Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roved legislation in a 217-215 vote that would slash federal spending and extend the government\u2019s borrowing authority into next year.<\/p>\n<p>The package has no chance of becoming law in the face of opposition from the Senate and White House, both of which are controlled by Democrats, but it nonetheless represents a hard-fought victory for Speaker Kevin McCarthy (R-Calif.) and his leadership team.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>McCarthy and his conference have demanded budget-cutting negotiations with President Biden in return for raising the debt ceiling and now have specific policy proposals \u2014\u00a0and more political leverage \u2014 heading into that fight.\u00a0<\/p>\n<p>Here are five takeaways.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"McCarthy_squeaks_out_another_win\"><\/span><strong>McCarthy squeaks out another win<\/strong><strong><\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>In an important sense, Wednesday\u2019s vote marked a victory for McCarthy in his first real legislative test, proving he and his leadership team can unite a discordant conference on massive budget bills despite their slim majority.<\/p>\n<p>Leaders successfully wooed Midwestern Republicans and fiscal hawks whose opposition had threatened to sink the bill, which combined $4.8 trillion in spending cuts with a $1.5 trillion debt ceiling hike.<\/p>\n<p>McCarthy\u2019s projection of confidence followed by a flurry of meetings behind closed doors and last-minute changes was not so different from the environment leading up to and during McCarthy\u2019s five-day, 15-ballot Speaker election in January.\u00a0<\/p>\n<p>\u201cYou\u2019ve underestimated us,\u201d McCarthy told reporters after the vote. \u201cJust as it took me 15 rounds to win Speaker, the one thing I have promised the American public: I will never give up on you. So what we did today was raise the debt limit, stop the wasteful Washington spending and curb inflation and put us on a path that we can control.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cNot only did we offer a plan, we passed it,\u201d McCarthy said.<\/p>\n<p>And members involved in crafting and getting agreement on the debt bill credited their success to relationships built during the Speaker election saga.<\/p>\n<p>\u201cIt forced some unlikely bedfellows into a room together. It forced people to get to know one another,\u201d said Rep. Garret Graves (R-La.). \u201cThis House is much more functional as a result [of the Speaker\u2019s election].\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<h2><span class=\"ez-toc-section\" id=\"Ball_now_in_Bidens_court\"><\/span><strong>Ball now in Biden\u2019s court<\/strong><strong><\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Republicans\u2019 debt limit bill amounts to an black-and-white opening offer in debt limit negotiations \u2013 which President Biden has so far refused to have.<\/p>\n<p>Biden has called for a \u201cclean\u201d debt ceiling increase not tied to any policy changes or spending reductions, and has not met with McCarthy on the matter since Feb. 1. For months, he called on Republicans to release a 10-year budget proposal before sitting down to discuss spending as a separate issue.<\/p>\n<p>\u201cWe are empowering Speaker McCarthy to negotiate,\u201d said Rep. Stephanie Bice (R-Okla.). \u201cHe has a clear vision on what this conference wants to see.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Key members backing the debt limit bill have declined, though, to get specific with any \u201cred lines\u201d for debt limit negotiations with the president and Senate Democrats.<\/p>\n<p>\u201cThe red line is that we\u2019re not going to do a clean debt ceiling, period,\u201d said Rep. Garret Graves (R-La.), a leader of McCarthy\u2019s debt limit negotiations strategy. \u201cWe are going to demand changing the trajectory of this country\u2019s financial situation.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"It_gets_tougher_from_here\"><\/span><strong>It gets tougher from here<\/strong><strong><\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>For all the victory celebration, Wednesday\u2019s legislation was merely a Republican messaging bill \u2014 written by GOP leaders and passed solely with GOP votes \u2014 that will be dead-on-arrival in a Senate chamber controlled by Democrats.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>With that in mind, the GOP struggles to pass their own policy priorities take on greater significance, highlighting the divisions in the conference, underscoring the difficulties of managing a tiny majority and foreshadowing the much tougher task McCarthy faces when it comes time to pass a bipartisan debt-ceiling bill.<\/p>\n<p>That legislation will need to win Biden\u2019s signature and prevent a government default without infuriating House conservatives to the extent that they want to remove McCarthy from the Speakership.