Hank Johnson and Jamaal Bowman (Democratic congressmen from Georgia and New York, respectively) brought a bill to the House of Representatives that would severely limit prosecutors\u2019 ability to use rap lyrics as evidence of criminality. If passed, the <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/hankjohnson.house.gov\/sites\/hankjohnson.house.gov\/files\/documents\/RAP%20Act_xml.pdf\">Restoring Artist Protection (RAP) Act<\/a> would seal similar statewide efforts such as New York\u2019s Rap Music On Trial bill and California\u2019s AB 2799 into federal law, adding (per a press release issued alongside the bill\u2019s initial introduction to Congress) \u201ca presumption to the Federal Rules of Evidence that would limit the admissibility of evidence of an artist\u2019s creative or artistic expression against that artist in court.\u201d<\/p>\n<div class=\"\" style=\"padding-bottom: 20px; margin-top: 20px; text-align: left;\">\n<\/div>\n<p>            The RAP Act stagnated after a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/8531\">referral<\/a> to the House Subcommittee on Crime, Terrorism, and Homeland Security in November. But today (Thursday, April 27), Johnson and Bowman have reintroduced the bill, holding a press conference along with representatives of Black Music Action Coalition (BMAC), the Recording Academy, the Black Music Collective, SAG-AFTRA, and other First Amendment groups, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/pitchfork.com\/news\/rap-act-a-bill-to-ban-use-of-lyrics-as-court-evidence-reintroduced-to-congress\/\">Pitchfork reports<\/a>.<\/p>\n<p>            In courts across America, rap lyrics are used more damningly than any art form. This long-running phenomenon returns to the national <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> cycle periodically and is currently experiencing renewed scrutiny due to the Georgia RICO indictment of high-profile Atlanta r<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ers Young Thug and Gunna along with 26 other alleged members of the Young Slime Life crew.<\/p>\n<div class=\"\" style=\"padding-bottom: 20px; margin-top: 20px; text-align: left;\">\n<\/div>\n<p>            In a speech at today\u2019s press conference, BMAC co-founder and chairman Willie \u201cProphet\u201d Stiggers pointed to lesser-known examples of rap on trial. According to Pitchfork, Stiggers cited the cases of Derek Foster, who was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/law.justia.com\/cases\/federal\/appellate-courts\/F2\/939\/445\/31862\/\">convicted on drug charges<\/a> in 1991 after federal prosecutors used hand-written lyrics found in his notebook to strengthen their argument; and Jonair Tyreece Moore, who was <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/caselaw.findlaw.com\/court\/us-8th-circuit\/1562486.html\">found guilty of similar crimes<\/a> in 2011 after U.S. attorneys were allowed to play more than 20 minutes of irrelevant music video footage in order to \u201cshow his knowledge of drug distribution and his motive for engaging in it.\u201d<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<style>\n<\/style>\n<div id=\"content_block-246002\" class=\"content_block paragraph embed triple_gutter_right triple_gutter_left center_align\">\n<div class=\"content_inner_wrapper\">\n<div class=\"media_wrapper\">\n<div class=\"\">\n    <iframe loading=\"lazy\" frameborder=\"0\" src=\"https:\/\/playlist.megaphone.fm?p=TFI7834680816&amp;light=true\" width=\"100%\" height=\"482\"><\/iframe>\n<\/div>\n<\/p><\/div>\n<\/p><\/div>\n<\/div>\n<div class=\"content_block paragraph triple_gutter_right triple_gutter_left\">\n<div class=\"content_inner_wrapper\">\n<div class=\"\" style=\"padding-bottom: 20px; margin-top: 20px; text-align: left;\">\n<\/div><\/div>\n<\/p><\/div>\n<\/div>\n<p><\/p>\n<div class=\"author\">\n    <span><br \/>\n      By <span class=\"credit_name\">Raphael Helfand<\/span><br \/>\n  <\/span><\/div>\n<blockquote><p><strong><span style=\"color: #ff6600;\">If you liked the article, do not forget to share it with your friends.
