{"id":570903,"date":"2023-04-19T18:41:01","date_gmt":"2023-04-19T15:41:01","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/centrists-float-fallback-plan-if-biden-mccarthy-debt-limit-talks-falter\/"},"modified":"2023-04-19T18:41:01","modified_gmt":"2023-04-19T15:41:01","slug":"centrists-float-fallback-plan-if-biden-mccarthy-debt-limit-talks-falter","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/centrists-float-fallback-plan-if-biden-mccarthy-debt-limit-talks-falter\/","title":{"rendered":"#Centrists float fallback plan if Biden-McCarthy debt limit talks falter"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/fitzpatrickbrian_010323gn_w.jpg?w=900\" \/><\/p>\n<div>\n<p>A bipartisan group of House centrists is floating a fallback plan to prevent a government default later in the year as the debt ceiling battle between President Biden and Speaker Kevin McCarthy (R-Calif.) has yielded no breakthroughs.<\/p>\n<p>The Problem Solvers Caucus, a group of 64 moderate lawmakers split evenly between the parties, has been quietly crafting a budget strategy \u2014 short- and long-term \u2014 since at least February, when the debt ceiling debate began in earnest.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>A \u201cframework\u201d of that proposal, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/problemsolverscaucus.house.gov\/media\/press-releases\/problem-solvers-caucus-endorses-bipartisan-debt-ceiling-framework\">released on Wednesday<\/a>, reveals a bare-bones outline of the group\u2019s fiscal wishlist, which features a suspension of the debt limit through the end of the calendar year \u2014 in order to stave off a government default while Congress negotiates its 2024 budget \u2014 and the creation of an outside commission designed to rein in deficit spending and reduce the country\u2019s $31.5 trillion debt over the long haul.<\/p>\n<p>\u201cThe debt ceiling and debt crisis demand a two-party solution,\u201d Rep. Brian Fitzpatrick (R-Pa.), one of the Problem Solvers co-chairs, said Wednesday in a statement. \u201cWe must never allow our nation to default on our debt, we must never put our nation\u2019s full faith and credit at risk, and we must insist on responsible budget reform measures.\u201d<\/p>\n<p>The proposal, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/f\/?id=00000187-97ba-d879-adf7-ffff6f460000\">first reported by Politico<\/a>, arrives amid an extended impasse between Biden, who is demanding a \u201cclean\u201d debt limit hike without extraneous provisions, and McCarthy, who is warning that Republicans won\u2019t raise the government\u2019s borrowing cap without the Democrats\u2019 commitment to steep cuts in federal spending.\u00a0<\/p>\n<p>Without congressional action, the Treasury Department has said it will lack the funds to pay all of its obligations as early as June, which would the first default in U.S. history. Economists have warned that the economic impact would be devastating, both here and abroad.<\/p>\n<p>\u201cAt this point the two sides, McCarthy and Biden, have their initial opening positions,\u201d one member of the Problem Solvers said Tuesday. \u201cWe\u2019re looking for a way to bridge the gap.\u201d\u00a0<\/p>\n<p>McCarthy this week amplified the GOP\u2019s position, first in a speech Monday on Wall Street, and then behind closed doors before the Republican conference on Tuesday in the Capitol. The details of McCarthy\u2019s deficit-cutting plan remain in flux, however, as GOP leaders are scrambling to unite\u00a0the diverse Republican conference behind a specific package. The hope, they say, is to vote on their proposal next week, although Democratic leaders in the Senate are certain to dismiss it, leaving the sides no closer to an agreement as the default deadline inches closer.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Rep. Henry Cuellar (D-Texas), another member of the Problem Solvers, said the group\u2019s plan is not meant to encroach on the current negotiations, but merely represents a backstop in the event those talks falter.\u00a0<\/p>\n<p>\u201cFirst we\u2019ll give our leadership \u2014 Hakeem [Jeffries], the president \u2014 space so they can negotiate,\u201d Cuellar said. \u201cRight now they\u2019re saying, \u2018No, no, no. Clean bill.\u2019 The Republicans are saying something else.\u00a0<\/p>\n<p>\u201cSo we\u2019ll give them a little space, but we\u2019ve got something ready to go.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Rep. Don Bacon (R-Neb.), another Problem Solvers member, said he\u2019s hoping McCarthy\u2019s strategy will bring Biden to accept some level of discretionary cuts, in the near term, and win the president\u2019s support for a fiscal commission to tackle deficit spending \u2014 including funding for <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Social<\/a> Security and Medicare \u2014\u00a0over a longer window.