Some Iowa lawmakers don\u2019t want to gut clean energy tax breaks for biofuels, included in the 320-page legislation that had been headed to the floor (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/speaker-mccarthy-debt-biden-republicans-8a4e32f63767e23a9fa12118d3e5fda5\">The Associated Press<\/a>). House Republicans need 218 GOP votes and have a margin of four, which means they\u2019ve been adjusting overnight.<\/p>\n<p>McCarthy on Tuesday said, <em>\u201cWe\u2019re going to pass the bill on the floor\u201d<\/em> (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/rollcall.com\/2023\/04\/25\/gop-leaders-try-to-woo-holdouts-ahead-of-debt-limit-vote\/\">Roll Call<\/a>).<\/p>\n<p>The debt bill is the most consequential policy test yet for McCarthy as he aims to use the sweeping proposal \u2014 which is unlikely to be any final debt vote package \u2014 to drag <strong>President Biden<\/strong> and Senate Democrats to the negotiating table on the debt limit. The United States is facing a $31.4 trillion deficit, and if the country defaults on the debt or doesn\u2019t increase its borrowing capability, experts predict a possible economic crisis. Members of the House Rules Committee on Tuesday discussed the measure, paving the way for a vote in the chamber.<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><em>\u201cThis is extortion,\u201d<\/em><\/strong> Rep. <strong>Jim McGovern<\/strong> (D-Mass.) <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/therecount\/status\/1650963514733785108\">said during the meeting<\/a>. <strong><em>\u201cIf Democrats don\u2019t give Speaker McCarthy everything he wants, Republicans want to literally push the entire economy off a cliff.\u201d<\/em><\/strong><\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">The GOP proposal would slash federal spending dramatically and unwind some of the president\u2019s priorities, including student debt cancellation and efforts to address climate change. In exchange, Republicans would agree to increase the debt ceiling \u2014 the statutory cap on how much the U.S. government can borrow to pay its bills. Biden on Tuesday threatened to veto the proposal if it makes it to his desk \u2014 which is unlikely \u2014 calling it <em>\u201ca reckless attempt to extract extreme concessions as a condition for the United States simply paying the bills it has already incurred.\u201d <\/em>The White House has called for a \u201cclean\u201d debt limit increase not tied to any other legislation (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/04\/25\/biden-veto-republican-debt-ceiling-bill\/\">The Washington Post<\/a> and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2023\/04\/25\/biden-veto-gop-debt-ceiling-bill-mccarthy\"> Axios<\/a>).<\/p>\n<p><em>\u201cThey\u2019re saying if \u2026 Biden doesn\u2019t agree with them and agree to all the cuts \u2026 they\u2019re going to let the country default on its debt,\u201d<\/em> Biden said Tuesday at a conference in Washington of the North America\u2019s Building Trades Unions. <em>\u201cI can\u2019t imagine anyone ever thinking of using the debt ceiling as a negotiating wedge. America is not a deadbeat nation. We pay our bills.\u201d<\/em><\/p>\n<p>The bill is almost guaranteed to be dead-on-arrival in a Senate controlled by Democrats, but it would serve as an important bargaining chip in the partisan fight over the size and scope of federal spending \u2014 and how aggressively to attack deficits during the budget debate later in the year. But GOP leaders only get the chip if they can rally their own troops behind the measure.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>The Congressional Budget Office (CBO) said on Tuesday the Republican package could put about $4.8 trillion toward deficit reduction over the next 10 years and estimated the bill would lead to $3.2 trillion in reductions in discretionary outlays in its projection of budget deficits (The Hill).<\/p>\n<p>\u25aa <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/slate.com\/news-and-politics\/2023\/04\/debt-ceiling-bill-kevin-mccarthy-republicans-default.html?via=rss_socialflow_twitter\">Slate<\/a>: McCarthy\u2019s one big play.
