Republicans say they won\u2019t raise the nation\u2019s authority to borrow to pay its bills without Biden\u2019s agreement to shrink spending and deficits (The Hill).\u00a0<\/p>\n<p>McCarthy, who is trying to pinpoint GOP budget unanimity amid the politics of divided government, warned Biden he\u2019s \u201con the clock.\u201d<\/p>\n<p><em>\u201cIt\u2019s time to drop the partisanship, roll up our sleeves, and find common ground on this urgent challenge,\u201d<\/em> he wrote while describing a<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rollcall.com\/2023\/03\/28\/mccarthy-to-biden-on-debt-limit-youre-on-the-clock\/\"> thumbnail GOP wish list<\/a>. <em>\u201c<\/em><em>Please have your team reach out to mine by the end of this week to set a date for our next meeting\u201d<\/em> (The Hill).<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/POTUS\/status\/1640842144263839746\">Biden responded<\/a>, also in writing, asking the Speaker to present a detailed GOP budget plan early in April so they can confer \u201cin-depth\u201d after Congress returns from its Easter recess. The president repeated his insistence that Congress must swiftly lift the debt ceiling to avert default as a separate priority from budget talks (The Hill).\u00a0<\/p>\n<p>During a Senate Banking Committee hearing, meanwhile, Sen. <strong>Jon Tester<\/strong> (D-Mont.), who is running for reelection in a conservative state, was among those who asked federal banking regulators on Tuesday how risk-taking and poor management inside Silicon Valley Bank (SVB) were <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>arent to California banking supervisors in 2021, but not corrected before the bank collapsed this month (The Hill).\u00a0<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><em>\u201cIt looks like regulators knew the problem, but no one dropped the hammer<\/em><\/strong><em>,\u201d<\/em> Tester said.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">When will Congress glean what went wrong that permitted vulnerabilities inside SVB and Signature Bank to fester for years? Federal Reserve Vice Chairman for Supervision <strong>Michael Barr<\/strong> said a central bank report will answer those questions by May 1.<\/p>\n<p><em>\u201cThe bank failed because its management failed to appropriately address clear interest rate risk and liquidity risk,\u201d<\/em> Barr said, blaming executives at SVB and describing the situation as a \u201ctextbook case of bank mismanagement.\u201d<\/p>\n<p><em>\u201cThey were quite vulnerable to risk, to shocks and they didn\u2019t take the actions necessary to meet that,\u201d<\/em> he added (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abcnews.go.com\/Politics\/bank-regulators-blame-svb-collapse-textbook-mismanagement-senate\/story?id=98179684\">ABC News<\/a>).<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Barr and other federal witnesses will today reprise their testimony before the GOP-led House Financial Services Committee.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.wsj.com\/articles\/as-interest-rates-rose-banks-did-a-balance-sheet-switcheroo-8e71336f?mod=hp_lead_pos3\">The Wall Street Journal<\/a>: As interest rates rose, some of the nation\u2019s largest banks kept billions of dollars of losses from piling up on their books by declaring they intended to hold on to large portions of their money-losing bonds.\u00a0<\/p>\n<p>Simultaneously, House Foreign Affairs Committee Chairman <strong>Michael McCaul<\/strong> (R-Texas) convenes the first<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/foreignaffairs.house.gov\/hearing\/oversight-transparency-and-accountability-of-ukraine-assistance\/\"> oversight hearing<\/a> under the new GOP majority to probe U.S. commitments of military and humanitarian aid to Ukraine. What began in Congress as united backing for Ukraine when Russia invaded its democratic neighbor is now a harder sell for some House conservatives. As U.S. commitments climb above $113 billion, Russian President <strong>Vladimir Putin<\/strong> shows no sign of backing down, and Biden pledges U.S. assistance to Ukraine\u2019s defense \u201cfor as long as it takes.