Cross)<\/p>\n<p>The Speaker has defied expectations since struggling to win the gavel in January, rallying Republicans behind a host of bills advancing the party\u2019s priorities on a wide variety of issues, including immigration, energy policy and education.\u00a0<\/p>\n<p>But virtually all of those proposals were partisan messaging bills, with no hope of consideration by Democrats who control the Senate or White House. In that important respect, the debt ceiling package marked McCarthy\u2019s first major negotiation with leaders across the aisle \u2014 and the first real, must-pass bill that\u2019s moved through the House under his guidance.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>The fraught process has proven that McCarthy can not only move partisan bills through the House, but can also navigate bipartisan bills into law \u2014\u00a0all in a pressure-cooker environment when failure might have led to an economy-crushing default.\u00a0<\/p>\n<p>Rep. Patrick McHenry (R-N.C.), one of the GOP negotiators for the debt bill, said the White House had \u201cfor damn sure\u201d underestimated McCarthy.<\/p>\n<p>\u201cKevin McCarthy has always been underestimated,\u201d McHenry said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cThe White House miscalculated on this one. They misjudged the Speaker,\u201d added Rep. (Greg Nash)<\/p>\n<p>For House GOP leaders, the debt ceiling win came at the cost of strained internal relations.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Graves, who also negotiated with the White House on the deal, expressed frustration with members of the House Freedom Caucus criticizing the package \u2014 particularly Rep. Chip Roy (R-Texas).<\/p>\n<p>\u201cSome trust was lost, I\u2019m not gonna lie,\u201d Graves said. \u201cThere really was, and I\u2019m really offended.\u201d<\/p>\n<p>Graves said that the GOP criticisms \u201cplay into the hands of the White House.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cWe have some\u00a0relationship repair that needs to happen,\u201d Graves said, adding that he has talked candidly to Roy about how he feels. \u201cWe\u2019re going to need to sit down and talk and probably over several bottles of something initially.\u201d<\/p>\n<p>Roy responded to Graves\u2019s loss of trust on <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Twitter<\/a>.<\/p>\n<p>\u201cGarret and I will sit down and talk about it. He\u2019s a good man and he (and Patrick [McHenry]) worked hard on this. But this is the country we\u2019re talking about \u2013 and the bill is exactly what it is,\u201d Roy\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/chiproytx\/status\/1663966587970306062?s=20\">said<\/a>.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Frustrated conservatives also went after party leaders for ignoring their concerns, characterizing the Republicans\u2019 all-hands briefings on the package as cosmetic exercises with no real purpose.\u00a0<\/p>\n<p>Asked if GOP leaders were listening to member concerns, Rep. Cross)<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Conservative outrage about the bill not having deep enough cuts has increased the chances of McCarthy facing a GOP mutiny. Any single member can make a motion to vacate the chair \u2014 which would force a vote on removing McCarthy as Speaker.<\/p>\n<p>Rep. Dan Bishop (R-N.C.) became the first member to officially call for such a motion over the debt bill Tuesday, saying: \u201cI think it\u2019s got to be done.\u201d He did not explicitly commit to making the motion, saying he would first consult with colleagues.<\/p>\n<p>\u201cThere\u2019s 222 members of the Republican conference. Nobody in the Republican conference could have done a worse job,\u201d Bishop said of McCarthy\u2019s negotiation with the White House.<\/p>\n<p>Rep. Ken Buck (R-Colo.) echoed those gripes, saying Wednesday that McCarthy \u201cshould be concerned\u201d about a motion to vacate.<\/p>\n<p>McCarthy, for his part, has brushed aside the threat, saying he is not worried about losing his Speakership. And other confrontational conservative Republicans are putting down the idea.\u00a0<\/p>\n<p>Rep. Jim Jordan (R-Ohio), a founding member of the Freedom Caucus, said the motion to vacate is a \u201cterrible idea.\u201d And Rep. Marjorie Taylor Greene (R-Ga.) said she did not take those threats seriously. Hakeem Jeffries (D-N.Y.), the newly tapped Democratic leader, was also under heavy pressure to deliver for the party in his first major battle with a tight deadline and the economy in the balance.\u00a0<\/p>\n<p>That gave Jeffries and his leadership team the delicate task of protecting Biden, an unpopular president who\u2019s running for reelection, from charges that he gave away too much, while also giving rank-and-file members of his caucus free\u00a0rein\u00a0to air their protests with the deal \u2014 and even vote against it when it hit the floor. Pete Aguilar (Calif.), chairman of the Democratic Caucus, said Wednesday morning.\u00a0<\/p>\n<p>Jeffries also orchestrated several deft maneuvers throughout the debate.\u00a0<\/p>\n<p>In January, Democratic leaders very quietly launched the process, known as a discharge petition, to force a vote on a clean debt ceiling bill as an emergency hatch if the talks went sideways. Behind Jeffries and Rep. Cross)<\/p>\n<p>The debt limit bill erases the threat of government default until 2025 and sets top-line spending caps, but Congress still has work to do to actually fund the government before Oct. 1 or face a shutdown \u2014 a threat that\u2019s been heightened by the consternation of conservative deficit hawks dismayed by McCarthy\u2019s performance in the debt ceiling fight.<\/p>\n<p>One part of the bill aims to incentivize Congress to pass 12 regular appropriations bills by instituting a penalty for failure: an automatic 1 percent cut to discretionary programs, across the board.\u00a0<\/p>\n<p>\u201cAppropriations is where the fight is,\u201d Greene said.<\/p>\n<p>Spending will not be the only fight. Conservatives are also eying the coming 2024 budget debate as their leverage point to install favored policy priorities.<\/p>\n<p>Rep. Warren Davidson (R-Ohio) said that the only way Republicans can combat \u201cweaponized government\u201d is through the appropriations process. Greene is fighting hard for a balanced budget amendment and legislation to block any new hires at the IRS. Other Republicans have eyed defunding parts of the FBI that they find objectionable.<\/p>\n<p>\u201c\u200b\u200bWe have a chance to control spending more transparently and precisely using powerful Congressional tools such as the upcoming appropriations bills,\u201d Rep.
