{"id":576800,"date":"2023-05-31T19:51:29","date_gmt":"2023-05-31T16:51:29","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/democrats-put-potential-headache-of-passing-debt-ceiling-rule-on-mccarthy\/"},"modified":"2023-05-31T19:51:29","modified_gmt":"2023-05-31T16:51:29","slug":"democrats-put-potential-headache-of-passing-debt-ceiling-rule-on-mccarthy","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/democrats-put-potential-headache-of-passing-debt-ceiling-rule-on-mccarthy\/","title":{"rendered":"#Democrats put potential headache of passing debt ceiling rule on McCarthy"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/05\/mccarthykevin_053123gn09_w.jpg?w=900\" \/><\/p>\n<div>\n<p>House Democratic leaders warned Wednesday that it will be up to Republicans to pass the rule governing the debt ceiling increase, pushing the burden onto Speaker Kevin McCarthy (R-Calif.) to rally enough Republican support on the procedural measure allowing a final vote on legislation to prevent a default.<\/p>\n<p>\u201cIn regards to the rule, it\u2019s very simple: The majority is responsible for passing the rule,\u201d Rep. Katherine Clark (D-Mass.), the Democratic whip, told reporters in the Capitol just hours before the rule vote is scheduled.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>The rule has emerged as a potential pitfall in the race to pass the bipartisan debt ceiling package \u2014 negotiated between McCarthy and President Biden \u2014 before June 5 and avoid the first-ever government default.<\/p>\n<p>As a tradition, the minority party in the House has virtually always voted against the rules that establish the parameters of debate surrounding floor votes on bills, even if the minority party supports the underlying legislation.\u00a0<\/p>\n<p>That convention could prove to be a headache for McCarthy, as a number of conservative opponents of the debt ceiling package are also weighing whether to vote also against the rule, which could prove \u2014 at least temporarily \u2014\u00a0to be the more effective strategy for blocking the bill.\u00a0<\/p>\n<p>With a razor-thin House majority, McCarthy has little room for error: He can lose only five Republicans and still pass the rule if Democrats hold their line in opposition, as they\u2019re vowing to do.\u00a0<\/p>\n<p>\u201cAs Katherine has indicated, the majority is responsible for ensuring the passage of the rule,\u201d House Minority Leader Hakeem Jeffries (D-N.Y.) said Wednesday as he stood beside Clark.\u00a0<\/p>\n<p>Still, Jeffries and his leadership team are also hailing the debt ceiling bill as a victory for Biden and the Democrats in the face of \u201chostage-taking\u201d demands from Republicans for steep spending cuts. And they\u2019re vowing not to allow the country to default.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cWe will not allow a default to h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>en,\u201d Jeffries said.<\/p>\n<p>That remark raises the possibility that Democrats would withhold their votes on the rule initially, to highlight what could be a potentially embarrassing moment for McCarthy if the rule fails, and then switch their votes to help pass the rule for the sake of preventing an economy-rattling default.\u00a0<\/p>\n<p>The rule vote is scheduled for 3:30 p.m. Wednesday afternoon, with the vote on final passage scheduled for roughly 8:30 p.m. Those times could be pushed if McCarthy struggles to pass the rule in the first round.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Passage of the final bill appears to be more certain, as lawmakers in both parties were lining up in support of the measure, despite the vowed opposition from far-left Democrats and hard-line conservatives.\u00a0<\/p>\n<p>Jeffries, who had warned that tougher work requirements for safety net programs were a \u201cnonstarter\u201d in any final deal, switched positions Wednesday to announce his support for the package, noting that the legislation also eases work requirements for certain other populations, effectively expanding eligibility for food stamps and other government programs.\u00a0<\/p>\n<p>It\u2019s unclear how many Democrats will be needed to help the majority Republicans move the package through the House.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cWe haven\u2019t gotten the precise number from the other side of the aisle yet,\u201d Jeffries said.\u00a0<\/p>\n<p>But he\u2019s vowing to provide at least 70 Democrats \u2014\u00a0and the number will likely be much higher, since Democrats are under heightened pressure to demonstrate support for Biden, whose approval rating is below 40 percent amid his run to keep the White House in next year\u2019s elections.\u00a0\u00a0<\/p>\n<p>Still, Jeffries suggested Democrats would withhold that support until McCarthy can secure two-thirds of his conference \u2014\u00a0or 148 votes \u2014 at which time Democrats will send the bill over the finish line.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cWe continue to maintain that House Republicans need to keep their commitment to produce 150 votes for the resolution that they themselves negotiated,\u201d Jeffries said. \u201cAnd when that happens, Democrats are going to make sure that there is no default.\u201d<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Media<\/a> Inc.