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>McCaul led a GOP delegation to Ukraine last month and met with Ukrainian President <strong>Volodymyr Zelensky<\/strong> a day after Biden paid a surprise visit to Kyiv (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foxnews.com\/politics\/house-foreign-affairs-chair-mccaul-leads-gop-delegation-kyiv\">Fox News<\/a>). McCaul\u2019s committee also plans to hold a hearing this spring about Russian war crimes.<\/p>\n<p>In February, Rep. <strong>Matt Gaetz<\/strong> (R-Fla.) introduced a \u201cUkraine Fatigue\u201d resolution signed by 11 other lawmakers urging a peace settlement between Ukraine and Russia and calling on the Biden administration to halt all military and financial assistance to Kyiv.<\/p>\n<p>The questions Gaetz and GOP colleagues posed:<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p><em>\u201cHow much more for Ukraine? Is there any limit? Which billionth dollar really kicks in the door?\u200b \u200bLook around your house. She is expected to meet with Speaker McCarthy in California (<\/strong><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/69b627fc-ab7f-4b19-9ea3-5c308d81c6ef\"><strong>Financial Times<\/strong><\/a><strong>).<\/strong><\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><u>LEADING THE DAY<\/u><\/strong><\/p>\n<p><strong>\u27a4<\/strong><strong> POLITICS<\/strong><\/p>\n<p>Former Vice President <strong>Mike Pence<\/strong> must testify before a grand jury investigating former <strong>President Trump<\/strong> and efforts to overturn the 2020 election, after a top federal judge ruled that executive privilege could not entirely shield him from answering questions.<\/p>\n<p>Federal District Court Judge <strong>James Boasberg<\/strong> largely rejected an effort by Trump to assert executive privilege over Pence\u2019s testimony. But Boasberg agreed, at least in part, with the former vice president\u2019s legal team that Pence can claim immunity from testifying about certain topics due to his role as president of the Senate on Jan. 6, 2021. In an unsuccessful effort to fight a subpoena from special counsel <strong>Jack Smith<\/strong>, Pence\u2019s team had planned to roll out an unusual argument in the case, saying testimony would violate the \u201cspeech and debate\u201d clause of the Constitution, which shields legislators from being \u201cquestioned in any other place\u201d beyond legislative chambers.<\/p>\n<p>Pence previously suggested he would be willing to take such a battle to the Supreme Court if necessary (The Hill and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/03\/28\/judge-says-pence-must-testify-to-jan-6-grand-jury-00089222\">Politico<\/a>).<\/p>\n<p>The Hill: Pence on ruling he must testify in Jan. 6 probe: \u201c<em>I have nothing to hide<\/em>.\u201d<\/p>\n<p>A growing number of Republicans are coming to terms with the fact that Trump may very well be their nominee for the White House in 2024, worrying some who had hoped to move on from the controversial former president. As The Hill\u2019s Max Greenwood reports, despite fielding a slew of controversies, the GOP\u2019s conservative base has largely stood by the former president, and there are signs that his support in the emerging primary may be solidifying after earlier indications of trouble.\u00a0<\/p>\n<p>Recent polls show Trump expanding his lead in the race, while his chief potential rival within the GOP, Florida Gov. <strong>Ron DeSantis<\/strong>, has found himself playing defense, raising questions about whether he\u2019s up to the task of taking on Trump in 2024. Christie, famous for his acerbic remarks, is comfortable going on television with ready-made sound bites about Trump that he knows will make headlines. On Monday, he said the GOP field needed a candidate who would go after Trump and do what Christie in 2016 did to Sen. <strong>Marco Rubio<\/strong> (R-Fla.). A week earlier, Christie made news describing the endless \u201ccircus\u201d surrounding Trump as the former president predicted his own arrest.<\/p>\n<p><em>\u201cYou have to be fearless because he will come right back at you,\u201d <\/em>Christie said about a successful challenge to Trump (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.usatoday.com\/story\/news\/politics\/2023\/03\/28\/chris-christie-wants-take-down-donald-trump-considers-2024-run\/11553847002\/\">USA Today<\/a>). <em>\u201cSo you need to think about who\u2019s got the skill to do that and who\u2019s got the guts to do that because it\u2019s not going to end nicely. No matter what, his end will not be calm and quiet.