Statehood and home-rule \u2014 but I don\u2019t support some of the changes D.C. Council put forward over the Mayor\u2019s objections \u2014 such as lowering penalties for carjackings,\u201d <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/POTUS\/status\/1631392285182009376?s=20\" data-type=\"URL\" data-id=\"https:\/\/twitter.com\/POTUS\/status\/1631392285182009376?s=20\">Biden later tweeted<\/a>. \u201cIf the Senate votes to overturn what D.C. Council did \u2014 I\u2019ll sign it.\u201d<\/p>\n<p>Mayor Muriel Bowser (D) had opposed the crime measure, but also backed a Biden veto of the GOP bill because of the implications for home rule.<\/p>\n<p>\u201cIt\u2019s smart politics. He was running into a buzzsaw,\u201d Sen. Lindsey Graham (R-S.C.) told reporters on Thursday.\u00a0\u201cYou don\u2019t want to get left of the D.C. mayor.\u201d<\/p>\n<p>A veto\u00a0would undoubtedly have been used by the GOP\u00a0in campaign ads as Republicans push their rhetoric that Democrats are too soft on crime.<\/p>\n<p>The legislation was unanimously <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roved by the D.C. City Council, which then overrode a veto by Bowser in an overwhelming 12-1 vote.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The GOP-led House passed a resolution of disapproval that would block the implementation of the law. It is likely to pass the Senate with bipartisan support in a vote as early as next week, despite the Democratic majority in the upper chamber and the Democratic Party\u2019s usual support for D.C. home rule.<\/p>\n<p>Sen. Joe Manchin (W.Va.) on Monday became the first Democratic senator to come out in support of the resolution,\u00a0saying the local legislation doesn\u2019t make sense to him. Other Democrats who face also difficult reelection races in 2024 may vote with him next week.<\/p>\n<p>Sen. Jon Tester (D-Mont.) said on Thursday after Biden\u2019s announcement that he\u2019s still undecided about the resolution. <\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Other Democrats also seemed unsure, including Sen. Tim Kaine (Va.), who told reporters, \u201ctalk to me next week.\u201d<\/p>\n<p>\u201cIt is a complicated matter in this sense. It\u2019s kind of D.C. battle between the City Council that\u2019s elected by the people that said this is the right thing and the mayor that\u2019s elected by the people that said this is the wrong thing,\u201d he said. \u201cThat means, OK, they\u2019re not on the same page. You got to dig into it.\u201d\u00a0\u00a0<\/p>\n<p>All 49 Republican senators support the resolution rescinding the crime bill, which means it will pass the Senate if another Democrat joins Manchin in supporting it.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>D.C. Del. Eleanor Holmes Norton (D) told reporters that Biden\u2019s stance was \u201c<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> to me, and I\u2019m very disappointed in it.\u201d<\/p>\n<p><em>\u2014Al Weaver and Mychael Schnell contributed.
