But for all the talk about budgeting, The Hill\u2019s Emily Brooks and Mychael Schnell report the retreat has instead been overwhelmed by questions about the possible indictment of former <strong>President Trump<\/strong> in the coming days.<\/p>\n<p>House Republicans are already sharpening their knives for Manhattan District Attorney <strong>Alvin Bragg<\/strong>. Speaker <strong>Kevin McCarthy<\/strong> (R-Calif.) has promised investigations into whether any federal funds have been spent in the probe, and The Hill\u2019s Emily Brooks reports that letters are expected from the House Administration Committee and possibly the House Judiciary Subcommittee on Weaponization of the Federal Government.\u00a0<\/p>\n<p>Three GOP committee chairmen \u2014 Reps. <strong>Jim Jordan<\/strong> (Ohio), <strong>James Comer<\/strong> (Ky.) and <strong>Bryan Steil<\/strong> (Wis.), who oversee the Judiciary, Oversight and Accountability and Administration panels, respectively \u2014 on Monday sent a letter to Bragg demanding he sit down with aides and hand over documents related to possible federal support he may have received, including any communications with the Justice Department or other federal law enforcement (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/03\/20\/house-republicans-florida-retreat-trump-00087858\">Politico<\/a>).<\/p>\n<p>On the budget side, House GOP members gathered in Florida are lowering expectations that they can adopt a balanced budget blueprint this year, while emphasizing their commitment to cap next year\u2019s spending at fiscal 2022 levels. It\u2019s long been a Republican goal to balance the federal budget within the 10-year window used by congressional scorekeepers, and this year\u2019s proceedings are especially pressured as the threat of the debt ceiling looms.<\/p>\n<p>But House Budget Committee Chairman <strong>Jodey Arrington<\/strong> (R-Texas) told reporters Monday that a balanced budget is not the most important spending metric the GOP is eyeing in fiscal 2024 (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rollcall.com\/2023\/03\/20\/balanced-budget-takes-back-seat-to-paring-spending-to-22-levels-at-gop-retreat\/\">Roll Call<\/a>).<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><em>\u201cLong-term frameworks have their value,\u201d<\/em><\/strong> Arrington said. <strong><em>\u201cBut I think what\u2019s most meaningful to the people in my district and \u2026 the people in our conference after that discussion \u2014 I can say this for my committee \u2014 is what are we going to do over the next year or two. And quite frankly, I think that\u2019s the conversation that Speaker [Kevin] McCarthy is trying to have with our president and with our colleagues on the other side of the aisle.\u201d<\/em><\/strong><\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong>President Biden<\/strong> has called on McCarthy and House Republicans to produce a fiscal 2024 budget before negotiating on spending. The president released his own $6.8 trillion spending plan nearly two weeks ago, which Republicans have rejected outright (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/markets\/us\/us-house-speaker-mccarthy-says-he-told-biden-lack-debt-talks-jeopardizes-economy-2023-03-20\/\">Reuters<\/a>).<\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2023\/03\/20\/white-house-sounds-alarm-freedom-caucus-budget-plan\">Axios<\/a>: White House sounds alarm on Freedom Caucus\u2019 budget plan.<\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.businessinsider.com\/republican-budget-plan-student-debt-relief-social-security-white-house-2023-3\">Business Insider<\/a>: Five ways the GOP budget plan is a \u201cdisaster for families,\u201d the White House says.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Over in the Senate, the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>ropriations Committee, led by Chairwoman <strong>Patty Murray<\/strong> (D-Wash.) and ranking Republican Sen. <strong>Susan Collins<\/strong> (Maine), is eager to return to regular order. The committee last week released a tentative subcommittee hearing schedule beginning this week and through early June with the goal of completing the appropriations process before Sept. 30 \u2014 and avoiding the kind of omnibus spending bill that kept Congress in session until days before Christmas last year.<\/p>\n<p>Murray and Collins have vowed to determine topline numbers, draft and mark up each of the 12 appropriations bills in committee, move them to the floor \u2014 requiring 60 votes \u2014 knowing they will eventually have to work with the new Republican majority in the House, as well as the Senate\u2019s wide ideological differences.