{"id":567514,"date":"2023-03-26T19:00:00","date_gmt":"2023-03-26T16:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/house-gop-leaders-try-to-unite-dysfunctional-family-through-process-scuffles\/"},"modified":"2023-03-26T19:00:00","modified_gmt":"2023-03-26T16:00:00","slug":"house-gop-leaders-try-to-unite-dysfunctional-family-through-process-scuffles","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/house-gop-leaders-try-to-unite-dysfunctional-family-through-process-scuffles\/","title":{"rendered":"#House GOP leaders try to unite \u2018dysfunctional\u2019 family through process scuffles\u00a0"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/03\/emmertom_030823gn01_w.jpg?w=900\" \/><\/p>\n<div>\n<p>The difficulties of managing a slim House GOP majority with a more open legislative process are starting to show after a period of relative harmony that followed a drawn-out Speaker\u2019s election at the start of the year.<\/p>\n<p>The\u00a0Parents\u2019 Bill of Rights\u00a0bill that passed the House on Friday is the latest example of those challenges, even on measures that had been a longtime GOP campaign promises. Five House Republicans voted against it, which could have sunk the bill if not for Democratic absences.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>House Republicans know that they\u2019re not one big h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>y family \u2013 but they are trying to embrace it.<\/p>\n<p>House Majority Whip Tom Emmer (R-Minn.) said in an interview at House Republicans\u2019 annual issues retreat last week that Speaker Kevin McCarthy (R-Calif.) opened up the gathering in Central Florida by saying he refers to the House GOP as a family, but knows Emmer would disagree with that.<\/p>\n<p>\u201cHe said he\u2019d call us dysfunctional. And I said, \u2018barely functioning,\u201d Emmer told The Hill.<\/p>\n<p>And Republicans have a much more difficult issue ahead than the Parents Bill of Rights \u2014 which is not expected to get a vote in the Senate \u2014 as they head into a high-stakes standoff with the White House over spending cuts as a condition of raising the debt limit.<\/p>\n<p>Objections from moderates like Rep. Tony Gonzales (R-Texas) have also complicated a border and immigration package that is expected to see committee action next month.\u00a0<\/p>\n<p>The final House majority of 222 Republicans to 213 Democrats is slimmer than what Emmer, who ran the National Republican Congressional Committee in the last two cycles, was expecting.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cI thought the low end was probably around the mid-220s, probably 226,\u201d Emmer said.<\/p>\n<p>With that margin, every member\u2019s voice becomes more important.\u00a0<\/p>\n<p>\u201cEverybody matters if you want this thing to work. It doesn\u2019t matter whether anybody gets along or likes each other or <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social<\/a>izes together,\u201d Emmer said.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>House Republicans at the GOP retreat flaunted recent legislative wins, such as getting President Biden to reverse course to sign a House GOP-led bill to block a D.C. crime law from taking effect.\u00a0<\/p>\n<p>But they also held multiple closed door sessions on working together, including a talk from \u201cThe Five Dysfunctions of a Team\u201d author Pat Lencioni and one from NFL quarterback Drew Brees on teamwork, showing that leaders are tuned in to the difficulties of managing the conference.<\/p>\n<p>McCarthy\u2019s commitment to decentralize power in the House \u2014 such as following regular order to send bills through committee rather than straight to the floor \u2014 has pleased hardline GOP members who had opposed him for Speaker.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cI learned this \u2013 maybe the hard way, going through the Speaker race and others \u2013 we have to retool and rethink,\u201d McCarthy said in Orlando.\u00a0<\/p>\n<p>But opening up that process also poses risks for leaders trying to push legislation through. A poison pill amendment, for instance, could kill a bill.<\/p>\n<p>A \u201cno\u201d vote on the Parents Bill of Rights on Friday from Rep. Mike Lawler (R-N.Y.), a freshman who represents a district that Biden won in 2020, showed the risks of the kind of more open process that McCarthy has granted.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>Lawler said in a statement that he voted against the bill despite co-sponsoring it because \u201ca late amendment to the bill \u2013 that unnecessarily targeted certain children \u2013 went too far,\u201d worrying it could put \u201cvulnerable children at greater risk.\u201d According to his office, Lawler was referring to an amendment from Rep. Lauren Boebert (R-Colo.) that was adopted by voice vote, which directed schools to notify parents if transgender girls and women were permitted in changing rooms or restrooms that didn\u2019t correspond with their sex assigned at birth.\u00a0<\/p>\n<p>McCarthy, though, suggested in Orlando that Republicans are trying to avoid that kind of scenario.<\/p>\n<p>\u201cIt\u2019s not where the committees just work, and then okay, we\u2019re gonna get on the floor and people are just going to then change with their amendments,\u201d McCarthy said. \u201cWhat we try to do now is work all that out at the beginning.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>The Parents Bill of Rights, which was fueled by pushback to pandemic lockdowns and culture war issues, included requirements for schools to post curriculum publicly and notify parents when there is violence on campus. Other GOP members like Rep. Ken Buck (R-Colo.) and Rep. Andy Biggs (R-Ariz.) voted against it over federalism concerns, and desire to lower federal involvement in education rather than increase it.<\/p>\n<p>Biggs said that leaders whipped hard on the bill. And McCarthy told reporters after the vote on Friday that he was able to sway some members who had federalism concerns to support it.<\/p>\n<p>\u201cWe simply explained the bill,\u201d McCarthy said. \u201cWhen you\u2019re talking about federalism, it means empowering the individual. We just empower parents to have a say in their kids\u2019 education against the infrastructure of a Biden administration that won\u2019t allow that to happen.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Emmer and his team learned from the difficulties so far, he said, and the former hockey coach calls being Whip \u201cthe best coaching job I\u2019ve ever had.\u201d He fired up his whip operation earlier than expected during the Speaker saga.<\/p>\n<p>\u201cThat first week with the Speaker\u2019s race taught me everything I needed to know about this job,\u201d Emmer said in Orlando.<\/p>\n<p>Experiences like changing the minds of some GOP members who did not want to vote to remove Rep. Ilhan Omar (D-Minn.) from the House Foreign Affairs Committee also proved to be informative.<\/p>\n<p>\u201cMuch like when you\u2019re at a hockey rink, you better know where that guy was that was behind you. Because if you don\u2019t know, if you don\u2019t have an understanding, you might get your face planted into the board,\u201d Emmer said.<\/p>\n<p>\u201cPart of that is like, artificial intelligence. Every time we do this, we learn a little bit more, and we get a little bit better,\u201d Emmer said.<\/p>\n<p>He\u2019s trying to prove to members they can trust his team with their concerns, he said.<\/p>\n<p>\u201cYou need to be honest with us. We\u2019re not going to share that with anybody else. We\u2019re going to try to help you be successful.
