{"id":570591,"date":"2023-04-17T13:00:00","date_gmt":"2023-04-17T10:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/democrats-seek-negotiating-advantage-in-gop-budget-turmoil\/"},"modified":"2023-04-17T13:00:00","modified_gmt":"2023-04-17T10:00:00","slug":"democrats-seek-negotiating-advantage-in-gop-budget-turmoil","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/democrats-seek-negotiating-advantage-in-gop-budget-turmoil\/","title":{"rendered":"#Democrats seek negotiating advantage in GOP budget turmoil"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/03\/blumenauerearl_031023gn01_w.jpg?w=900\" \/><\/p>\n<div>\n<p>House Democrats are hoping Republicans\u2019 internal clashes over the size and substance of their budget-cutting plans will lend President Biden a tactical boost in the looming fights over the debt ceiling and government spending.<\/p>\n<p>Speaker Kevin McCarthy (R-Calif.) has, for months, demanded that Biden negotiate steep spending cuts and other policy concessions as a condition of winning GOP support for raising the debt limit and preventing a government default.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>But as Congress is set to return to Washington this week, Republicans have been roiled by internal sniping, and GOP leaders are scrambling to unite the restive conference behind a list of specific deficit-reduction demands to take into the debt ceiling talks.\u00a0<\/p>\n<p>The absence of those specifics has only fueled Biden\u2019s insistence that Congress pass a \u201cclean\u201d debt ceiling increase, without any extraneous provisions. And from the sidelines, the president\u2019s House allies say the GOP divisions also give him a tactical advantage to hold his ground \u2014 a posture they\u2019re vowing to back.<\/p>\n<p>\u201cPresident Biden\u2019s position is unequivocal, and I think it\u2019s right,\u201d Rep. Earl Blumenauer (D-Ore.), a senior member of the Budget Committee, said. \u201cHe\u2019s not going to debate against himself; he\u2019s not going to deal with hypotheticals; he\u2019s not going to take the bait until they do their job. They claim certain objectives with the budget, and they ought to produce a budget that shows them.\u201d<\/p>\n<p>Rep. Jan Schakowsky (D-Ill.) delivered a similar message, noting that Biden has introduced his 10-year budget plan with nothing yet to counter it.\u00a0<\/p>\n<p>\u201cI really can\u2019t blame the president for saying, \u2018I\u2019ll talk, but I put out a budget. And if you want to have a conversation, what is in your budget? What are we going to talk about?\u2019\u201d she said. \u201cI can\u2019t picture how they actually get this done.\u201d<\/p>\n<p>McCarthy is walking a fine line. If he accepts a compromise with Biden to prevent a default, he risks the ire of conservatives who could seek to oust him from the Speakership. If he holds the conservative line in demanding steep spending cuts \u2014 a non-starter with Democrats in the Senate and White House \u2014 it could lead to the first Treasury default in the nation\u2019s history, triggering economic damage that could haunt Republicans in the 2024 elections.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Across the aisle, Democrats are hardly sympathetic, saying McCarthy put himself in an impossible position in granting a long string of promises to his far-right flank in return for their support for his Speakership.\u00a0<\/p>\n<p>\u201cKevin McCarthy made contradictory promises he knew would be impossible to keep in his quest to do whatever it took to become Speaker after 15 rounds of voting,\u201d Rep. Brendan Boyle (Pa.), senior Democrat on the Budget panel, said in an email. \u201cGOP dysfunction is uniquely dangerous to our economy and Americans\u2019 livelihoods as we creep closer and closer to breaching the debt ceiling.\u201d\u00a0<\/p>\n<p>Heading into the debate, the sides remain miles apart.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Biden and the Democrats are quick to note that raising the debt limit does not allocate new federal spending, but only empowers the government to borrow the funds necessary to pay obligations already <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roved by Congress. With that in mind, they\u2019re demanding a stand-alone debt-ceiling hike divorced from the fight over future government outlays.