consequential climate decisions yet as the Environmental Protection Agency (EPA) weighs how to regulate power plants.<\/p>\n<p>The power sector is a major contributor to climate change, making up\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.epa.gov\/ghgemissions\/inventory-us-greenhouse-gas-emissions-and-sinks\">a quarter<\/a>\u00a0of total U.S. greenhouse gas emissions in 2021.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>The agency\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reginfo.gov\/public\/do\/eAgendaViewRule?pubId=202210&amp;RIN=2060-AV10\">is expected<\/a>\u00a0to soon propose new regulations\u00a0that aim to limit how much carbon power plants can emit, but the specifics of how they will do so is unclear.<\/p>\n<p>Nevertheless, climate activists say the rules will be monumental in the fight against global warming.<\/p>\n<p>David Doniger, senior strategic director for the Natural Resources Defense Council\u2019s Climate &amp; Clean Energy Program, said that cutting emissions from vehicles \u2014 which the Biden administration\u00a0recently proposed to do\u00a0\u2014 and from power plants are the two most important climate regulations that the administration can undertake.\u00a0<\/p>\n<p>\u201cIn order to meet the president\u2019s target and to meet the climate crisis, you have to curb the emissions of these two top sources and more,\u201d Doniger said. \u201cTime is only getting shorter and things are only getting more urgent.\u201d<\/p>\n<p>The stringency of power plant standards is an issue that has ping-ponged between administrations:\u00a0The Obama administration\u2019s Clean Power Plan was\u00a0expected to reduce emissions\u00a0about 38 times as much\u00a0by 2030 as\u00a0the Trump rule that succeeded it.<\/p>\n<p>The Biden administration is expected to propose its own regulations in the coming weeks, but what the contents of the rule will be\u00a0is not totally clear.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>In addition to hoping the EPA requires the strongest-possible emissions technologies,\u00a0Holly Burke, spokesperson for environmental group Evergreen, said that her group is looking to see whether the EPA addresses both existing coal and gas power plants \u2014 as opposed to just coal.\u00a0<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nrdc.org\/sites\/default\/files\/2023-04\/power-plant-carbon-rules-ib.pdf\">Modeling\u00a0<\/a>from the Natural Resources Defense Council (NRDC) found that this could make a significant difference in terms of emissions.\u00a0<\/p>\n<p>The group determined that combined with incentives from the Democrats\u2019 climate, tax and healthcare bill, power sector emissions could fall to 77 percent below their 2005 levels in 2030 \u2014 if the EPA regulates existing gas plants in addition to coal and new gas plants.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>If the agency doesn\u2019t regulate existing gas plants, emissions will only fall 70 percent compared to where they were in 2005.\u00a0<\/p>\n<p>President Biden has said that he hopes to see the country get 100 percent of its power from non-emitting sources by 2035.\u00a0<\/p>\n<p>\u201cIt\u2019s hard to overstate the importance of these rules,\u201d said Burke. \u201cBiden can\u2019t stay on track for his climate commitments without ambitious carbon standards for both new and existing power plants.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>She added that cutting power sector emissions are not only important for current electricity uses, but also for future uses, as, when the transportation sector decarbonizes, it may turn increasingly to electrification.<\/p>\n<p>In addition to which\u00a0fossil fuel plants it regulates, the EPA also has to choose what it finds to be the \u201cbest system of emissions reductions\u201d and set climate standards based on the possible emissions reduction from that <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/technology\/\" data-internallinksmanager029f6b8e52c=\"4\" title=\"Technology\" target=\"_blank\" rel=\"noopener\">technology<\/a>.\u00a0<\/p>\n<p>A\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.epa.gov\/stationary-sources-air-pollution\/white-paper-available-and-emerging-technologies-reducing\">white paper<\/a>\u00a0from the EPA from last year lays out a number of paths that the agency could take, including requiring technology to make power plants run more efficiently and mandating that plants use technology to capture the carbon emissions they create.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>The NRDC\u2019s assessment says that the administration should base its requirements on the emissions reductions\u00a0achievable via carbon capture.<\/p>\n<p>The Supreme Court\u00a0took away one potential additional tool\u00a0from the EPA last year, when the court\u2019s conservative majority said that the agency can\u2019t mandate that power companies shift from high-emitting sources like coal to climate-friendly sources like renewables.<\/p>\n<p>Any new standards issued by the Biden administration are likely to face pushback\u00a0 \u2014 including potential legal challenges \u2014 from Republicans and the fossil fuel industry.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Rich Nolan, president and CEO of the National Mining Association, which represents the coal industry, said that strict regulations could force coal power offline.\u00a0<\/p>\n<p>\u201cIt\u2019s driving up the cost for utilities to comply,\u201d Nolan said. \u201cThis has to be done carefully and at speed because the system\u2019s not going to be able to handle it.\u201d<\/p>\n<p>\u201cWe\u2019re not opposed to environmental controls but we just have to do it in a thoughtful manner that doesn\u2019t damage the consumers,\u201d he added. \u201cThis time of tension between climate activists and the Biden administration, particularly following Biden\u2019s <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roval of the Willow Project \u2014 a 30-year drilling project in Alaska.\u00a0<\/p>\n<p>Burke said a strong standard will help Biden show climate-minded voters that he is still committed to the issue.<\/p>\n<p>\u201cIt\u2019s an opportunity to prove to the
