Mar\u00eda Elvira Salazar (R-Fla.) and Veronica Escobar (D-Texas), was unveiled Wednesday, with Republican sponsors wearing blue and\u00a0some\u00a0Democratic sponsors in red.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>The 500-page Dignity Act is seeking to become the first bipartisan immigration bill to gain traction in a decade.<\/p>\n<p>But it\u2019s packed with priorities and pitfalls for both parties, and some grumbled they were blindsided by the release of closely held legislation.<\/p>\n<p>It\u2019s a dynamic that left sponsors calling on their colleagues to give the bill a chance to be a vehicle for bipartisan reform.<\/p>\n<p>\u201cThis bill is not perfect. The minute it is released we will hear \u2026 from the left and right about all the things it does and all things it lacks and leaves undone,\u201d Rep. Hillary Scholten (D-Mich.) said at the legislation\u2019s unveiling. \u201cBut we cannot let the illusion of a perfect bill prevent us from doing what is right.\u201d\u00a0<\/p>\n<p>The legislation\u00a0includes significant resources for beefing up security at the border, a priority for the GOP, but primarily focuses on creating a 12-year pathway to citizenship at a $10,000 cost for those already in the U.S. \u2014 a priority for Democrats.\u00a0<\/p>\n<p>The legislation would\u00a0also\u00a0revise the process for seeking asylum, which has been at the center of the controversy around the removal of the COVID-era\u00a0Title 42 rule, and create new immigration options for those seeking to come to the U.S.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>It was unveiled days after the House GOP passed a border security bill without a single Democratic vote\u00a0that\u00a0guts asylum protections\u00a0and has been deemed dead on arrival in the Senate.\u00a0<\/p>\n<p>Still, even the more generous reforms\u00a0could draw opposition from Democrats.\u00a0\u00a0<\/p>\n<p>Some are already expressing concern over the \u201chumanitarian campuses\u201d where migrants would be detained for up to 60 days while their asylum case is weighed.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cCompromise is in the eye of the beholder. Who compromised more?\u201d said Rep. Salud Carbajal (D-Calif.) when asked about the bill. \u201cFrom one perspective, [it\u2019s] from the Democrat side.\u201d\u00a0<\/p>\n<p>With Congress focused on the talks to raise the debt ceiling, many members said they needed more time to digest a bill, saying they had learned of its existence at the same time as the public.\u00a0<\/p>\n<p>That surprise element ruffled the feathers of lawmakers who have been working on immigration issues for years or decades.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cEverybody else is really beside themselves on this,\u201d one Democratic source told The Hill. \u201cThis bill comes out of nowhere.\u201d\u00a0<\/p>\n<p>\u201cThey kept it under wraps and they pumped it out. \u2026 So both the D\u2019s and the R\u2019s have no idea what\u2019s going on.\u201d\u00a0<\/p>\n<p>Escobar said she\u2019s heard those concerns directly, including from members of the Congressional Hispanic Caucus (CHC).\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cI have heard from a couple of folks that the preference would have been that the CHC as a whole would have had an opportunity to weigh in,\u201d she said. \u201cBut this is a very challenging political environment, especially for Republicans who are willing to come to the table to talk about immigration reform. So we kept a pretty close hold on the language and on the bill because of the challenging political environment.\u201d\u00a0\u00a0<\/p>\n<p>\u201cIt\u2019s not a reflection of a lack of respect for anyone who\u2019s been doing this work for a long time. I\u2019m a very deferential person. And I\u2019ve always been a team player, but there\u2019s a sense of urgency in communities like mine, and I think this is a good start,\u201d she added, referring to her hometown of El Paso.\u00a0<\/p>\n<p>For the CHC, the bill drop came just two weeks after the caucus endorsed the reintroduction of the U.S. Citizenship Act, the White House-backed bill introduced two years ago that they see as the starting point for negotiations on immigration reform.\u00a0\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cI think the fact that we endorsed the U.S. Citizenship Act a week prior to that has people feeling a little bit sensitive about it,\u201d said Rep. Jes\u00fas \u201cChuy\u201d Garc\u00eda (D-Ill.).\u00a0<\/p>\n<p>While he described that bill as the \u201cmost comprehensive,\u201d he credited Escobar and Salazar for working together.\u00a0<\/p>\n<p>\u201cBipartisanship \u2014 there\u2019s something to be said about it, if you can make it h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en,\u201d Garc\u00eda said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Salazar is also expecting pushback, including from those \u201cin my Republican Party,\u201d noting\u00a0the bill includes \u201ctougher measures and higher penalties\u201d than the GOP immigration bill passed earlier this month.\u00a0<\/p>\n<p>Rep. Mark Green (R-Tenn.), who helped craft the GOP\u2019s border bill, said it was necessary to first secure the border before doing anything else.\u00a0\u00a0<\/p>\n<p>\u201cMy biggest concern about that is if we\u2019re doing something on immigration before we secure the border,\u201d he told The Hill. \u201cWe\u2019ve got to secure the border, otherwise we create incentives that people just continue to come.\u201d \u00a0<\/p>\n<p>The bill has gotten new co-sponsors since it landed, including Rep. Adriano Espaillat (D-N.Y.).\u00a0<\/p>\n<p>\u201cThe bill, going through it, has in it many of the things that I support. It has things that I\u2019m not happy with, and I hope to change,\u201d he said, declining to offer specifics.\u00a0<\/p>\n<p>\u201cBut I understand that in order to bring immigrants forward, there has to be this type of dialogue,\u201d he added.\u00a0<\/p>\n<p>Rep. Ra\u00fal Grijalva (D-Ariz.) didn\u2019t rule out supporting the measure but said moving the legislation would be difficult with the current GOP leadership.\u00a0<\/p>\n<p>\u201cI don\u2019t really see the possibilities with the people in charge of the Republican majority and the Freedom Caucus,\u201d he said.\u00a0<\/p>\n<p>\u201cI think the important message is for Democrats to try to put some solutions on the table that maybe some Republicans are going to support. That\u2019s where we\u2019re at,\u201d he said.\u00a0\u00a0<\/p>\n<p>The sponsors of the bill seemed to welcome that suggestion.\u00a0\u00a0<\/p>\n<p>\u201cThis Congress has been trying to fix immigration for 36 years,\u201d Salazar said Wednesday,\u00a0calling the bill a historic endeavor.\u00a0\u201cBut today it\u2019s a new day. And if any other member in both parties wants to work with us, or has a better idea, welcome. We\u2019re more than willing to work with them.\u201d\u00a0\u00a0<\/p>\n<p>Some in the Senate have noticed,\u00a0with Sen.