\u201d<\/em><\/p>\n<p>The White House is blaming Republicans in Congress for the lack of action on guns, punting the issue of increased gun violence in America to lawmakers. The Hill\u2019s Alex Gangitano and Mike Lillis report that Biden is focusing his anger over the deadly school shooting in Nashville this week on Republicans, with the White House calling for lawmakers to show courage and saying Congress has to answer to families that have lost loved ones through gun violence. House Democrats, meanwhile, are pushing to force votes on tougher gun laws in the wake of Monday\u2019s deadly shooting, eyeing a procedural gambit that would bring the legislation to the floor despite the opposition of Republican leaders.\u00a0<\/p>\n<p><strong>\ud83d\udca1<\/strong><strong> <\/strong>California and Arizona might one day get solar power from Mexico, but the question is who pays for it? That\u2019s what invest means.\u201d<\/em><\/p>\n<p>The president today will speak at the second White House-led Summit for Democracy, which Blinken kicked off on Tuesday. The three-day, in-person and virtual event comes as Biden has proclaimed, on multiple occasions, that since he became president <em>\u201cdemocracies have become stronger, not weaker. Autocracies have grown weaker, not stronger.\u201d<\/em><\/p>\n<p>But recent developments in Israel \u2014 where a proposed judicial reform has led to country-wide demonstrations \u2014 as well as Mexico, which has moved to gut its election oversight body and India, where a top opposition political leader was disqualified last week from holding a parliamentary post, are overshadowing the White House\u2019s championing of democracy (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/03\/28\/us\/politics\/biden-democracy-summit.html\">The New York Times<\/a>).<\/p>\n<p>The Hill: Biden to announce funding to bolster democracy globally at second US-led summit.<\/p>\n<p><strong>Vice President Harris<\/strong>, meanwhile, is on a three-country African tour that will take her from Tanzania tonight and then to Zambia. On Tuesday in Ghana, she spoke to thousands of young people in Accra about women\u2019s empowerment and toured a coastal building that was the last stop for Africans sold into the transatlantic slave trade (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/africa\/kamala-harris-exhorts-africans-innovate-empower-women-ghana-speech-2023-03-28\/\">Reuters<\/a>). Principal deputy press secretary <strong>Olivia Dalton<\/strong> later in the day told reporters that the United States has no im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>te plans for Netanyahu to visit, as mass protests continue in Israel over his plans for a judicial overhaul.<\/p>\n<p>After two days of protest, the prime minister on Monday announced a delay in the plan, stating that he wanted to find a compromise with his political opponents. White House officials on Monday said they welcomed Netanyahu\u2019s announcement as an <em>\u201copportunity to create additional time and space for compromise\u201d<\/em> (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/03\/28\/white-house-netanyahu-visit-plans-00089209\">Politico<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/world\/no-invitation-has-been-extended-biden-israels-netanyahu-source-2023-03-28\/\">Reuters<\/a>).<\/p>\n<p>A U.S. official <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.timesofisrael.com\/netanyahu-to-be-invited-to-white-house-soon-us-envoy-says-after-overhaul-pause\/\">told The Times of Israel<\/a> that the Biden administration wants to first see Israelis and Palestinians make it through the spring religious holidays peacefully before focusing on a White House visit, speculating the trip would not take place for \u201cat least another month or two.\u201d<\/p>\n<p>On Tuesday, his government and the opposition in Parliament began the first direct negotiations between them to reach a compromise since the plan was introduced nearly three months ago (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/03\/28\/world\/middleeast\/israel-netanyahu-judicial-overhaul.html\">The New York Times<\/a>). Meanwhile, unrest on Israel\u2019s streets had abated somewhat after protests hit a high point following Netanyahu\u2019s firing of <strong>Yoav Gallant<\/strong>, the country\u2019s defense minister.
