Congressional and White House staff plan to meet again today, when both the House and Senate are scheduled to be out of session (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/05\/11\/debt-limit-meeting-between-biden-and-hill-leaders-postponed-00096548\">Politico<\/a>).<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"><strong><em>\u201cThere have been very good discussions over the last few days at the staff level. And I think the decision was collectively made, led by the White House, to allow those staff conversations to continue,\u201d<\/em><\/strong> House Minority Leader <strong>Hakeem Jeffries<\/strong> (D-N.Y.) said Thursday.<\/p>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">Biden is scheduled to leave for the G-7 summit in Japan on Wednesday, so a meeting would likely need to h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en in the coming days.<\/p>\n<p>Speaker <strong>Kevin McCarthy <\/strong>(R-Calif.) was less optimistic about the state of negotiations and said he expected the leaders to meet next week.<\/p>\n<p><em>\u201cThe White House didn\u2019t cancel the meeting; all of the leaders decided it\u2019s probably in the best of our interest to let the staff meet again before we get back together,\u201d<\/em> he said. <em>\u201cI don\u2019t think there\u2019s enough progress for the leaders to get back together.\u201d<\/em><\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Several House Republicans said Thursday they were encouraged by the White House\u2019s engagement in the talks so far, adding potential areas of compromise in a broader budget deal include energy permitting reforms and rescinding unspent COVID-19 aid.\u00a0<\/p>\n<p>The Hill: Here are the top four areas of debt ceiling compromise the GOP is eyeing.<\/p>\n<p>White House officials, meanwhile, are insisting they must preserve Biden\u2019s signature climate legislation that passed along party lines last year.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>The White House has for months maintained its position that Congress has an obligation to raise the debt ceiling without conditions and that any discussions about government spending should be handled separately from a vote to avoid default. As The Hill\u2019s Al Weaver reports, senators this week have expressed alarm that they might have to nix their Memorial Day recess, which is slated to run from May 19 through May 29.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201c<em>I\u2019m not making any solid plans until the debt ceiling is taken care of,\u201d<\/em> Senate Majority Whip<strong> Dick Durbin<\/strong> (D-Ill.) told The Hill about the upcoming planned break. <em>\u201cI\u2019m not planning to be here, but I\u2019m not planning on leaving. I\u2019ve been in the Senate long enough I can say that and it makes sense.\u201d<\/em>\u00a0\u00a0<\/p>\n<p>Senate Republicans are disavowing former <strong>President Trump\u2019s<\/strong> call <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/05\/10\/politics\/takeaways-trump-town-hall-cnn\/index.html\">during a CNN town hall<\/a> to let the federal government default on its debts unless Biden agrees to \u201cmassive\u201d spending cuts, dismissing Trump\u2019s suggestion as something far too risky to seriously consider, writes The Hill\u2019s Alexander Bolton.\u00a0<\/p>\n<p>The cold reception Trump\u2019s bold statement got from Republican senators is the latest sign of the widening rift between Trump and his party\u2019s establishment in Washington. The bill, which faces little chance of passage in the Senate, was approved with a 219-213 vote. The order is in place for 14 days ahead of a court hearing (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/latino\/live-blog\/live-updates-title-42-immigration-policy-set-expire-midnight-rcna83908#rcrd13173\">NBC News<\/a>). Separately, the American Civil Liberties Union filed a lawsuit in U.S. District Court for Northern California less than an hour after Title 42 expired and argued the government\u2019s updated immigration policy mirrors two Trump-era policies that were previously blocked by the courts (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/latino\/live-blog\/live-updates-title-42-immigration-policy-set-expire-midnight-rcna83908#rcrd13181\">NBC News<\/a>).\u00a0\u00a0<\/p>\n<p>Migrants making the trek this week are aware the old policy gave way to something new, but they are deeply confused about the new restrictions. Second, they are determined to cross into the United States by the tens of thousands each day, desperate to enter and unsure what happens if they make it. Third, the surge is straining every U.S. resource at the border, as well as state and local networks that accept migrants that are bused or flown north to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/07\/nyregion\/rockland-migrants-shelter-nyc.html\">New York City<\/a>, <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/10\/us\/chicago-migrants-title-42.html\">Chicago<\/a> and <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/dc-md-va\/2023\/05\/11\/dc-migrant-buses-immigration-tite-42-costs\/\">Washington, D.C<\/a>., by Republican governors in Texas, Arizona and Florida.<\/p>\n<p>The replacement policies crack down on illegal crossings while arranging legal pathways for migrants to apply online, seek sponsors and undergo background checks. If successful, the reforms could fundamentally alter how migrants arrive at the U.S.-Mexico border. Migrants seeking asylum must first ask for protection in a country they passed through before the United States. Beginning today, migrants could be barred from entering the U.S. for five years and face possible criminal prosecution if they make repeated illegal attempts at entry (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/immigration-border-title-42-mexico-asylum-8c239766c2cb6e257c0220413b8e9cf9\">The Associated Press<\/a>).<\/p>\n<p>Homeland Security officials initially expected 10,000 migrants per day would try to cross into the U.S. during this transition phase. The numbers surpassed that, with 11,000 apprehended Tuesday and Wednesday (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nbcnews.com\/news\/latino\/live-blog\/live-updates-title-42-immigration-policy-set-expire-midnight-rcna83908#rcrd13118\">NBC News<\/a>). Facilities that are meant to temporarily hold the crowds of migrants along the border are beyond capacity, and Border Patrol agents were told to begin releasing some migrants with instructions to appear at a U.S. immigration office within 60 days, a U.S. official told AP.<\/p>\n<p>DHS Secretary <strong>Alejandro Mayorkas<\/strong> said Thursday that the Biden restrictions, prepared over the past two years, will take time to implement and initially will appear chaotic (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foxnews.com\/politics\/as-migrant-wave-hits-border-mayorkas-says-it-will-take-time-results-title-42-plan-realized\">Fox News<\/a>).<\/p>\n<p>Although the president has repeatedly called on Congress to write bipartisan immigration reforms into law, that plea over decades has come to naught on Capitol Hill. The political potency of immigration and border security issues ahead of the 2024 elections continue to block compromise.\u00a0<\/p>\n<p>The White House commended House Democrats on Thursday for reintroducing immigration legislation that the majority opposes while criticizing conservatives in a statement from press secretary <strong>Karine Jean-Pierre<\/strong>: \u201c<em>House Republicans are playing politics and engaging in stunts that would fail to solve the challenges at our border, while also pushing deep spending cuts that would fire over 2,000 border patrol agents and decrease our border security.\u201d<\/em><\/p>\n<p>Rep. <strong>Pete Sessions<\/strong> (R-Texas), appearing on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/public.latakoo.com\/c90b0f1f1567e99c35ed2ae08eecc75a\">NewsNation\u2019s \u201cThe Hill\u201d<\/a> on Thursday, criticized the Biden administration and the president\u2019s party. <em>\u201cIt\u2019s 100 percent exactly what the Democratic Party wants to do.