<\/p>\n<p>The process \u201cwon\u2019t be a walk in the park,\u201d as Murray said at a recent news conference. During the past three years, the committee has marked up only three bills, and during that time, no Senate appropriations bills reached the floor.<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rollcall.com\/2023\/03\/17\/markups-floor-votes-senate-appropriators-say-yes-we-can\/\"> As Roll Call reports<\/a>, the chamber hasn\u2019t passed any individual appropriations since 2019, when, during the fiscal 2020 process, Senators passed four bills in one combination package.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>But despite the looming challenges, senators are prepared for the uphill battle.<\/p>\n<p><em>\u201cThere\u2019s just a real commitment, I think, on both sides of the aisle to get that done,\u201d<\/em> said Sen. <strong>John Boozman<\/strong> (R-Ark.). <em>\u201cIt\u2019s one of those things that\u2019s going to be difficult, but I have great hope it will actually happen.\u201d<\/em><\/p>\n<p>The Senate Budget Committee, meanwhile, is moving slowly. As the Hill\u2019s Rebecca Beitsch and Brett Samuels report, the former president is using the threat to raise money for his 2024 campaign while casting himself as a victim of a political state. Trump has used his megaphone to rile up supporters, urging them to protest any arrest and fight for their country \u2014 messaging that echoes calls he made ahead of Jan. 6. He can still run for office if arrested, and even convicted.<\/p>\n<p>The looming indictment is putting GOP lawmakers who would prefer to move on from Trump in a tough spot as the former president is calling for mass protests if Bragg tries to place him in custody. The Hill\u2019s Alexander Bolton writes that many GOP senators see the arrest of a former president for offenses that have been hanging out in the public arena for years as crossing the line. But at the same time, Republican lawmakers are fearful of a repeat of the violence of Jan. 6, 2021, and are concerned about what may unfold if Trump stokes a public backlash against the district attorney and don\u2019t want to be painted by Democrats as sitting on their hands if violence erupts.\u00a0\u00a0<\/p>\n<p>\u25aa The Hill: Florida Gov. <strong>Ron DeSantis<\/strong> (R) faces a political minefield with the possible Trump indictment.<\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/03\/20\/us\/politics\/trump-indictment-gop.html\">The New York Times<\/a>: For the GOP, a looming Trump indictment takes center stage.<\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/donald-trump\/trump-moves-quash-georgia-special-grand-jury-report-rcna75746\">NBC News<\/a>: Trump moves to quash Georgia special grand jury report.<\/p>\n<p>If Trump is indicted this week, the White House is expected to employ a simple strategy: Get out of the way. The Hill\u2019s Amie Parnes reports that privately, aides and allies said that was an intentional strategy to let the news speak for itself while pointing to the importance of accountability and rule of law.\u00a0<\/p>\n<p><em>\u201cThe White House doesn\u2019t have to do much here,\u201d<\/em> one source close to the administration said. <em>\u201cThey need to acknowledge that it\u2019s a serious legal matter and then leave it up to the courts.\u201d<\/em>\u00a0<\/p>\n<p>Biden allies acknowledged that they know Trump\u2019s team will inevitably turn the indictment into a political issue, suggesting that Bragg, a Democrat with connections to Biden, was conducting another so-called witch hunt. But Biden, they said, should not feel compelled to \u201cget in the mud\u201d himself.\u00a0<\/p>\n<p>The Hill: Associate Justice <strong>Ketanji Brown Jackson<\/strong> wrote the sole dissent as the Supreme Court on Monday vacated a lower court abortion ruling. The Supreme Court ruling struck down a federal court decision upholding the right of a minor to go to court to obtain permission to undergo an abortion.<\/p>\n<p><strong>\u27a4 ADMINISTRATION<\/strong><\/p>\n<p>On Monday, the president and first lady <strong>Jill Biden<\/strong> focused public attention on mental health with some public service messaging from the cast of Apple TV+\u2019s comedy \u201cTed Lasso,\u201d including visiting actor <strong>Jason Sudeikis <\/strong>(<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/03\/19\/politics\/jason-sudeikis-ted-lasso-biden-white-house-mental-health\/index.html\">CNN<\/a>).<\/p>\n<p><em>\u201cNo matter who you are, no matter where you live, no matter who you voted for, we all probably \u2014 I assume, we all know someone who has or had been that someone ourselves actually, that\u2019s struggled, that\u2019s felt isolated, that\u2019s felt anxious, that has felt alone,\u201d <\/em>Sudeikis said from the White House briefing room. <em>\u201cIt\u2019s actually one of the many things, believe it or not, that we all have in common as human beings.