Republican Reps. <strong>Ken Buck<\/strong> (Colo.), <strong>Matt Gaetz<\/strong> (Fla.), <strong>Andy Biggs<\/strong> (Ariz.) and <strong>Tim Burchett<\/strong> (Tenn.) voted with every voting Democrat in opposition, The Hill\u2019s Aris Folley and Mychael Schnell report. Reps. <strong>Mike Kelly<\/strong> (R-Pa.), <strong>Scott Peters<\/strong> (D-Calif.) and Rep. <strong>Bonnie Watson Coleman<\/strong> (D-N.J.) missed the vote. Watson Coleman\u2019s office said she had a family medical emergency. Rep. <strong>Dale Kildee<\/strong> (D-Mich.), who was released from the hospital over the weekend following cancer treatments, made the roll call.<\/p>\n<p>The vote came hours after Republican leaders made a handful of last-minute, late-night changes to the text to ensure support from several lawmakers in their conference whose potential no votes threatened to sink the bill in the chamber\u2019s narrow majority.<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><em>\u201cIt takes a lot of work when you have that slimmer majority,\u201d<\/em><\/strong> Rep. <strong>Kevin Hern<\/strong> (R-Okla.), chair of the Republican Study Committee, told The Hill Wednesday. <strong><em>\u201cYou have to manage the questions, you have to manage the expectations of members that may have a concern, how that\u2019s gonna impact them back home or what they have an issue with personally.\u201d<\/em><\/strong><\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">The GOP measure, a pry bar to try to compel the president to negotiate with the opposing party, will be blocked by Senate Democrats and has no chance of becoming law. The GOP measure proposes to cut federal spending by nearly 14 percent over a decade and lift the cap on borrowing by $1.5 trillion through March, which envisions the partisan drama rewinding in the midst of the presidential election year (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/04\/26\/us\/politics\/debt-limit-vote-republicans.html\">The New York Times<\/a>). Senate Majority Leader <strong>Chuck Schumer<\/strong> (D-N.Y.) on Wednesday called it <em>\u201can extremist hard-right agenda.\u201d<\/em><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2023\/04\/19\/debt-ceiling-limit-republican-plan-explained\/\">The Washington Post<\/a>: Here\u2019s what\u2019s in the House GOP bill to raise debt limit, cut spending.<\/p>\n<p><strong>President Biden<\/strong> has demanded that Republicans increase the nation\u2019s borrowing limit with no conditions and has threatened to veto the House measure if it ever reached his desk.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The nation\u2019s borrowing authority will be exhausted as soon as the summer without action by Congress, threatening default on U.S. obligations lawmakers previously approved and posing dire economic consequences if that results.<\/p>\n<p>Biden told reporters at the White House on Wednesday, <em>\u201cI\u2019m happy to meet with McCarthy, but not on whether or not the debt limit gets extended. That\u2019s not negotiable\u201d<\/em> (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.bloomberg.com\/news\/articles\/2023-04-26\/mccarthy-debt-plan-passes-house-escalating-standoff-with-biden#xj4y7vzkg\">Bloomberg News<\/a>).<\/p>\n<p>The final version of the legislation included several changes made overnight by House GOP leadership as they bowed to Iowa Republicans upset over the elimination of biofuel tax credits, and conservatives who wanted to tie tougher work requirements to public assistance programs. After insisting for days there would be no substantive changes to the 320-page document before it came to the floor, party leaders made 11th-hour concessions to appease members of the often-fractious conference.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Though the Speaker and GOP leadership were able to satisfy their conservative wing Wednesday, the road to passage was rocky, and it\u2019s unclear if House Republicans can maintain even that level of unity through the next stage of the fight \u2014 dealmaking with Democrats (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/04\/26\/mccarthy-debt-plan-gop-00094065\">Politico<\/a>). Still, McCarthy \u2014 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/04\/24\/kevin-mccarthy-debt-limit-bill-00093462\">who had predicted<\/a> for days, despite the odds, that he had enough votes to pass the bill \u2014 remained optimistic on Wednesday.<\/p>\n<p><em>\u201cThe president can no longer ignore by not negotiating,\u201d<\/em> he told reporters following the vote. <em>\u201cSen. Schumer, if he thinks he\u2019s got a plan, put it on the floor, see if you can pass it, and then we can go to conference. But now, the president can no longer put this economy in jeopardy.