(AP Photo\/Michael Dwyer, File)<\/em><\/sub><\/figcaption><\/figure>\n<p>ChatGPT notched 266 million visits in December, its first month open to the public, according to\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.similarweb.com\/blog\/insights\/ai-news\/chatgpt-growth-flattens\/\">data from Similarweb<\/a>.\u00a0ChatGPT use has exploded since, with 1.76 billion visits in April alone.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Microsoft, which invested heavily in the OpenAI and has incorporated ChatGPT tools into its search engine Bing, has been a leading force in the AI arms race. <\/p>\n<p>Tech giant Google also launched a rival chatbot \u2014\u00a0 Bard \u2014 and on Wednesday unveiled plans to add generative AI\u00a0to its search features.\u00a0<\/p>\n<p>Google\u2019s dominance in the search market means more users could be exposed to and use the generative AI tools. Richard Blumenthal (D-Conn.), chair of the Senate Judiciary subpanel holding the hearing, said in a statement AI \u201curgently needs rules and safeguards to address its immense promise and pitfalls.\u201d\u00a0<\/p>\n<p>Sen. Josh Hawley (R-Mo.), ranking member of the subcommittee, said in a statement that AI will be \u201ctransformative in ways we can\u2019t even imagine\u201d in ways that could implicate elections, jobs and security. He called the hearing a \u201ccritical first step towards understanding what Congress should do.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>AI has also drawn the attention of top congressional leaders.<\/p>\n<p>Senate Majority Leader Chuck Schumer (D-N.Y.), who has power over what proposals advance to a floor vote, put forward a bill that aimed to create a framework for AI regulation in a way meant to increase transparency and accountability. The leader has also met recently with Tesla and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a> CEO Elon Musk to discuss AI, following news that Musk founded a new AI company.\u00a0<\/p>\n<p>In addition to Congress, the White House and regulatory agencies have signaled a focus on AI regulation.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>Last week Vice President Harris\u00a0met with heads\u00a0of four companies developing AI, including Microsoft and Google, about risks from the technology. And late last month, four government agencies put out a joint statement pleading\u00a0to enforce existing laws\u00a0that could address emerging threats from AI tech.\u00a0<\/p>\n<p>To date, most of the guidance from the government is through voluntary guidelines \u2014 leaving the industry to set the rules of the road.\u00a0<\/p>\n<p>But the industry is also warning that the government should work alongside the industry in setting rules so as not to stifle innovation in the process.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<h2><span class=\"ez-toc-section\" id=\"What_to_expect_at_the_hearing\"><\/span>What to expect at the hearing<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The hearing will feature two voices from industry, both from Altman and Montgomery.\u00a0<\/p>\n<p>A spokesperson for OpenAI declined to comment on what Altman is planning to share during the hearing.\u00a0<\/p>\n<p>Montgomery plans to discuss ways that business and government can collaborate to prioritize responsible AI development in a way that ensures innovation can thrive, according to a spokesperson for IBM.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>In\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ibm.com\/blog\/what-policymakers-need-to-know-about-foundation-models\/\">a blog post\u00a0<\/a>earlier this month, Montgomery said that policymakers should ensure that any policy framework for AI is risk-based and \u201cappropriately focused on the deployers of AI systems.\u201d<\/p>\n<p>She urged policymakers to create a framework that promotes transparency, leverages flexible approaches, differentiates between different types of business models, and studies emerging risks.\u00a0<\/p>\n<p>\u201cPolicymakers should swiftly act to better understand and mitigate the risks of foundation models while still ensuring the approach to governing AI remains risk-based and technology neutral,\u201d she wrote.<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
