“#DOT chief defends allowing embattled Revel scooters back on city streets<\/strong>”<\/p>\n

\n NYC\u2019s transportation chief defended the city\u2019s decision to allow embattled scooter-rental service Revel back on city streets Thursday \u2014 while promising unspecified new regulations sometime in the future.<\/p>\n

Transportation Commissioner Polly Trottenberg said the city allowed the company to resume operations despite three recent user fatalities after hearing from \u201ca lot of folks who really support Revel.\u201d<\/p>\n

\u201cI\u2019ve heard from people who love Revel, from people who have concerns,\u201d Trottenberg told reporters during a press conference in Downtown Brooklyn.<\/p>\n

\u201cWe tried to find something of a sweet spot \u2014 not completely shutting them down for months and months while the city does its customary regulatory process, but letting them restart with a much more tightly-designed safety regime,\u201d she continued.<\/p>\n

\u201cThe city is now going to pursue a formal rule-making, so that we will have a more formalized set of regulatory requirements for Revel or any other shared moped system that wants to come into the city.\u201d<\/p>\n

Mayor Bill de Blasio ordered the fleet off city streets on July 28 after three fatal collisions in the span of just 10 days.<\/p>\n

The app<\/a>-based scooter-share service had been operating on city streets since 2018, but boomed in popularity after the start of the coronavirus crisis in March.<\/p>\n

After service stopped, de Blasio pledged to only allow the company\u2019s reentry if \u201cit can be done safely.\u201d<\/p>\n

Revel has since added mandatory \u201chow-to\u201d videos and a safety test, as well as a requirement that riders take a \u201chelmet selfie\u201d before use.<\/p>\n

The 30-mph scooters do not require a motorcycle license to rent, but one former worker previously told The Post that riders are often unprepared to handle the bikes \u2014 which they said were\u00a0\u201ccheap\u201d and plagued by problems.<\/p>\n

The company offers voluntary in-person safety courses, and has now increased the availability 10-fold to 1,164 spots per week, the DOT said Thursday.<\/p>\n

As part of a 60-day pilot, the company will also not operate from midnight to 5 a.m. \u2014 times when DOT said Revel data show a higher rate of crashes.<\/p>\n

Trottenberg promised to be \u201cvery involved with\u201d the company moving forward, and said she is already recommending additional questions on the safety test. She insisted the app-based safety tests are helpful because 17 percent of Revel crashes happen during the rider\u2019s first trip<\/a>.<\/p>\n

\u201cWhen Revel started in 2018, they were pretty small, they were operating in a very limited part of the city, and, I\u2019ll just be honest with you, we weren\u2019t really getting a lot of complaints. There didn\u2019t seem to be a lot of safety issues,\u201d Trottenberg said.<\/p>\n

\u201cObviously a lot of things changed this summer. There was a much bigger demand.\u201d<\/p>\n

Manhattan construction worker Darnell Dyer, 29, a daily Revel-er before the company shut down, said he expects the safety quiz to deter some potential riders.<\/p>\n

\u201cNobody wants to wants to watch a video, take pictures of themselves each time, answer questions, it\u2019s inconvenient,\u201d Dyer said.<\/p>\n

\u201cIt will help, but it\u2019s gonna cut into their business.\u201d<\/p>\n