\u201d<\/em><\/p>\n<p>\u25aa The Hill: Last to vote on the contentious measure was embattled Rep. <strong>George Santos<\/strong> (R-N.Y.) MIT runs an AI program for military officers, and McCarthy asked them to develop a course to educate lawmakers.\u00a0<\/strong><\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p><strong>\u25aa <\/strong><strong>The Hill<\/strong><strong>: Senate votes to overturn Biden truck pollution limit.<\/strong><\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><u>LEADING THE DAY<\/u><\/strong><\/p>\n<p><strong>\u27a4 POLITICS<\/strong><\/p>\n<p>Disney World on Wednesday <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/deadline.com\/wp-content\/uploads\/2023\/04\/File-Stamped-Disney-Complaint1-1.pdf\">filed a First Amendment lawsuit<\/a> in federal court against Florida Gov. <strong>Ron DeSantis<\/strong> (R) and a five-member board that oversees government services at the theme park in Orlando, claiming \u201ca targeted campaign of government retaliation\u201d (The Hill and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/04\/26\/business\/disney-desantis-board-florida.html\"> The New York Times<\/a>).<\/p>\n<p>In an extraordinary turn of events, one of the largest private companies (as measured by employees in Florida) went on offense in court against a governor who says, while mulling a 2024 presidential race, that his autocratic leadership style in the Sunshine State gets results and could be a model for the nation.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/ron-desantis-set-jump-2024-presidential-fray-may-rcna81666\">NBC News<\/a>: DeSantis plans to announce a presidential campaign exploratory committee as soon as mid-May.<\/p>\n<p>The lawsuit spawned business-news headlines and is seen as a test of political wills in a feud that began with what Disney argues was the company\u2019s free speech right to criticize legislation DeSantis backed and the state legislature enacted as the Parental Rights in Education law, dubbed by opponents as the \u201cDon\u2019t Say Gay\u201d law. The statute initially prohibited classroom discussion of sexual orientation and gender identity for students through the third grade and is now expanded through grade 12.<\/p>\n<p>DeSantis and his team have taken steps to punish Disney by seeking to wrest control of its central Florida autonomy, granted by the state under previous agreements, that granted the company special self-governing powers for its 25,000-acre tourist resort and its ongoing development.<\/p>\n<p>Disney\u2019s lawsuit, filed in Tallahassee, accuses the governor of a <em>\u201crelentless campaign to weaponize government power against Disney in retaliation for expressing a political viewpoint.\u201d<\/em> The campaign, the complaint added, \u201c<em>now threatens Disney\u2019s business operations, jeopardizes its economic future in the region and violates its constitutional rights.\u201d<\/em> The suit was assigned to Chief Judge for the Northern District of Florida <strong>Mark Walker<\/strong>, appointed by former <strong>President Obama<\/strong>, who has experience with First Amendment cases, the Times reports.<\/p>\n<p>The Hill: Pressure mounts on DeSantis to get tougher against former <strong>President Trump<\/strong>, who has officially been running for the White House since November.<\/p>\n<p>At the White House, where the president is a candidate, he acknowledged that voters next year will weigh whether an incumbent who would be 86 at the end of his second term is too old for the job.<\/p>\n<p>Speaking to reporters at a joint press conference with the president of South Korea, Biden said Wednesday that he expects voters to evaluate his age, as he did before launching his campaign on Tuesday. Voters, he said in the Rose Garden, are <em>\u201cgoing to see a race, and they\u2019re going to judge whether or not I have it or don\u2019t have it.\u201d\u00a0<\/em><\/p>\n<p><em>\u201cI respect them taking a hard look at it. Wade was overturned by the Supreme Court (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.pbs.org\/newshour\/health\/support-for-abortion-rights-has-grown-in-spite-of-bans-and-restrictions-poll-shows\">PBS<\/a>). \u2026 Trump has a 32-point lead over DeSantis in a hypothetical matchup in a recent Fox News poll (The Hill).<\/p>\n<p><strong>\u27a4 ADMINISTRATION\u00a0<\/strong><\/p>\n<p>Biden and <strong>South Korean<\/strong> President <strong>Yoon Suk Yeol<\/strong>, who met Wednesday at the White House during an official state visit, agreed the U.S. will deploy nuclear-armed submarines to South Korea for the first time in decades \u2014 part of a new agreement to defend Seoul against rising nuclear threats from North Korea.