \u00a0<\/p>\n<p>\u201cBased on my own time in that Congress, I\u2019m assuming what he was doing was trying to get in the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a> regarding congressional control of mandatory spending because that was the big issue that led to the creation of the Budget Impoundment and Control Act,\u201d he said, citing the landmark bill that established Congress\u2019s modern budget process. \u00a0<\/p>\n<p>One Democratic budget expert who requested anonymity to comment on Biden\u2019s bill said it would more likely apply to mandatory than discretionary spending programs, for which Congress provides new funding each year in the annual appropriations bills. That means it would have applied to Social Security and Medicare.<\/p>\n<p>Biden\u2019s bill would have shut off permanent authorizations for programs ranging from Medicare and Social Security to social services block grants, Medicaid and food stamps.\u00a0<\/p>\n<p>Bill Hoagland, a senior vice president at the Bipartisan Policy Center and a former Republican director of the Senate Budget Committee, said the Biden bill can be open to different interpretations in terms of whether it would apply to Social Security and Medicare because \u201cit is poorly written.\u201d\u00a0<\/p>\n<p>He said \u201ca case can be made that it does apply\u201d to Social Security, Medicare and other mandatory programs. \u00a0<\/p>\n<p>Hoagland noted that unlike discretionary spending, which can take place without being authorized, all mandatory spending requires budget authority. \u00a0<\/p>\n<p>\u201cIt\u2019s permanent, it\u2019s indefinite, it\u2019s been created in the authorizing legislation.
