The Senate stands ready to vote by Friday or the weekend, although there\u2019s uncertainty about how things will go in the House.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Congress is cutting it close: A U.S. default is projected for Monday. The debt debate has consumed Washington for five months, and this week\u2019s questions are not just about action by Congress, but also about what the two sides in the end might accomplish.\u00a0<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/05\/29\/politics\/chip-roy-house-rules-committee\/index.html\">CNN<\/a>: Ahead of a key House Rules Committee hearing today to consider the compromise measure, committee member Rep. <strong>Chip Roy<\/strong> (R-Texas), raised a new (disputed) wrinkle, claiming Monday that all nine GOP members on the committee must be in lockstep if a measure is to go to the full House.\u00a0<\/p>\n<p>How much are the estimated spending cuts, which Republicans used their dramatic default leverage to achieve? Although the GOP had initially called for 10 years of spending caps, the compromise includes just two years of caps and then switches to spending targets that are not bound by law \u2014 essentially described as suggestions (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/29\/business\/debt-ceiling-agreement.html\">The New York Times<\/a>). There are handshake \u201c<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/LisaDNews\/status\/1663233962783789056\">adjustments<\/a>\u201d made by negotiators for future budgeting, which don\u2019t <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ear in the legislative language released Sunday.<\/p>\n<p>Using White House estimates of the actual funding levels in the agreement, not just the levels in the legislative text \u2014 suggests it would shrink federal spending by about $55 billion next year, compared to nonpartisan Congressional Budget Office (CBO) forecasts, and by another $81 billion in 2025. If spending then returned to a growth path forecast by CBO, the total savings over a decade would be about $860 billion, according to a<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/29\/us\/politics\/debt-ceiling-economy.html\"> New York Times analysis<\/a>.<\/p>\n<p>When asked for an estimate on the net deficit reduction from the agreement, a White House official said discretionary savings are \u201clikely\u201d to be close to $1 trillion but would await the CBO\u2019s official estimate this week (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/abcnews.go.com\/Politics\/key-questions-takeaways-debt-ceiling-deal\/story?id=99660552\">ABC News<\/a>).\u00a0<\/p>\n<p>The near freeze that appears to be in the offing includes \u201cwins\u201d and concessions on both sides. In the end, it is closer to the type of federal spending deal anticipated during divided government, even if it\u2019s not what Democrats would prefer, according to a<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.washingtonpost.com\/business\/2023\/05\/27\/raise-debt-ceiling-budget\/\"> Washington Post analysis<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Speaker <strong>Kevin McCarthy<\/strong> (R-Calif.) has called the pact he championed with <strong>President Biden <\/strong>\u201ctransformational.\u201d Freedom Caucus member Roy called the deal a \u201cturd sandwich.\u201d Across the aisle, progressives are livid that companies and wealthy Americans will pay no more in taxes while low-income Americans will face additional work requirements to qualify for some federal aid. The measure would \u201cput at risk food assistance for very low-income older adults \u2026 [which] runs contrary to our nation\u2019s values and should be rejected,\u201d the left-leaning Center on Budget and Policy Priorities wrote in a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cbpp.org\/press\/statements\/debt-ceiling-agreement-reflects-improvements-over-house-bill-harmful-provisions\">statement<\/a>.\u00a0<\/p>\n<p>The two-year agreement would hold spending flat for 2024 while boosting spending for defense and veterans and capping increases at 1 percent for the year after the presidential election. It would suspend the debt limit until January 2025, meaning the Treasury Department could continue to borrow to pay bills. The package would also make policy tweaks, including by adding those work requirements for some food aid recipients and streamlining an environmental law that Republicans say has made it harder to build energy projects (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.pbs.org\/newshour\/politics\/whats-in-and-whats-out-of-the-debt-ceiling-deal-between-biden-and-mccarthy\">PBS<\/a>). The measure would fast track construction for a new natural gas pipeline from West Virginia to Virginia, a project backed by Republicans and centrist Democrat Sen. <strong>Joe Manchin<\/strong> (W.Va.).\u00a0<\/p>\n<p>The Hill and<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/05\/29\/mccarthy-debt-deal-biden-00099175\"> Politico<\/a>: Selling the debt deal. <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/punchbowl.news\/archive\/53023-punchbowl-news-am\/\">Punchbowl News <\/a>reports the president is lobbying Democratic lawmakers to back the bill. Senior White House aides and Cabinet officials have spoken with dozens of rank-and-file House Democrats and similar calls are being made to Senate Democrats.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Former <strong>President Trump<\/strong> \u2014 with whom McCarthy <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.nytimes.com\/2023\/05\/25\/us\/politics\/republicans-debt-limit-talks-biden.html\">spoke by phone<\/a> during last week\u2019s back-and-forth with the White House \u2014 has over the years been of two minds about the nation\u2019s borrowing authority. He was a proponent as president of <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.propublica.org\/article\/national-debt-trump\">escalating debt<\/a>, but he switched gears as a candidate, urging Republicans last week to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnbc.com\/2023\/05\/11\/trump-endorses-debt-ceiling-default.html\">let the country default<\/a> unless Democrats agreed to \u201cmassive\u201d spending cuts. <em>\u201cRepublicans should not make a deal on the debt ceiling unless they get everything they want (Including the \u2018kitchen sink\u2019),\u201d<\/em> Trump <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/truthsocial.com\/@realDonaldTrump\/posts\/110395981909596874\">wrote<\/a> on Truth <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Social<\/a>. <em>\u201cThat\u2019s the way the Democrats have always dealt with us. He is frequently lashing out at a familiar target: judges, and the federal agencies leading the legal inquiries against him. Trump has criticized the judge overseeing the rape and defamation civil case involving writer <strong>E. Jean Carroll<\/strong> as \u201cClinton-appointed.