\u00a0<\/p>\n<p>Some conservatives are already warning that they\u2019ll oppose any debt-limit increase that lacks the deficit-reduction provisions of the House GOP proposal.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cI\u2019m not interested in anything coming back \u2013 anything but what we voted on,\u201d said Rep. Ralph Norman (R-S.C.)<\/p>\n<p>It remains unclear if such opposition would be enough to cause McCarthy to keep a bipartisan debt-ceiling bill from reaching the floor at all.<\/p>\n<h2><span class=\"ez-toc-section\" id=\"%E2%80%98Technical_changes_vs_%E2%80%98major_concessions%E2%80%98\"><\/span><strong>\u2018Technical changes\u2019 vs. \u2018major concessions<\/strong>\u2018<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>House GOP leaders had pledged on Wednesday that they would not make any changes to the bill despite concerns from Midwestern Republicans in the \u201ccorn belt\u201d about provisions that would end ethanol biofuel tax credits.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Conservatives had also pushed for more on work requirements for public assistance programs.<\/p>\n<p>Then in the wee hours of the morning on Wednesday, leaders changed the bill to remove a provision that would have eliminated the biofuel tax credits and hasten implementation of new work requirements provisions from fiscal year 2025 to fiscal year 2024.<\/p>\n<p>Rep. Matt Gaetz (R-Fla.) had\u00a0threatened to vote against the bill\u00a0unless the work requirements were moved up.\u00a0<\/p>\n<p>House Majority Whip Steve Scalise (R-La.) said that the adjustments were mere \u201ctechnical changes,\u201d while House Majority Whip Tom Emmer (R-Minn.) said \u201cnothing of substance\u201d was changed in the bill.<\/p>\n<p>The draft bill, Rep. Chip Roy (R-Texas) said, had \u201ccut some things that were not intended in our agreement to do.\u201d<\/p>\n<p>But a joint release from all four Iowa Republicans \u2014 Mariannette Miller-Meeks, Ashley Hinson, Zach Nunn and Randy Feenstra \u2014 boasted of securing \u201cmajor concessions\u201d after negotiating with McCarthy.<\/p>\n<p>\u201cHaving successfully amended the bill to protect funding for these tax credits, our delegation will vote for this legislation, which is a starting point to avoid a default and cut wasteful spending,\u201d the Iowa members said in a joint statement.\u00a0\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Conservatives_wont_always_demand_%E2%80%98regular_order\"><\/span><strong>Conservatives won\u2019t always demand \u2018regular order\u2019\u00a0<\/strong><strong><\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Republicans, for years, have railed against the mechanisms used by the majority Democrats, accusing Speaker Nancy Pelosi (D-Calif.) of ramming legislation through the chamber without granting lawmakers either the time to read it or the power to change it.\u00a0<\/p>\n<p>Indeed, a key feature of January\u2019s Speakership fight was the conservatives\u2019 insistence that McCarthy accept new rules for promoting transparency and empowering the rank-and-file \u2014 rules McCarthy vowed to heed.\u00a0<\/p>\n<p>Wednesday\u2019s debt-ceiling vote revealed that neither group \u2014 conservatives or leadership \u2014 will always adhere to those guidelines.<\/p>\n<p>The 320-page proposal was cobbled together by McCarthy and other GOP leaders rather than moving through the various committees of jurisdiction, defying the Republicans\u2019 promise to move all legislation by \u201cregular order.\u201d\u00a0<\/p>\n<p>The package was introduced officially only on Tuesday, defying the party\u2019s 72-hour rule designed to allow members ample time to read bills.\u00a0<\/p>\n<p>And it was altered at 2 a.m. on Wednesday to eliminate certain tax credits for biofuels and to expedite the timeline for implementing new work requirements for federal benefits \u2014 substantial policy changes that defied GOP promises not to alter legislation \u201cin the dead of night.\u201d<\/p>\n<p>Still, Republican leaders rejected any notion that they had contravened their promises of good-government transparency, dismissing the criticisms as a construct of the \u201cliberal <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>.\u201d And conservatives joined the chorus, revealing that they will not always insist upon regular order \u2014 if the conditions demand otherwise.\u00a0<\/p>\n<p>\u201cIt\u2019s never my first choice that we have some elements of a package that didn\u2019t go through committee, and there\u2019s a couple elements to this that didn\u2019t. And it\u2019s not my first choice that we had, you know, a last-minute change. But let\u2019s put it all in perspective, okay?\u00a0 \u2026 Of the last 20 debt ceilings, about two have gone through committee,\u201d said Rep. Chip Roy (R-Texas).\u00a0<\/p>\n<p>\u201cNone of this stuff is new and none of it is surprising.
