Tuesday for a \u20ac43 billion plan to bolster domestic production of semiconductor chips \u2014 essential components in everything from phones to cars and refrigerators.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The EU Chips Act, proposed by the Commission in February of last year, looks to double the bloc\u2019s global market share in semiconductors from 10% to 20% by 2030.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The act also seeks to build resilience in Europe\u2019s semiconductor supply chain, which is highly dependent on a limited number of foreign suppliers.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cChips are essential for all our digital and digitised products,\u201d <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/ip_23_2045\"><span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> Margrethe Vestager, Danish politician and executive vice-president for a Europe Fit for the Digital Age.\u00a0Vestager said she believes that the agreement will help \u201csecure the supply of innovative semiconductors in Europe\u201d and make Europe\u2019s chip industry more competitive.\u00a0<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"Three_pillars\"><\/span><b>Three pillars<\/b><span The first \u2014 the Chips for Europe Initiative \u2014 aims to support \u201clarge-scale technological capacity building\u201d and \u201cbridge the gap\u201d between research and industry. The initiative will be supported by combined investments from the union, member states, and the private sector, including \u20ac6.2 billion in public funds.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The second pillar will incentivise public and private investments in manufacturing facilities for chipmakers and their suppliers.<\/span> <span style=\"font-weight: 400;\">This will contribute to the overall public investment in the sector, which is estimated at \u20ac43 billion.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The third pillar is for a monitoring and crisis response system to anticipate supply shortages. The EU member states and the Commission will develop a joint coordination programme <\/span><span style=\"font-weight: 400;\">to boost collaboration, monitor supply, estimate demand, and trigger a \u201ccrisis stage\u201d if necessary.<\/span><span style=\"font-weight: 400;\">\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Thierry Breton, EU Commissioner for Internal Market, said the Chips Act will enable the mobilisation of \u201cconsiderable public funding\u201d and a supportive regulatory framework to turn these three pillars \u201cinto reality.\u201d\u00a0<\/span><\/p>\n<h3><span class=\"ez-toc-section\" id=\"Securing_future_supply\"><\/span><b>Securing future supply<\/b><span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p><span style=\"font-weight: 400;\">Semiconductor chips are the building blocks of digital products. Demand for them is <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.consilium.europa.eu\/en\/infographics\/eu-chips-act\/\"><span style=\"font-weight: 400;\">expected<\/span><\/a><span style=\"font-weight: 400;\"> to double between 2022 and 2030, with the industry predicted to reach a global market value of $1 trillion within the same timeframe.\u00a0\u00a0\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">But <\/span><span style=\"font-weight: 400;\">several vital tech sectors in the EU have been <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/oeil.secure.europarl.europa.eu\/oeil\/popups\/summary.do?id=1692567&amp;t=d&amp;l=en\"><span style=\"font-weight: 400;\">suffering<\/span><\/a><span style=\"font-weight: 400;\"> from supply shortages in semiconductor chips, in part because they rely on just a few suppliers and countries, in particular Asia for supply, and the US for design.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">T<\/span><span style=\"font-weight: 400;\">his dependency means Europe\u2019s chip reserves in some sectors like the automotive industry could <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/ec.europa.eu\/commission\/presscorner\/detail\/en\/QANDA_22_730\"><span style=\"font-weight: 400;\">run out<\/span><\/a><span style=\"font-weight: 400;\"> in just a few weeks if disrupted. N<\/span><span style=\"font-weight: 400;\">ow it has winded its way through the EU\u2019s legislature, the Act is expected to boost investment further, and create the skills and knowledge base necessary to reach the bloc\u2019s ambitious targets.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, many other <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/eu-may-struggle-catch-up-with-us-asia-chips-subsidies-race-2023-04-18\/\"><span style=\"font-weight: 400;\">regions<\/span><\/a><span style=\"font-weight: 400;\"> have their own semiconductor strategies that risk undermining the EU\u2019s vision. The US has its $52 billion CHIPS for America Act, and South Korea has pledged hundreds of billions of dollars to boost its chips sector.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400;\">To secure its market share, the bloc should play to its chipmaking strengths, Christopher Cytera, research fellow at the Centre for European Policy Analysis, told <\/span><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/eu-may-struggle-catch-up-with-us-asia-chips-subsidies-race-2023-04-18\/\"><span style=\"font-weight: 400;\">Reuters<\/span><\/a><span style=\"font-weight: 400;\">.
