{"id":577159,"date":"2023-06-03T13:00:00","date_gmt":"2023-06-03T10:00:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/mccarthy-impresses-senate-gop-with-surprise-wins-in-debt-ceiling-battle\/"},"modified":"2023-06-03T13:00:00","modified_gmt":"2023-06-03T10:00:00","slug":"mccarthy-impresses-senate-gop-with-surprise-wins-in-debt-ceiling-battle","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/mccarthy-impresses-senate-gop-with-surprise-wins-in-debt-ceiling-battle\/","title":{"rendered":"#McCarthy impresses Senate GOP with surprise wins in debt ceiling battle"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/05\/mccarthykevin_053123tc11_w.jpg?w=900\" \/><\/p>\n<div>\n<p>Speaker Kevin McCarthy (R-Calif.) is winning the trust of Republican senators who were skeptical about his ability to lead his caucus and avoid a crisis over the debt ceiling.\u00a0<\/p>\n<p>Many GOP senators expected President Biden and the Speaker to hit an implacable stalemate that would force Senate Minority Leader Mitch McConnell (R-Ky.) to step in and broker a deal, as he has in the past.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Instead, McCarthy surprised them and the rest of Washington by passing a debt limit bill through the House in late April \u2014 a move that served as a turning point, won goodwill amongst his partygoers in the upper chamber and helped put him over the top last week.\u00a0<\/p>\n<p>\u201cThe unity, the strength of that \u2014 I think that gave him great momentum coming into this to get the president to the table,\u201d said Sen. Shelley Moore Capito (R-W.Va.), a former House colleague of the Speaker. \u201cI think he comes out of this really, really strong.\u201d\u00a0<\/p>\n<p>McCarthy was staring down serious headwinds heading into the debt ceiling battle after it took him 15 rounds to win the Speakership gavel in January.<\/p>\n<p>Previous GOP leaders had been vexed by conservatives while trying to win support for legislation to raise the debt ceiling. McCarthy, who seemed to enter the debate from a weaker position, would fail, many Democrats and some Republicans believed.<\/p>\n<p>\u201cBiden was counting on his failure, and he surprised a lot of people.\u201d Sen. John Cornyn (R-Texas), a top McConnell ally, told The Hill. \u201cI don\u2019t think he\u2019ll be underestimated anymore after this. I thought he did a masterful job.\u201d<\/p>\n<p>McCarthy drove the negotiations, with McConnell, instrumental in previous deals, gladly taking a back seat.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cReally, all of the senators are <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>reciative of his candor and the way that he handled it, but obviously there\u2019s different opinions among us,\u201d said Sen. Markwayne Mullin (R-Okla.), a friend of McCarthy\u2019s who served in the House for a decade prior to his election to the Senate last year.<\/p>\n<p>\u201cWhen he was in negotiations, we had made it very clear we were going to give him all the room we could to negotiate the best bill he could,\u201d said Mullin, who backed the legislation. \u201cAll of us senators, we were staying away from it. We weren\u2019t really having demands on it \u2026 and he was appreciative to have the room to do it.\u201d<\/p>\n<p>The affable McCarthy, long known for his ability to cultivate and maintain relationships, briefed Senate Republicans on a call shortly after the deal was reached last weekend.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>One GOP source noted that most of the questions posed to McCarthy during the call were about permitting reform, which most Senate Republicans were \u201cjacked about.\u201d\u00a0<\/p>\n<p>Keeping a dialogue with Republican senators on the negotiations was consistent with a pledge McCarthy had made when to said at the annual Senate GOP retreat in February that the party\u2019s appropriators needed to work with one another.<\/p>\n<p>\u201cI don\u2019t think we\u2019ve had that good of communication between the two chambers since I\u2019ve been in office. Serving in 10 years in the House, we never had that kind of communication with the Senate,\u201d Mullin said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>McCarthy won a majority of House Republicans for the debt deal but only 17 Senate Republicans. Thirty-one voted against it \u2014 perhaps partly a reflection of the fact that the bill\u2019s passage was assured in the chamber, given Democratic support.<\/p>\n<p>Still, most GOP senators opposed to the bill weren\u2019t slamming McCarthy, who was also to move some GOP senators.<\/p>\n<p>Sen. Kevin Cramer (R-N.D.), another former House member who keeps tabs on the lower chamber by keeping up appearances in the House gym, made it clear that he was supporting the bill in large part to support the Speaker\u2019s efforts.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cI completely respect what Kevin did and I\u2019m so proud of him for getting what he got [in the agreement],\u201d Cramer said. \u201cI don\u2019t know how you could have gotten a better deal.\u201d<\/p>\n<p>Sen. Roger Marshall (R-Kan.), a former two-term House member, said that McCarthy did an \u201cincredible job,\u201d especially when it came to dealing with his party\u2019s conservative faction.\u00a0<\/p>\n<p>\u201cI think people underestimate how hard it is to work when you have such a thin margin of the majority. I\u2019ve worked a lot with folks in the Freedom Caucus in my life as well,\u201d said Marshall, who voted \u201cno\u201d in Thursday night\u2019s Senate vote. \u201cSo I truly understand. It truly is like herding cats.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cI think he got the best deal he could get based on the hand he was dealt,\u201d Marshall added.\u00a0<\/p>\n<p>McCarthy will face new challenges going forward, including during the appropriations process and government spending battle.\u00a0But he also won big points with this week\u2019s victory.<\/p>\n<p>\u201cHe did well. He just had to keep it moving and he kept it moving,\u201d said Sen.