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>The former president has also claimed the judge handling the case brought by Manhattan District Attorney <strong>Alvin Bragg <\/strong>(D) over alleged hush money scheme \u201chates\u201d him. It is not a new tactic for Trump, who throughout his real estate career and presidency questioned the motivation or legitimacy behind court rulings. As The Hill\u2019s Lexi Lonas reports, a number of red states have introduced or passed legislation targeting certain aspects of DEI in universities, from mandatory diversity statements to entire offices, causing confusion and fear for faculty and staff.<\/p>\n<p>Texas lawmakers passed a bill Sunday that would ban DEI programs and offices at state colleges and universities (<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.texastribune.org\/2023\/05\/27\/texas-university-diversity-equity-inclusion-dei-bill-conference\/\">The Texas Tribune<\/a>). It now heads to the governor\u2019s desk, where, if signed, it would become the second such law to take effect, after a similar ban in Florida, which left colleges scrambling.<\/p>\n<p><em>\u201cI know that, for coursework and for some of the things, they\u2019re just changing the names of committees as opposed to, you know, doing away with them altogether,\u201d<\/em> said <strong>Allan Barsky<\/strong>, professor for the Sandler School of Social Work at Florida Atlantic University.<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.chronicle.com\/article\/students-and-faculty-fear-tenure-and-dei-bills-could-destroy-texas-colleges\">The Chronicle of Higher Education<\/a>: Students and faculty fear tenure and DEI bills could \u201cdestroy\u201d Texas colleges.<\/p>\n<p>Elsewhere, Republicans are exhaling a sigh of relief, The Hill\u2019s Al Weaver reports, after Pennsylvania state Sen. <strong>Doug Mastriano<\/strong> (R) surprised many by announcing that he will forgo a run for Sen. <strong>Bob Casey\u2019s<\/strong> (D-Pa.) seat and support whomever the eventual nominee is. Montana this month took some dramatic steps against TikTok, arguing the company\u2019s Chinese owner, ByteDance, could spy on Montanans.\u00a0<\/p>\n<p>To help understand TikTok and what may lie ahead, Morning Report spoke with The Hill\u2019s <strong>Rebecca Klar<\/strong>, who covers tech policy.\u00a0<\/p>\n<p><strong>Alexis:<\/strong> TikTok last week filed a federal lawsuit against Montana claiming violations of free speech from a new state law. How might its lawsuit impact TikTok\u2019s U.S. standing? Does it mean Montanans can continue using TikTok?<\/p>\n<p><strong>Rebecca:<\/strong> Montana is the first state to ban TikTok outright, taking more assertive action than other states and the federal government, which have banned the app on government-owned devices. At the same time, TikTok\u2019s battle to sue over the ban adds another hurdle to growing scrutiny of the company in states as well as in Congress. Montanans can use TikTok; the state law now challenged in federal court was to take effect in January.<\/p>\n<p><strong>Alexis: <\/strong>Is Montana right to be concerned about TikTok\u2019s ties to China?\u00a0<\/p>\n<p><strong>Rebecca:<\/strong> National security experts have said there are some reasons to be concerned but have also warned that an outright ban may not be the right course of action. A ban is difficult to enforce and there are loopholes for users to get around them, including using VPNs [virtual private networks]. Bans also pose First Amendment concerns, as TikTok has raised in its lawsuit against Montana\u2019s new law.\u00a0<\/p>\n<p>Experts have also warned that issues posed by TikTok, based on data gathered and shared by the company, are also posed by other social media companies. In that sense, critics of TikTok bans argue a more comprehensive approach, as well as a federal data privacy law, could be beneficial compared with targeting a specific company.\u00a0<\/p>\n<p><strong>Alexis: <\/strong>What happened to the nationwide TikTok bank the Biden administration had threatened?<\/p>\n<p><strong>Rebecca:<\/strong> The administration is reviewing TikTok under a process steered by the Treasury Department\u2019s interagency<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/home.treasury.gov\/policy-issues\/international\/the-committee-on-foreign-investment-in-the-united-states-cfius\"> Committee on Foreign Investment in the United States<\/a>. It began in June 2021 when Biden reversed a Trump administration order that would have banned new downloads of the app in the U.S. Few details have emerged about the review. In the meantime, the administration in March threatened to ban TikTok if owner ByteDance did not divest its stakes in the company.\u00a0<\/p>\n<p>TikTok confirmed the U.S. threat of a ban. CEO <strong>Shou Zi Chew<\/strong> testified before Congress and lawmakers proposed other potential remedies in addition to the ongoing federal review.\u00a0<\/p>\n<p><strong>Alexis:<\/strong> In March, nearly half of all senators sponsored a bipartisan bill that would ban TikTok or force a sale of the app. Since then, the urgency appears to have ebbed among lawmakers. What\u2019s the strategy in Congress?<\/p>\n<p><strong>Rebecca:<\/strong> The bipartisan RESTRICT ACT, led by Sens. <strong>Mark Warner<\/strong> (D-Va.) and <strong>John Thune<\/strong> (R-S.D.), would create a system that gives the administration the power to review and ultimately ban apps linked to foreign adversaries, which could include TikTok.\u00a0<\/p>\n<p>The bill gained more bipartisan support than other GOP-led efforts that targeted TikTok specifically.
