That\u2019s about the extent of their consensus as talks begin primarily between Biden and House Speaker <strong>Kevin McCarthy<\/strong> (R-Calif.).<\/p>\n<p>As first reported by The Hill, Senate Republican leader <strong>Mitch McConnell<\/strong> (Ky.) and more than 40 GOP colleagues warned in a letter last week that they will not back any debt ceiling bill without \u201cbudget cuts and structural budget reforms.\u201d<\/p>\n<p>Americans say they want both parties to lift the statutory limit on the nation\u2019s borrowing, and 58 percent say the impasse about the debt limit and federal spending should be de-linked. Only 26 percent in a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/05\/05\/debt-ceiling-poll\/\">Washington Post-ABC News poll <\/a>early this month said Congress should condition payment of the government\u2019s current debts through more borrowing with Republican demands that Biden acquiesce to the party\u2019s favored budget cuts.<\/p>\n<p>McCarthy, who views House passage of a debt ceiling bill as a Republican victory (and a boost for the future of his speakership), now aims to extract agreement for spending cuts and policy reforms, which Biden and Democrats oppose (The Hill).\u00a0<\/p>\n<p>Biden called the GOP bill, which is dead in the Democrat-controlled Senate, \u201cextreme\u201d during a Friday interview with <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.msnbc.com\/11th-hour\/watch\/one-on-one-with-president-biden-173077061570\">MSNBC<\/a>.\u00a0<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><em>\u201c<strong>I think that we have to make it clear to the American people that I am prepared to negotiate in detail with their budget. `How much are you going to spend? How much are you going to tax? Where can we cut?\u2019\u201d<\/strong><\/em> <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/politics\/2024-election\/biden-touts-hell-lot-wisdom-pressed-age-rcna83155\">Biden said<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">Treasury Secretary <strong>Janet Yellen<\/strong> repeated on Sunday that Congress must lift the cap on borrowing to avoid calamity. <em>\u201cWhat to do if Congress fails to meet its responsibility? There are simply no good options,\u201d<\/em> she told <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abcnews.go.com\/Politics\/14th-amendment-solve-debt-ceiling-crisis-good-option\/story?id=99140989\">ABC\u2019s \u201cThis Week.<\/a>\u201d She said suggestions that the administration could turn to the 14th Amendment to solve the problem without involving the legislative branch risked a \u201cconstitutional crisis,\u201d but she did not rule it out after several opportunities.<\/p>\n<p>Asked about that potential strategy, Biden on Friday said, <em>\u201cI\u2019ve not gotten there yet.\u201d <\/em>\u00a0<\/p>\n<p>Yellen\u2019s version on Sunday: <em>\u201cIt\u2019s Congress\u2019 job to do this. If they fail to do it, we will have an economic and financial catastrophe that will be of our own making, and there is no action that President Biden and the U.S. Treasury can take to prevent that catastrophe,\u201d<\/em> adding, <em>\u201cI don\u2019t want to consider emergency options.\u201d<\/em><\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>The Hill: 14th Amendment emerges as a last-ditch fix to ward off default.<\/p>\n<p>Another House Democratic fallback is seen as a longshot. The minority in the House has set up a discharge petition plan to attempt to force a vote on raising the debt ceiling. Scalise described it as the \u201cstrongest border security package that Congress has ever taken up\u201d (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/minutes\/congress\/05-5-2023\/house-immigration-plans\/\">Politico<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2023\/05\/07\/house-vote-gop-migration-plan-border-restrictions-end\">Axios<\/a>).