\u201d<\/em><\/p>\n<p>Sudeikis said Biden and his team are trying to drive home the message that options for mental health assistance are available nationwide with backing from the federal government.<\/p>\n<p><em>\u201cI know in this town a lot of folks don\u2019t always agree, right?\u201d<\/em> Sudeikis said. <em>\u201cBut I truly believe that we should all do our best to help take care of each other.\u201d<\/em>\u00a0<\/p>\n<p>\ud83d\udc4e Biden on Monday issued his first veto since taking office, appearing in<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/POTUS\/status\/1637860509432045591\"> a video<\/a> filmed inside the Oval Office while using his pen to reject a bill that would have reversed a Labor Department rule on environmental, <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a> and governance (ESG) investing.<\/p>\n<p>The administration had previously issued a rule stating that money managers can weigh climate change and other ESG factors when they make decisions for retirement investments on behalf of clients. It replaced a rule from the Trump era that the Biden administration said discouraged consideration of ESG factors <em>\u201ceven in cases where it is in the financial interest of plans to take such considerations into account\u201d<\/em> (The Hill).<\/p>\n<p>Opponents of the rule could try to override the president\u2019s veto, but at this point it appears unlikely they could get the two-thirds majority needed in each chamber to do so (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/03\/20\/politics\/biden-first-veto\/index.html\">CNN<\/a>). McCarthy<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/SpeakerMcCarthy\/status\/1637873248615407618\"> tweeted<\/a> that Biden put \u201cwoke Wall Street over workers.\u201d<\/p>\n<p><em>\u201cRetirement plan fiduciaries should be able to consider any factor that maximizes financial returns for retirees across the country. That is not controversial \u2014 that is common sense. Therefore, I am vetoing this resolution<\/em>,\u201d Biden said in a statement.<\/p>\n<p>\u2712\ufe0f Biden on Monday <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/biden-dc-criminal-code-congress-b909b3eee4f80810118f5413e967a6fb\">signed without a statement<\/a> a Republican-initiated measure that nullifies the District of Columbia\u2019s efforts to overhaul some criminal penalties. After GOP accusations that the D.C. law was \u201csoft on crime,\u201d putting Democrats in a bind, members of the City Council scrambled to withdrew the measure, which the council initially approved over the veto of Mayor <strong>Muriel Bowser<\/strong> (D) (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/03\/20\/biden-dc-criminal-code-congress\/2d71b1fe-c786-11ed-9cc5-a58a4f6d84cd_story.html\">The Washington Post<\/a>).\u00a0<\/p>\n<p>\ud83c\udfde The president today will put land and water conservation in the forefront with new national monuments announced in <strong>Nevada<\/strong> and <strong>Texas<\/strong> and instructions to the Commerce secretary to consider expanding a national marine sanctuary designation for remote <strong>Pacific islands<\/strong> with the goal by 2030 of conserving 30 percent of ocean waters under U.S. jurisdiction. Biden today will protect half a million acres with the unveiling of Avi Kwa Ame National Monument in Nevada, to \u201chonor Tribal Nations and Indigenous peoples,\u201d and Castner Range National Monument in West Texas near El Paso, which includes Fort Bliss and connects the area with the Franklin Mountains State Park (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/climate-solutions\/2023\/03\/21\/castner-range-biden-national-monuments-\/\">The Washington Post<\/a>).\u00a0<\/p>\n<p>\ud83c\uddfa\ud83c\uddf8 U.S. officials on Monday said the administration helped gain the release of<strong> Jeffery Woodke<\/strong>, 62, a humanitarian aid worker from California who was held hostage by militants in Niger for more than six years. The U.S. did not detail how the release was negotiated other than to say no ransom was paid nor were concessions granted (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/03\/20\/us\/politics\/hostage-jeffery-woodke-freed.html\">The New York Times<\/a>). Woodke, a missionary who spent decades in Niger, was kidnapped in October 2016 and was released outside of Niger \u201cin the Mali-Burkina\u201d Faso area (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abcnews.go.com\/US\/american-jeffery-woodke-held-hostage-niger-released\/story?id=97986736\">ABC News<\/a>).