<\/p>\n<p>The plan to dock the ballistic missile submarines in South Korea, which hasn\u2019t happened since the 1980s, makes \u201cmore visible\u201d the deterrence against <strong>Kim Jong<\/strong> <strong>Un\u2019<\/strong>s regime, officials said, and gives the U.S. a leading role should there be a nuclear attack by Pyongyang (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/world\/us-send-nuclear-submarines-south-korea-agreement-kim-jong-un-threats-rcna81510\">NBC News<\/a>).<\/p>\n<p>Ahead of Yoon\u2019s visit, the U.S. asked South Korea to urge its chipmakers not to fill any market gap in <strong>China<\/strong> if Beijing bans memory chipmaker Micron Technology from selling chips (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.reuters.com\/technology\/us-urges-south-korea-not-fill-china-shortfalls-if-beijing-bans-micron-chips-ft-2023-04-23\/\">Reuters<\/a> and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/64c58ee2-a604-4d31-84f4-bc0aa6d8343a\"> Financial Times<\/a>).<\/p>\n<p>Biden and Yoon released a \u201cWashington declaration,\u201d including a commitment from South Korea not to develop its own nuclear weapons (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ft.com\/content\/043eacb8-b036-4f05-9a13-329f7eff32cb\">Financial Times<\/a>).<\/p>\n<p>Speaking in the Rose Garden with Yoon, Biden said the U.S.-South Korea mutual defense treaty is \u201cironclad.\u201d Biden said any North Korean nuclear attack against the U.S. or its allies would result in \u201cthe end\u201d of the regime in Pyongyang.<\/p>\n<p>Yoon welcomed the creation of a new bilateral nuclear consultative group, saying that in the event of a North Korean nuclear attack, the two countries had agreed \u201c<em>to respond swiftly, overwhelmingly and decisively using the full force of the alliance, including the United States\u2019s nuclear weapons.\u201d<\/em><\/p>\n<p>\u2696\ufe0f <strong>The Department of Justice<\/strong>, in a brief filed Wednesday, asked the 5th U.S. Circuit Court of Appeals to reverse a Texas judge\u2019s abortion pill ruling affecting mifepristone and its approval by the Food and Drug Administration decades ago (The Hill).<\/p>\n<p>Separately, the <strong>Justice Department<\/strong> today will urge a judge to keep behind bars <strong>Jack Teixeira<\/strong>, 21, a Massachusetts Air National guardsman accused of leaking highly classified military documents, arguing he may still have access to secret national defense information he could expose. <em>\u201cThe damage the Defendant has already caused to the U.S. national security is immense. The damage the Defendant is still capable of causing is extraordinary<\/em>,<em>\u201d <\/em>the government wrote (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/leaked-documents-air-national-guardsman-jack-teixeira-d7c8dbaeb3b7a5ae69faeab04ede2ab0\">The Associated Press<\/a>).<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\u00a0<strong><u>IN FOCUS\/SHARP TAKES<\/u><\/strong><\/p>\n<p><strong>\u27a4 INTERNATIONAL\u00a0<\/strong><\/p>\n<p><strong>Chinese<\/strong> President <strong>Xi Jinping<\/strong> and <strong>Ukrainian<\/strong> President <strong>Volodymyr Zelensky<\/strong> spoke by phone Wednesday \u2014 the first known contact between the two leaders since <strong>Russia\u2019s<\/strong> invasion of <strong>Ukraine<\/strong> last year. Xi said he would dispatch an envoy to Kyiv to discuss a possible <em>\u201cpolitical settlement\u201d<\/em> (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/xi-jinping-zelenskyy-china-ukraine-russia-war-political-settlement-talks\/\">CBS News<\/a>). The founder of the mercenary group, <strong>Yevgeny Prigozhin<\/strong>, seeks to wedge Wagner into the fight for control of Sudan, offering weapons to the warring paramilitaries and looking to exploit the connections to the gain of Moscow, writes The Hill\u2019s Ellen Mitchell. The moves have alarmed the United States and its allies, who are watching the situation unfold with trepidation.\u00a0<\/p>\n<p><em>\u201cWe do have deep concern about the engagement of the Prigozhin group, the Wagner Group, in Sudan,\u201d<\/em> Blinken told reporters Monday. <em>\u201cIt\u2019s in so many different countries in Africa \u2014 an element that, when it\u2019s engaged, simply brings more death and destruction with it.\u201d<\/em>\u00a0\u00a0<\/p>\n<p>Several U.N. agencies and international aid groups issued a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of dire warnings this week as the humanitarian situation in Sudan worsened amid 11 days of fighting between the Sudanese Army and the paramilitary Rapid Support Forces (RSF). More than 450 people have been killed and at least 4,072 people have been injured since the conflict broke out. Hospitals have closed and aid agencies have scaled back operations, leading to supply shortages across the country. Thousands have fled Sudan for neighboring countries, while foreign embassies have been evacuated, leaving locals behind.