\u00a0<\/p>\n<p>\u201cThat conversation must be separate from prompt action on the Congress\u2019 basic obligation to pay the Nation\u2019s bills and avoid economic catastrophe,\u201d\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/POTUS\/status\/1640842144263839746\">Biden wrote to McCarthy<\/a>\u00a0late last month.\u00a0<\/p>\n<p>Republicans counter that the national debt, at more than $31 trillion, is a threat to the country\u2019s future prosperity, and Congress must act im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely to rein in deficit spending. They\u2019re insisting that Biden commit to such a plan as part of the debt ceiling talks.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cI don\u2019t understand why he thinks the debt ceiling just gets raised,\u201d\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/us-policy\/2023\/03\/30\/mccarthy-biden-debt-limit\/\">McCarthy jabbed at Biden<\/a>\u00a0just before the long recess.\u00a0<\/p>\n<p>But the GOP\u2019s ultimatum has been compromised by internal party disagreements about the details of their deficit-reduction strategy, including whether to target Pentagon spending, how to approach\u00a0work-requirements, and whether McCarthy should be held to one of the central promises of his Speakership bid: a vote on a 10-year balanced budget.<\/p>\n<p>\u201cWe have some issues in terms of where are we going from a policy standpoint,\u201d Rep. Nancy Mace (R-S.C.) told CNN last week. \u201cWe\u2019ve got to show the American people that we have ideas that \u2026 are supported by folks on both sides of the aisle.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>Compounding those policy problems are personal tensions that have reportedly been simmering all year between McCarthy and his Budget Committee chairman, Rep. Jodey Arrington (R-Texas). According to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/04\/06\/us\/politics\/mccarthy-republican-divisions-debt-ceiling.html\">a recent report in The New York Times<\/a>, Arrington had floated Rep. Steve Scalise (R-La.) as a possible Speaker alternative in the middle of McCarthy\u2019s struggle to secure the gavel in January. The move infuriated McCarthy, who has since tapped Rep. Garret Graves (R-La.) \u2014 not Arrington \u2014 with a leading role on debt ceiling strategy.<\/p>\n<p>The combination of factors has forced McCarthy into the difficult position of navigating the debate with neither specific demands nor a unified conference to support him \u2014\u00a0at least so far.<\/p>\n<p>\u201cThe clock\u2019s ticking, and they don\u2019t have a coherent message because they don\u2019t have a coherent plan,\u201d Rep. Brian Higgins (D-N.Y.), another senior member of the Budget Committee, said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Returning to Washington this week, GOP leaders are signaling that that will change. Already some of the key groups involved in the negotiations, like\u00a0the Main Street Caucus, have proposed deficit-reduction plans. Others, including the Republican Study Committee (RSC), are set to follow in the coming weeks. And GOP leaders are also\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/newsletters\/huddle\/2023\/04\/14\/details-from-the-gop-debt-talks-00092049\">expected to unveil their budget-cutting wishlist<\/a>\u00a0as early as this week.\u00a0<\/p>\n<p>\u201cDon\u2019t be critical of a balanced budget unless you do your own,\u201d Rep. Kevin Hern (R-Okla.), head of the RSC, said as Congress left town.\u00a0<\/p>\n<p>Complicating the debate, lawmakers are taking aim at a moving target. While the Treasury Department has said the agency could reach the end of its borrowing authority as early as June, that deadline could be pushed several months further, depending on the level of tax receipts the IRS collects as payments for 2022 come due this month.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>As the deadline \u2014\u00a0whatever it is \u2014\u00a0approaches, moderate lawmakers in both parties have launched talks of their own in search of a bipartisan deal that could act as a backstop if McCarthy and Biden fail to break their long impasse and reach a deal. More liberal Democrats, though, aren\u2019t holding their breath.\u00a0<\/p>\n<p>\u201cWhat we saw for Kevin McCarthy to get to be the Speaker \u2014 he had to basically sell his soul to the most difficult [lawmakers] within his caucus \u2014 the far-right members,\u201d Schakowsky said. \u201cSo I just don\u2019t know where our consensus is going to come from.\u201d<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
