The Department of Housing and Urban Development started a similar program for $16 billion in 2019 and the Army Corps of Engineers began to tell local officials that they must agree to force people out of their homes or forfeit federal money for flood-protection projects.<\/p>\n<p>Additionally, the state of New Jersey has purchased and torn down some 700 flood-prone homes and, 3,000 miles away, California has instructed its localities to begin planning for relocation of homes \u2014 sometimes called managed retreat \u2014 away from the coastline.<\/p>\n<figure id=\"attachment_16207605\"><img alt=\"Residents walk through flood water on Chemin Metairie Parkway following Hurricane Laura in Lafayette, La.\" data- data- height=\"441\" width=\"662\"><\/img><figcaption><span>Residents walk through flood water on Chemin Metairie Parkway following Hurricane Laura in Lafayette, La.<\/span><span>AP<\/span><\/figcaption><\/figure>\n<p>Although the federal government has long paid to demolish individual flood-damaged homes, buyouts on a larger scale even before a flood strikes are unusual.<\/p>\n<p>But water is rising all around the world. Just this week, more than 100 lives were claimed by flash flooding in Afghanistan\u2019s Parwan province.<\/p>\n<p>The threat of rising sea levels is nothing new to those who study climate <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/sciencee\/\" data-internallinksmanager029f6b8e52c=\"5\" title=\"Science\" target=\"_blank\" rel=\"noopener\">science<\/a>. As temperatures rise, oceans warm and the planet\u2019s glaciers increasingly melt, the National Oceanic and Atmospheric Administration confirms that the global sea level has risen about one-eighth of an inch per year.<\/p>\n<p>Higher sea levels mean greater risks for those on the edge of the continent, including destructive storm surges and frequent nuisance flooding.<\/p>\n<p>In the latest National Climate Assessment, released in 2018, more than a dozen federal science agencies labeled the need to retreat from parts of the coast \u201cunavoidable\u201d in \u201call but the very lowest sea-level rise projections.\u201d<\/p>\n<p>It\u2019s the threat to personal safety as well as the cost of rebuilding using disaster relief funds \u2014 trillions of dollars spent since 2005 \u2014 that has brought government officials to this precipice.<\/p>\n<p>While former President Barack Obama \u2014 a champion of science-based climate policy \u2014 had begun tinkering with the idea of relocation following Hurricane Sandy in 2012 and gave Louisiana $48 million to relocate the residents of Isle de Jean Charles in 2016, government efforts to brainstorm moving communities were dropped when President Trump took office.<\/p>\n<p>But that was before Hurricane Harvey tore through Texas in 2017. And before the two latest storms struck a region of the country that supported Trump four years ago with just months to go before the 2020 presidential election.<\/p>\n<p>A new survey released Monday showed that the number of Americans who feel passionately about the effects of a changing climate is rising sharply. The issue has been more important than ever during this year\u2019s election cycle.<\/p>\n<p>\u201cIn 2020, 82 percent of respondents said that the US government should do at least a moderate amount about global warming \u2014 an all-time high for public opinion on the issue,\u201d the report\u2019s authors wrote.<\/p>\n<p>The study, the latest in a 23-year <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a>, concludes that climate change has become an issue important enough to Americans that it remains prominent despite the COVID-19 pandemic, a national economic crisis and other ominous <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a>.<\/p>\n<p>Where the president hasn\u2019t addressed environmental issues \u2014 often actively shredding Obama-era regulations \u2014 his Democratic opponents are eager to fill in the gaps.<\/p>\n<p>In the \u201cBiden Plan to Secure Environmental Justice and Equitable Economic Opportunity,\u201d former vice president Joe Biden pledges to prioritize environmental and climate justice, make science and data-driven decisions and create a National Crisis Strategy to address climate disasters.<\/p>\n<p>\u201cThe Trump administration\u2019s lack of preparedness and failed response to the COVID-19 pandemic has reinforced that the next president must develop a science-based, national climate crisis strategy to support states, tribes and territories,\u201d the plan says.<\/p>\n<p>Biden has pledged to use a whole-of-government <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach to develop a national climate crisis strategy for each type of disaster that scientists predict may threaten Americans, from heat waves to sea-level rise, wildfires and floods.<\/p>\n<p>\u201cWe can and we will deal with climate change. It\u2019s not only a crisis, it\u2019s an enormous opportunity \u2014 an opportunity for America to lead the world in clean energy and create millions of new, good-paying jobs in the process,\u201d Biden said on the final night of the Democratic National Convention. \u201cI\u2019m not looking to punish anyone; far from it.
