(Kent Nishimura \/ Los Angeles Times via Getty Images)<\/figcaption><\/p>\n<\/figure>\n<p>If it does pass, McCarthy and others say that will force President Joe Biden and other Democrats to come to the negotiating table and abandon their party&#8217;s position that the only acceptable action now is to raise the debt ceiling without any conditions.<\/p>\n<p>Here\u2019s some highlights of the GOP plan.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Caps_on_spending_and_%E2%80%98clawing_back_COVID-19_money\"><\/span><strong>Caps on spending and \u2018clawing back\u2019 COVID-19 money<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The centerpiece of the bill, which has been dubbed the \u201cLimit, Save, Grow Act of 2023,\u201d are caps of government spending with a proposal to return discretionary spending to FY2022 levels and then impose a 1% increase limit on government spending after that.<\/p>\n<p>These measures, Republicans say, would impose fiscal discipline on Washington that has been lacking in recent years. Meanwhile, critics say the plan would disproportionately place the responsibility for saving money on government social programs, while avoiding major cuts to the Pentagon and veteran services, two politically popular programs that McCarthy has said will largely be spared.<\/p>\n<p>The plan also include provisions to claw back unspent money from the flurry of COVID-19 relief bills passed in recent years that are projected to return additional billions of dollars to government coffers.<\/p>\n<p>The bill got one early positive review Wednesday afternoon when Maya MacGuineas, president of the Committee for a Responsible Federal Budget, said in a statement that the \u201cbill is not sufficient to bring our debt to manageable levels, but is a realistic and extremely welcome first step.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Taking_aim_at_the_Biden_legacy\"><\/span><strong>Taking aim at the Biden legacy<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The bill also seeks to reverse some of the central accomplishments of the Biden administration&#8217;s early years in office, including large chunks of the Inflation Reduction Act \u2014 perhaps the president&#8217;s most cherished accomplishment.<\/p>\n<p>First, it would undo a host of what the bill calls \u201cmarket distorting green energy tax credits\u201d that are focused on amplifying the US government\u2019s ability to respond to climate change. The bill would also reverse $80 billion in new funding set to go to that Internal Revenue Service in the coming decade intended to close the tax gap and pay for better service. Republicans, though, have warned the IRS funding would lead to an \u201carmy of 87,000 IRS agents.\u201d<\/p>\n<figure class=\"caas-figure\">\n<div class=\"caas-figure-with-pb\" style=\"max-height: 828px\">\n<div>\n<div class=\"caas-img-container caas-img-loader\" style=\"padding-bottom:67%;\"><img decoding=\"async\" class=\"caas-img caas-lazy has-preview\" alt=\"ACCOKEEK, MD - APRIL 19: President Joe Biden delivers remarks on the economy at an International Union of Operating Engineers Local 77 union training facility on April 19, 2023 in Accokeek, Maryland. That is an effort that is already tied up in legal challenges with the Supreme Court expected to decide its fate in the coming months.<\/p>\n<p>Another measure includes in the package is <a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:4;pos:1\" href=\"https:\/\/cammack.house.gov\/media\/press-releases\/congresswoman-cammack-introduces-reins-act-limit-executive-overreach\" data-ylk=\"slk:called the \u201cREINS act,\u201d;cpos:4;pos:1;elm:context_link;itc:0\" class=\"link rapid-noclick-resp\">called the \u201cREINS act,\u201d<\/a> which targets what Republicans describe as Biden\u2019s executive overreach.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"A_focus_on_energy_and_controversial_new_work_requirements\"><\/span><strong>A focus on energy and controversial new work requirements<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>There is also a large swath of the bill devoted to energy.<\/p>\n<p>In March, the House passed HR1 \u2014 what<a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:5;pos:1\" href=\"https:\/\/finance.yahoo.com\/news\/house-passes-gop-led-energy-154821862.html\" data-ylk=\"slk:Republicans dubbed their top priority \u2014;cpos:5;pos:1;elm:context_link;itc:0;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link rapid-noclick-resp yahoo-link\"> Republicans dubbed their top priority \u2014 <\/a>around a suite of energy reforms. The law sought to open up new areas of America for fossil fuel production and for mining as well as speed up the permitting process for energy projects.<\/p>\n<p>That bill was dead on arrival in the Democratic-controlled Senate, but is getting another life after being included in Wednesday\u2019s debt limit bill.<\/p>\n<p>The bill also seeks to impose controversial new work requirements on low-income Americans who participate in federal programs like food stamps and Medicaid. These benefits would continue, but only in exchange for a requirement that these recipients work longer hours.<\/p>\n<p>In his speech, McCarthy said they were \u201ccommon sense measures\u201d that would help \u201crebuild the workforce.\u201d<\/p>\n<p>The inclusion of these work requirements is a bid to satisfy the most conservative Republican members of McCarthy\u2019s caucus who have been wary of the overall proposal. Some even suggested the bill may need to go further by <a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:6;pos:1\" href=\"https:\/\/twitter.com\/elwasson\/status\/1648392311896678431?s=20\" data-ylk=\"slk:repealing the entire Inflation Reduction Act;cpos:6;pos:1;elm:context_link;itc:0\" class=\"link rapid-noclick-resp\">repealing the entire Inflation Reduction Act <\/a>to gain their support.<\/p>\n<p>During an event in Maryland Wednesday afternoon, President Biden laid into the plan and the GOP <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roach to the debt ceiling, saying the Republican agenda is about taking away benefits for millions of lower-income Americans to preserve tax cuts for the richest Americans and biggest corporations.<\/p>\n<p>&#8220;A minority of the party, what I call the MAGA Republicans, are in control of the party and they&#8217;re in Congress threatening to undo all the stuff you&#8217;ve helped me get done&#8221;
