{"id":572079,"date":"2023-04-28T00:58:27","date_gmt":"2023-04-27T21:58:27","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/kevin-mccarthy-revels-in-proving-his-doubters-wrong\/"},"modified":"2023-04-28T00:58:27","modified_gmt":"2023-04-27T21:58:27","slug":"kevin-mccarthy-revels-in-proving-his-doubters-wrong","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/kevin-mccarthy-revels-in-proving-his-doubters-wrong\/","title":{"rendered":"#Kevin McCarthy revels in proving his doubters wrong"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/04\/mccarthykevin_042623gn22_w.jpg?w=900\" \/><\/p>\n<div>\n<p>Speaker Kevin McCarthy (R-Calif.) is getting used to proving his critics and doubters wrong.\u00a0<\/p>\n<p>First through the four-day, 15-ballot Speaker election and most recently with House Republicans\u2019 debt limit and spending cut bill, McCarthy has shown that he can successfully navigate the rocky ideological waters in House Republicans\u2019 slim, four-seat majority.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>\u201cYou guys have been wrong. You\u2019ve underestimated us,\u201d the California Republican told reporters after passage of the debt limit bill on Wednesday.\u00a0<\/p>\n<p>Both successes came after late-night scrambles, caving to last-minute changes in order to win over holdouts \u2014 and some drama on the floor. Even so, McCarthy managed to get multiple lawmakers who have never voted for a debt limit increase behind his plan, while operating with a far narrower majority than his GOP predecessors Paul Ryan (Wis.) and John Boehner (Ohio).<\/p>\n<p>House Majority Leader Steve Scalise (R-La.) said House Republicans \u201cshocked the rest of Washington, D.C. \u2014 including the White House \u2014 because I think they were all betting and rooting against us passing a bill.\u201d<\/p>\n<p>\u201cWell, now we\u2019ve done it,\u201d Scalise said of the debt limit bill.<\/p>\n<p>The next test for McCarthy will be tougher: Trying to get a deal with President Biden that doesn\u2019t alienate the conservative members he painstakingly worked to win over.<\/p>\n<p>The debt bill was crafted as a move to get Biden to negotiate with McCarthy on agreeing to spending cuts as a condition of raising the debt ceiling \u2014 and not intended as a final package. But some conservative House Republicans who voted for the debt bill on Wednesday are signaling that they will not support any meaningfully softer package.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cI wanted double what was in there,\u201d Rep. Ralph Norman (R-S.C.) said. \u201cI\u2019m not interested in anything coming back but what we voted on.\u201d<\/p>\n<p>The Republicans\u2019 bill paired a $1.5 trillion debt limit increase with a host of Republican priorities that included reverting federal budget levels back to fiscal 2022 levels, rescinding unspent COVID funds, and ending Biden\u2019s student debt forgiveness. It also included a large energy package that House Republicans passed last month and a measure to boost congressional authority over federal rulemaking.<\/p>\n<p>The package was the result of months of discussions that ramped up at the House GOP issues retreat in March.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cWe\u2019ve made it very clear that the process is not always pretty,\u201d Rep. Dusty Johnson (R-S.D.) said. But, he added, bringing members into the process early \u201cis making for a much higher quality final product.\u201d<\/p>\n<p>And rather than cripple the conference, members insist that the chaotic Speaker\u2019s race has helped forge the relationships needed to pass tough legislation like this.\u00a0<\/p>\n<p>\u201cIt forced some unlikely bedfellows into a room together. It forced people to get to know one another,\u201d said Rep. Garret Graves (R-La.), a key leader in getting agreement on McCarthy\u2019s Speakership and on the debt bill. \u201cThis House is much more functional as a result [of the Speaker\u2019s election].\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>That bottom-up system, though, will not be around if McCarthy can get Biden in a room to discuss the debt limit.<\/p>\n<p>For now, members are trusting the Speaker.<\/p>\n<p>\u201cWe are empowering Speaker McCarthy to negotiate,\u201d Rep. Stephanie Bice (R-Okla.) said. \u201cHe has a clear vision on what this conference wants to see.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cWe put McCarthy in that seat to do this job. He\u2019s exceeded expectations,\u201d Rep. Andy Ogles (R-Tenn.) said.<\/p>\n<p>But Ogles is not yet committing to supporting any deal McCarthy secures that he has not seen.<\/p>\n<p>\u201cThe path forward is tough,\u201d Ogles said.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Republicans have refused to publicly articulate any \u201cred lines\u201d for debt limit talks beyond refusing to pass a \u201cclean\u201d debt limit increase without any concessions.<\/p>\n<p>\u201cI\u2019m not going to give you some red line because that is just the stupidest thing possible,\u201d Rep. Chip Roy (R-Texas) said.<\/p>\n<p>\u201cIf there are any additions, and subtractions, we\u2019ll cross that bridge when we come to it,\u201d House Majority Whip Tom Emmer (R-Minn.) said on CNN on Thursday.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>And as the clock ticks closer to a potential default, with Congress expected to need to act to raise the debt limit by sometime this summer, it is also putting pressure on McCarthy to fulfill another pledge: to go through regular order to pass 12 <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ropriations bills rather than a large omnibus spending bill.<\/p>\n<p>\u201cIf you look at the calendar we have right now, if you look at where we are in the process, it\u2019s pretty certain that we\u2019re not going to have regular order. I mean, the calendar is not going to favor that,\u201d said Rep. Steve Womack (R-Ark.), chair of the House Appropriations Subcommittee on Financial Services and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">General<\/a> Government.<\/p>\n<p>The debt limit negotiations impacts that, Womack said.<\/p>\n<p>But Rep. Dave Joyce (R-Ohio), chair of the House Appropriations Subcommittee on Homeland Security, said that he thinks Republicans are on course to get the 12 bills done.<\/p>\n<p>\u201cWe can\u2019t presuppose what the negotiations going to be,\u201d Joyce said of the debt limit talks. \u201cObviously, in the end, some people aren\u2019t happy with it, some people will on a bipartisan basis, and we might get to some resolution.\u201d<\/p>\n<p>Biden reiterated on Wednesday that he will not meet with McCarthy on the debt limit but said that he could meet with him on other topics. That leaves some wiggle room for the president and Speaker to meet and strike and come to some agreement that may satisfy both sides, but have some technical separation between the debt limit and budget issues.<\/p>\n<p>With the passage of the bill, Republicans think they have the high ground.<\/p>\n<p>\u201cThe person who\u2019s been dragging his feet here while we\u2019ve been doing all this work is President Biden. He\u2019s been off on an\u00a0Ancestry.com\u00a0tour of Ireland,\u201d Rep.
