rising China<\/a><\/li><\/ul><\/li><\/ul><\/nav><\/div>\n<h1><span class=\"ez-toc-section\" id=\"How_the_Russia-Ukraine_war_has_changed_cyberspace\"><\/span>How the Russia-Ukraine war has changed cyberspace<span class=\"ez-toc-section-end\"><\/span><\/h1>\n<div>\n<figure class=\"wp-block-image size-large is-style-default\"><img decoding=\"async\" loading=\"lazy\" width=\"1600\" height=\"480\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?w=900\" alt=\"\" class=\"wp-image-3869007\" srcset=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg 1600w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=300,90 300w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=768,230 768w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=1280,384 1280w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=1536,461 1536w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=645,194 645w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=50,15 50w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/ukraine-anniversary-header.jpg?resize=876,262 876w\" sizes=\"auto, (max-width: 899px) 100vw, 876px\"><\/figure>\n<p>The Russia-Ukraine war has shattered the digital wall that often separated the government\u2019s cyber experts from the private sector, forcing a new level of transparency on potential threats and engagement on geopolitical crises.\u00a0<\/p>\n<p>\u201cI think the war in Ukraine has acted as a forcing function for governments, particularly the U.S., to reconsider how they communicate and declassify cyber threat information with the private sector,\u201d said Jason Blessing, a research fellow at the American Enterprise Institute.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>It\u2019s no secret that government agencies tend to move slower than private actors when it comes to communicating and sharing threat information, so it makes sense to join forces, he added.\u00a0\u00a0<\/p>\n<p>\u201cI think you\u2019re seeing the needle move in the right direction in terms of information sharing,\u201d he added.\u00a0<\/p>\n<p>Nathaniel Fick, the head of the cyber bureau at the State Department,\u00a0recently said\u00a0that the war has made concrete changes to how the U.S. government and the private sector work together to counter cyberattacks.\u00a0<\/p>\n<p>\u201cWhen I was a cybersecurity CEO, public-private partnership was a feel-good buzz term,\u201d Fick said. \u201cIt <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>ly meant I shared my data with the government, the government classified it, and I got nothing back.\u201d<\/p>\n<p>\u201cThat is emphatically no longer the case,\u201d he added.<\/p>\n<p>Experts said the U.S. government is now more willing to declassify certain information and share it with the private sector as they come to realize the benefits of early engagement.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>And the war has also pushed the U.S. military to rethink how they can better integrate cyber into conventional military operations, while public-private collaboration has also helped Ukraine counter Russian cyberattacks.\u00a0<\/p>\n<p>\u201cIn Ukraine \u2026 Microsoft and others were able to push updates at scale in near real time based on collaboration with the U.S. intelligence community that allowed them to blunt these attacks,\u201d Fick said.<\/p>\n<p>Last year,\u00a0Microsoft said it had thwarted\u00a0Russian cyberattacks targeting Ukraine and organizations in the U.S. and the European Union. Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach to publicly sharing information on emerging threats, how to confront them, and what disruptive steps the government and the private sector are taking.<\/p>\n<p>Leading up to and following the invasion of Ukraine, U.S. officials sent out several alerts warning companies, especially those in critical sectors, to prepare for potential Russian cyberattacks by strengthening their cyber defenses.<\/p>\n<p>\u201cI think that\u2019s where we\u2019ve seen kind of the most progress and the most change,\u201d Wolff said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>On the private sector side, experts say that companies large and small are more aware of the cyber risks stemming from the war and are proactively taking steps to fix their vulnerabilities and secure their networks.\u00a0<\/p>\n<p>Companies also recognize that they can also be targets of state-sponsored cyberattacks stemming from geopolitical disputes, and can no longer sit on the sidelines.\u00a0\u00a0<\/p>\n<p>\u201cI think you\u2019re seeing more and more that firms cannot take a backseat to what\u2019s happening politically,\u201d Blessing said.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>In fact, executives and board members of various companies are now asking how the war could impact their business operations in cyberspace, said James Turgal, vice president of cyber consultancy Optiv.\u00a0<\/p>\n<p>\u201cThe questions I\u2019m getting are \u2018what are the geopolitical impacts of the Russia-Ukraine war, specifically, the cyber aspects?,\u2019\u201d Turgal said.\u00a0\u00a0<\/p>\n<p>\u201c\u2018How should we, as board of directors, now think about that?,\u2019\u201d he said, adding that these are conversations he\u2019s never had with board members prior to the war.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201c[The war] truly has changed how boards are thinking about cyber,\u201d he continued.\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Cyber_war_crimes\"><\/span><strong>Cyber war crimes?<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The war has also sparked a global debate on whether certain\u00a0Russian cyberattacks could consitute war crimes.\u00a0<\/p>\n<p>Earlier this year, Ukrainian officials requested that the International Criminal Court (ICC) in The Hague investigate whether destructive Russian cyberattacks could fall under war crimes.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>In January, Ukraine\u2019s chief digital transformation officer, Victor Zhora,\u00a0told Politico\u00a0that his country is gathering evidence of cyberattacks tied to military operations and are sharing information with the ICC in the hopes of potentially charging Russia for those crimes.\u00a0<\/p>\n<p>Zhora argued that since Russia used cyberattacks to support its kinetic military operations that targeted Ukraine\u2019s critical infrastructure and civilians, the digital attacks should also be considered as war crimes against Ukrainian citizens.<\/p>\n<p>Those efforts could be a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/game\/\" data-internallinksmanager029f6b8e52c=\"7\" title=\"Game\" target=\"_blank\" rel=\"noopener\">game<\/a>-changer in this space as cyberattacks are currently not listed as a form of war crime under the Geneva Conventions.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Declining_Russia_rising_China\"><\/span><strong>Declining Russia; rising China<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Moving forward, experts said to expect the U.S. to shift its focus on China, as it seems that Russia\u2019s cyber capabilities have not kept up with the West.\u00a0<\/p>\n<p>At the onset of the war, many experts in the industry, including lawmakers and intelligence officials, predicted that Russian forces would launch destructive cyberattacks, but that didn\u2019t materialize as many expected.<\/p>\n<p>\u201cWhat I would say is if Russia\u2019s cyber capabilities cannot overcome the combined defensive efforts of the United States and Ukraine, then their capabilities have gone down,\u201d Wolff said.\u00a0<\/p>\n<p>While China is emerging as the main adversary in cyberspace, it is also watching Russia\u2019s efforts around Ukraine and applying it to its own situation with Taiwan, said Turgal.\u00a0<\/p>\n<p>\u201cThe Chinese are watching how the Russians are actually utilizing the different types of [cyber] techniques,\u201d Turgal said.\u00a0\u00a0<\/p>\n<p>Last year, Taiwan\u2019s\u00a0presidential office\u00a0and\u00a0defense ministry\u00a0were hit with cyberattacks amidst then-House Speaker Nancy Pelosi\u2019s (D-Calif.)\u00a0visit to the island, adding to the rising tensions over the island.\u00a0\u00a0<\/p>\n<p>Although it is still unclear who launched the cyberattacks against Taiwan, many have speculated that China was probably behind it as retaliation for Pelosi\u2019s visit.\u00a0<\/p>\n<p>\u201cI think the conversation does not just remain about Russia-Ukraine, I think the conversation evolves into China-Taiwan,\u201d Turgal said.\u00a0<\/p>\n<\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