<\/p>\n<p>\u201cAt some point, we\u2019ve got to negotiate,\u201d Bacon said. \u201cWe\u2019re not going to just blindly just raise the debt ceiling when the president himself has opposed it three times when he was a senator.\u201d<\/p>\n<p>Biden, so far, hasn\u2019t budged, warning Tuesday\u00a0that the Republicans\u2019 plan would devastate federal programs relied upon by millions of working class Americans \u2014 cuts he\u2019s vowing to oppose.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cHe threatened to become the first Speaker to default on our national debt,\u201d Biden said of McCarthy.<\/p>\n<p>As the debate heats up, Biden\u2019s Democratic allies in Congress \u2014 even the most moderate members \u2014\u00a0<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ear to be united behind his demand for a clean debt-ceiling hike, at least for now. They\u2019re pointing to the trillions of dollars of debt piled up under Republican presidents, including Donald Trump, and wondering why GOP leaders weren\u2019t complaining about deficit spending then.\u00a0\u00a0<\/p>\n<p>\u201cI\u2019m open to considering opportunities to consider looking at the deficit \u2014 separately \u2014 for the purposes of the fiscal integrity of our nation, for the solvency of Social Security and Medicare,\u201d Rep. Jim Costa (D-Calif.), another Problem Solvers member, said. \u201cBut the \u2018King of Debt,\u2019 as he liked to call himself, President Trump, created 25 percent of the current deficit that we\u2019re experiencing.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cI didn\u2019t hear Republicans raising all sorts of concerns about their president.\u201d<\/p>\n<p>Under the Problem Solvers plan, the debt ceiling would be suspended through Dec. 31, allowing Congress more time to negotiate a 2024 budget and prevent a government shutdown on Oct. 1. The group wants those talks to include \u201cdeficit stabilization\u201d in discretionary spending over \u201cthe mid-term.\u201d\u00a0<\/p>\n<p>The centrists also want to reform the rules underlying the budget process to ensure that all spending bills move by \u201cregular order\u201d through the various committees, allowing the time for a hearty debate and individual votes on each appropriations measure, in lieu of the giant omnibus packages that have become routine.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>The group is also calling for an annual report, conducted by the U.S. comptroller <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>, on \u201cthe fiscal state of the nation,\u201d and a second \u201cmid-year report,\u201d submitted by the president, on the national budget.\u00a0<\/p>\n<p>Lastly, the Problem Solvers are urging the creation of a fiscal committee to examine the nation\u2019s finances and provide recommendations for cutting deficits over the long-term. Leaders of both parties would have a hand in appointing the committee members, who would be empowered to \u201cconsider every means to address ballooning debt and deficit and put the country on a sustainable path.\u201d The commission\u2019s report would be due by the end of 2024.\u00a0<\/p>\n<p>That idea is hardly new. Congress has, on several occasions over the last 15 years, created bipartisan commissions designed to shore up the nation\u2019s finances. Some of those panels, like <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2011\/11\/21\/us\/politics\/lawmakers-concede-budget-talks-are-close-to-failure.html\">the so-called supercommittee of 2011<\/a>, have featured sitting lawmakers. Others, like <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.brookings.edu\/research\/ten-leadership-lessons-from-simpson-bowles\/\">the Simpson-Bowles commission of 2010<\/a>, consisted of outside experts.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>None of them, however, have been successful in forcing Congress to rein in deficit spending. And the Biden administration has already sent signals this year that the idea is dead-on-arrival in the White House.\u00a0<\/p>\n<p>\u201cThe American people want more jobs and lower costs, not a death panel for Medicare and Social Security,\u201d White House spokesperson Andrew Bates <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-02-06\/white-house-slams-gop-entitlement-commission-as-death-panel\">told Bloomberg News<\/a>\u00a0earlier in the year.\u00a0<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
