{"id":574827,"date":"2023-05-17T00:47:42","date_gmt":"2023-05-16T21:47:42","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/tick-tick-tick-biden-lawmakers-fail-to-reach-breakthrough-on-debt-ceiling\/"},"modified":"2023-05-17T00:47:42","modified_gmt":"2023-05-16T21:47:42","slug":"tick-tick-tick-biden-lawmakers-fail-to-reach-breakthrough-on-debt-ceiling","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/tick-tick-tick-biden-lawmakers-fail-to-reach-breakthrough-on-debt-ceiling\/","title":{"rendered":"#Tick, tick, tick: Biden, lawmakers fail to reach breakthrough on debt ceiling"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/05\/6463f72ea1d148.69144329.jpeg?w=900\" \/><\/p>\n<div>\n<p>President Biden and congressional leaders made little progress toward securing a deal to raise the nation\u2019s debt limit at a crucial meeting Tuesday afternoon \u2014 though they did express some optimism about future talks between staff from the White House and Speaker Kevin McCarthy (R-Calif.).<\/p>\n<p>The talks hit a roadblock before the principals arrived at the White House, with McCarthy reiterating his demand to implement stricter work requirements for the Supplemental Nutrition Assistance Program (SNAP), an idea that has run into stiff Democratic resistance. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>House Democratic Leader Hakeem Jeffries (D-N.Y.) and many other Democrats dismissed the McCarthy proposal as a \u201cnonstarter,\u201d pointing out it would only save $11 billion over 10 years, hardly enough to make a dent in the nation\u2019s $31.4 trillion debt. \u00a0<\/p>\n<p>The impasse sets the stage for a dramatic two-to-three weeks of brinkmanship before the Treasury Department finally exhausts its ability to pay the nation\u2019s fiscal obligations on June 1. Treasury Secretary Janet Yellen earlier on Tuesday that time was running out to prevent a \u201ccatastrophic\u201d default.\u00a0<\/p>\n<p>McCarthy told reporters outside the White House im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely after the meeting that the two sides remain far apart, though he voiced optimism that a deal might still be reached by Friday. \u00a0<\/p>\n<p>He said the only progress made Tuesday was that Biden agreed to keep the talks more focused between the White House and the Speaker\u2019s office.\u00a0<\/p>\n<p>\u201cThe president agreed to <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>oint a couple of people from his administration to sit down and negotiate directly with my team so I found that to be productive personally. But we\u2019ve got a lot of work to do in a short amount of time,\u201d he said.\u00a0<\/p>\n<p>McCarthy later told reporters that Biden had tapped Office of Management and Budget Director Shalanda Young and White House counselor Steve Ricchetti to lead the talks with his deputy, Rep. Garret Graves (R-La.). \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The failure to achieve a breakthrough at Tuesday\u2019s meeting at the White House, where Biden hosted Congress\u2019s top four leaders, means the debt-limit standoff now moves to a more critical phase. \u00a0<\/p>\n<p>Senate Majority Leader Charles Schumer (D-N.Y.) said he took away some hope from Tuesday\u2019s meeting because he said everyone in the room agreed that a default must be avoided at all costs. \u00a0<\/p>\n<p>He criticized McCarthy after last week\u2019s meeting at the White House, accusing him of refusing to take default off the table. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Schumer also softened his demand that Senate and House Republicans agree to a clean debt-limit increase. He instead highlighted the need for what he called a \u201cbipartisan\u201d agreement. \u00a0<\/p>\n<p>\u201cThe bottom line is we all came to agreement that we were going to continue discussions,\u201d Schumer said. \u201cHopefully we can come to an agreement, we don\u2019t have much time but default is just the worst, worst alternative. Having a bipartisan bill in both chambers is the only way, the only way we\u2019re going to avoid default.\u00a0<\/p>\n<p>\u201cHakeem and I are committed to trying to get that bipartisan bill done,\u201d he added. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Reflecting the growing sense of urgency, the White House announced Tuesday that the president will cut short his <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">trip<\/a> to Asia and return to Washington Sunday to resume negotiations with Republicans as soon as possible. \u00a0<\/p>\n<p>Biden is scheduled to depart Wednesday for a trip to Japan and then plans to visit Papua New Guinea and then Sydney, Australia.\u00a0\u00a0\u00a0<\/p>\n<p>Senate Republican Whip John Thune (S.D.) warned that negotiators need to have a framework hammered out by the end of this week to give leaders in the House and Senate enough time to draft legislation and get it passed in both chambers by the June deadline. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cThey need to get the closers in there because time\u2019s a-wasting. If there isn\u2019t a deal by the end of this week, you know how long it takes to transact some of this stuff through the House and the Senate. If we really are working on a June 1 deadline, then things need to start happening fairly quickly here,\u201d he said. \u00a0<\/p>\n<p>Yellen in a letter to congressional leaders Monday doubled down on her earlier prediction that the federal government will run out of flexibility to pay its debts as early as June 1. \u00a0<\/p>\n<p>Schumer told reporters to \u201cstay tuned\u201d for <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/news\/\" data-internallinksmanager029f6b8e52c=\"2\" title=\"News\" target=\"_blank\" rel=\"noopener\">news<\/a> about whether he will cancel the weeklong Memorial Day recess, scheduled to begin on May 22, to keep lawmakers in Washington in case of a possible deal. \u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Sen. Rick Scott (R-Fla.), who has pushed Senate Republican leaders to support McCarthy more vocally in the negotiations, said Biden should cancel his Asia trip entirely. \u00a0<\/p>\n<p>\u201cI think he should not leave and he should worry about the debt limit here at home,\u201d he said. \u00a0<\/p>\n<p>Lawmakers in both parties dismissed the prospect of passing a short-term extension of the debt limit to give the two sides more time to negotiate, arguing that doing so would only set up another potential crisis later in the year.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>\u201cI still think it\u2019s a really bad idea,\u201d Thune said of a short-term extension. \u201cI just think the pressure needs to stay on the negotiators to get a deal \u2026. To me that\u2019s not an option and I\u2019m not sure there would be the votes in either the House or the Senate for a short-term extension.\u201d\u00a0<\/p>\n<p>Senate Budget Committee Chairman Sheldon Whitehouse (D-R.I.) warned that a short-term extension would only sow more uncertainty in the financial markets, which could then affect the broader economy. \u00a0<\/p>\n<p>\u201cThat rattles markets as much as anything,\u201d he said.\u00a0\u00a0\u00a0<\/p>\n<p>The day\u2019s talks got off to a rocky start when McCarthy told reporters early Tuesday that strengthening work requirements for food assistance for adults without dependent children would be a \u201cred line\u201d for him in the talks. \u00a0<\/p>\n<p>\u201cWhen you\u2019re talking about work requirements, remember what we\u2019re talking about: Able-bodied people with no dependents,\u201d he said. \u201cIt\u2019s 20 hours.\u201d\u00a0<\/p>\n<p>The Congressional Budget Office estimates that establishing new work requirements for Medicaid, SNAP and Temporary Assistance for Needy Families (TANF) would save $120 billion over the next decade. \u00a0<\/p>\n<p>But the White House has already effectively ruled out imposing new work reporting requirements on Medicaid beneficiaries, which accounts for $109 billion in savings. The proposed reforms to SNAP and TANF would amount to only $11 billion over the next decade. \u00a0<\/p>\n<p>Even so, the idea received immediate pushback from Democrats. \u00a0<\/p>\n<p>\u201cThere are already work requirements attached to SNAP,\u201d Senate Democratic Whip Dick Durbin (D-Ill.) said of McCarthy\u2019s red line. \u201cI don\u2019t know where he wants to go. Does he want children working before they receive food stamps.\u00a0<\/p>\n<p>\u201cOn its face, it\u2019s ridiculous. We have work requirements,\u201d he said.\u00a0<\/p>\n<p>Durbin said the possibility of a short-term debt-limit extension to give negotiators more time hasn\u2019t received any serious discussion in the Senate.\u00a0<\/p>\n<p>Rep. Pete Aguilar (Calif.), the chairman of the House Democratic Caucus, note at a press briefing Tuesday that the average SNAP benefit is only $6 per person per day.\u00a0<\/p>\n<p>\u201cThat\u2019s who Republicans are. They would rather cut that, or eliminate it, and take food out of the mouths of kids in order to make a political point,\u201d he said. \u00a0<\/p>\n<p>White House press secretary Karine Jean-Pierre noted that Biden supported work requirements for food assistance decades ago. \u00a0<\/p>\n<p>\u201cWhen you think about the work requirements, that\u2019s something he voted for back in the 1990s, so it\u2019s been around for some time clearly,\u201d she said. \u00a0<\/p>\n<p>Sen. Thom Tillis (R-N.C.) said he was glad to hear that there would be \u201cfewer cooks in the kitchen\u201d and the talks would be more focused between the White House and the Speaker\u2019s office.<\/p>\n<p>Senate Democrats, however, are skeptical that White House officials will be able to reach any kind of deal with McCarthy and they responded skeptically to the news that McCarthy pledged at Tuesday\u2019s meeting that a default must be avoided. \u00a0<\/p>\n<p>\u201cI do not share that optimism so long as Speaker McCarthy is one of the only people in the room and he\u2019s still got his finger on the default detonator,\u201d he said.\u00a0\u00a0\u00a0<\/p>\n<p><em>Al Weaver contributed.\u00a0<\/em><em>\u00a0<\/em><em><\/em><\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
