Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a> owned by Chinese-based parent company ByteDance, will still have loopholes for users to access through workarounds and is almost certain to be challenged by free speech groups.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>\u201cIt\u2019s an enforcement nightmare, because any point of intervention that the government claims would have broader sweeping implications for other capacities for government intervention, which has free speech and free trade implications,\u201d said Aram Sinnreich, a communications professor at American University.\u00a0<\/p>\n<p>The internet infrastructure \u201cby design is distributed and decentralized,\u201d meaning there is no \u201csingle choke point\u201d and makes this type of ban difficult to enforce, Sinnreich said.\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_TikTok_ban_would_have_loopholes\"><\/span><strong>A TikTok ban would have loopholes\u00a0<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1400\" height=\"787\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/AP22061827204441-e1677602621775.jpg?w=900\" alt=\"\" class=\"wp-image-3877348\" srcset=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/AP22061827204441-e1677602621775.jpg 1400w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/02\/AP22061827204441-e1677602621775.jpg?resize=876,492 876w\" sizes=\"auto, (max-width: 899px) 100vw, 876px\"><figcaption class=\"wp-element-caption\"><sub>(AP Photo\/Kiichiro Sato, File)<\/sub><\/figcaption><\/figure>\n<p>The U.S. could require internet service providers to block American IP addresses associated with TikTok or push app stores to block downloading TikTok.<\/p>\n<p>For new users, it would be easier to implement if downloads are blocked from dominant app stores. For the millions of TikTok users who already have the app downloaded, it\u2019s more complicated.\u00a0<\/p>\n<p>\u201cIt\u2019s not clear how they keep people from using an app that they already have on their phone,\u201d said Darrell West, a senior fellow at the Brookings Institution.<\/p>\n<p>Even if the government carries out those actions, users can still find workarounds to access TikTok as they do in other countries such as China that limit access to certain <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">social media<\/a> platforms.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cYou can never really ban anything completely. Even China, which has a very sophisticated network for enforcing bans, people use virtual private networks to get around them. Critics argue that TikTok would be beholden to share data on U.S. users with the Chinese government, and that the Chinese government could use that data in a way that poses national security threats or spread propaganda to U.S. users.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>TikTok has pushed back strongly against the allegations. More than a dozen joined forces last week in a letter to Congress urging them against taking such action, and saying it would have \u201cserious ramifications for free speech expression.\u201d\u00a0<\/p>\n<p>The U.S. has taken action before to shut down certain apps and websites that are credibly accused of being used for human trafficking or rampant intellectual property infringement, Sinnreich said. But a ban on TikTok would \u201crepresent a new level of government intervention into Americans\u2019 online speech, if it were enforced in the same way,\u201d he said.\u00a0<\/p>\n<p>Sinnreich said a ban on TikTok would be an \u201copportunistic, performative policy that preys on the worst of Americans\u2019 xenophobia and nativism\u201d and would \u201cscapegoat one country and one company for the very grave sins that have are overwhelmingly perpetrated by American companies.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Rep. Alexandria Ocasio-Cortez (D-N.Y.), posted her first TikTok video on Saturday arguing against a ban on the app for those very reasons.\u00a0<\/p>\n<p>The outspoken Democrat said a TikTok ban \u201cdoesn\u2019t really address the core of the issue\u201d over data harvesting because of other social media companies that collect \u201cdroves of deeply personal data.\u201d\u00a0<\/p>\n<p>\u201cSo to me, the solution here is not to ban an individual company \u2014 but to actually protect Americans from this kind of egregious data harvesting that companies can do without your significant ability to say no,\u201d she said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>West said it also raises questions about where the U.S. draws the line on other Chinese-based companies, and companies with ties to production in China.<\/p>\n<p>\u201cIf one is serious about the national security threats, you can\u2019t just focus on one company and claim success.