<\/p>\n<p>The Hill\u2019s Mychael Schnell this morning presents a closeup report about Rep. <strong>Nancy Mace<\/strong> (R-S.C.), a two-term lawmaker who is critical of the Republican Party\u2019s approach to abortion and the GOP\u2019s messaging on firearms in the wake of mass shootings, issues that have come to define her on the national stage. <em>\u201cI often joke that I live on an island back home,\u201d<\/em> Mace told The Hill in a brief interview at the Capitol. <em>\u201cI would say this experience in stepping out and not toeing the party line is a very \u2014 it\u2019s a very lonely experience in the environment that we\u2019re in today.\u201d\u00a0<\/em><\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/politics\/2023\/05\/07\/abortion-ban-nebraska\/\">The Washington Post<\/a> found a Republican state lawmaker in Nebraska, Rep. <strong>Merv Riepe<\/strong>, who expressed similar assessments after blocking a bill that would impose a near total abortion ban in his conservative state. <em>\u201cI\u2019ve told the party this: My vote belongs to the people of my district, not to the Republican Party,\u201d<\/em> said Riepe, who describes himself as \u201cpro-life.\u201d<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.axios.com\/2023\/05\/07\/moderates-extinction-sinema-manchin\">Axios<\/a>: Extinction of the moderates: It\u2019s very possible that we won\u2019t be seeing many bipartisan dealmakers left in Washington after 2024.\u00a0\u00a0\u00a0\u00a0<\/p>\n<p><strong>\u27a4<\/strong><strong> POLITICS<\/strong><\/p>\n<p>Former <strong>President Trump<\/strong> will try to broaden his appeal during a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2023\/05\/05\/trump-cnn-town-hall-disinformation-rule.html\">CNN town hall<\/a> performance on Wednesday, while elsewhere he\u2019s consolidating GOP support, reports The Hill\u2019s Alexander Bolton. In the Senate, Trump has picked up more endorsements for his presidential bid before Florida Republican Gov. <strong>Ron DeSantis<\/strong> formally declares his intentions.<\/p>\n<p>The Hill\u2019s Brett Samuels reports that Trump is giving his advisers headaches with his suggestion he might skip the first GOP primary debate in August. <em>\u201cHe thinks he has this insurmountable lead and it\u2019s to everyone else\u2019s benefit but not his to show up,\u201d<\/em> said <strong>David Urban<\/strong>, who advised Trump\u2019s 2016 and 2020 presidential campaigns. <em>\u201cThe other people on that stage will do nothing but whack on the person that\u2019s not there,\u201d <\/em>he added.\u00a0<\/p>\n<p><strong>Senate races<\/strong> in the spotlight this week are in California, where an open seat has more than its share of drama ahead for 2024, and in Texas, where incumbent Sen. <strong>Ted Cruz<\/strong> (R) faces a Democratic challenger who can raise money and attract <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> attention.<\/p>\n<p>In California\u2019s contest, where Democrats are jockeying to succeed retiring Democratic Sen. <strong>Dianne Feinstein,<\/strong> Rep. <strong>Barbara Lee<\/strong> (D) received a boost after Rep. <strong>James Clyburn<\/strong> (D-S.C.), a leading establishment Democrat on Capitol Hill, endorsed her. At the same time, California Senate candidate Rep. <strong>Katie Porter <\/strong>(D) captured Sen. <strong>Elizabeth Warren\u2019s<\/strong> (D-Mass.) backing, while former Speaker <strong>Nancy Pelosi<\/strong> (D-Calif.) endorsed Rep. <strong>Adam Schiff<\/strong> (D-Calif.), also a candidate to succeed Feinstein (The Hill).<\/p>\n<p>In Texas where conservative Cruz seeks reelection, Democratic challenger Rep. <strong>Colin Allred<\/strong> (Texas) could turn the 2024 contest into one of the most expensive, hard-fought races on the map. Cruz tells The Hill\u2019s Al Weaver that he\u2019s eager to win the race going away and to make his narrow win in 2018 the exception and not the rule. <em>\u201cI feel very confident about this election,\u201d<\/em> Cruz said in a brief interview. <em>\u201cI fully expect for the Democrats to spend $100 million in nasty attack ads because today\u2019s Democrat Party is angry and they want to express that rage.
