appropriators<\/a><\/li><\/ul><\/nav><\/div>\n<p>WASHINGTON \u2212 The bipartisan deal President Joe Biden and House Speaker Kevin McCarthy negotiated to end the debt ceiling standoff had a clear winner. Americans no longer have to worry the U.S. will default on its debt in coming days, an unprecedented event that would have damaged the global economy, diminished U.S. standing in the world and reduced household wealth.<\/p>\n<p>But the deal Congress passed Thursday night didn\u2019t please everyone.<\/p>\n<p>Here\u2019s a look at who came out the best, and the worst, from the months-long saga.<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Winners\"><\/span>Winners<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"House_Speaker_Kevin_McCarthy\"><\/span><strong>House Speaker Kevin McCarthy<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>McCarthy is perhaps the biggest political winner out of the debt-ceiling fight, overcoming discontent from the right flank of his party and squeezing spending concessions out of the White House after Biden initially refused to negotiate over the debt ceiling.<\/p>\n<p>McCarthy proved he can unite most of the Republican conference even with members of the House Freedom Caucus threatening to oust him from his speakership.<\/p>\n<p>Their outcries about McCarthy\u2019s debt-ceiling deal with Biden ended up being noise with little thump. All but a handful of the roughly 40 Freedom Caucus members voted against the debt ceiling deal, producing about half of the Republican no votes. Most Republicans, 149, voted for the bill.<\/p>\n<p>Still, despite his big moment, unrest among hardline conservatives remains and the fight over his speakership might not be over. Even though the deal passed, some Freedom Caucus members said McCarthy&#8217;s deal-making with Biden could be grounds for a motion to vacate his speakership based on Republican rules he accepted to secure his speakership.\u00a0<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"President_Joe_Biden\"><\/span><strong>President Joe Biden<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Can the leaders of both parties really be winners in the same standoff?<\/p>\n<p>In this unique case, yes.<\/p>\n<p>Biden didn\u2019t get the \u201cclean\u201d debt limit bill he\u2019d asked for, but he avoided a default without having to accept Republicans\u2019 biggest demands, including major changes to the climate provisions in last year\u2019s Inflation Reduction Act.<\/p>\n<p>The administration also mitigated the impact in other areas, particularly offsetting an expansion of work requirements for food stamp recipients with an exemption for some vulnerable groups that, overall, slightly increase food stamp assistance.<\/p>\n<p>The agreement burnishes Biden\u2019s credentials as a bipartisan deal maker while preventing a huge hit to the economy that could have jeopardized his re-election bid.<\/p>\n<p>But the <a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:7;pos:1\" href=\"https:\/\/www.fitchratings.com\/research\/sovereigns\/despite-debt-limit-agreement-us-aaa-rating-remains-on-negative-watch-02-06-2023\">rating agency Fitch said Friday<\/a> it&#8217;s maintaining its warning of a potential credit downgrade because &#8220;repeated political standoffs around the debt-limit&#8230;lowers confidence in governance on fiscal and debt matters.&#8221;<\/p>\n<p><strong>Related: <\/strong>Biden scores win with debt ceiling deal; progressive revolt or shutdown can&#8217;t be ruled out<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Social_Security_and_Medicare_recipients\"><\/span><strong>Social Security and Medicare recipients<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The deal doesn\u2019t touch <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Social<\/a> Security or Medicare, despite the fact that they\u2019re among the biggest categories of spending and a major driver of the projected growth in the federal debt.<\/p>\n<p>Biden, early on, challenged Republicans to stay away from those popular programs \u2013 and they did.<\/p>\n<p>On Medicaid, the health care program for lower-income Americans, Republicans wanted to impose work requirements for some recipients. But that was not include in the final deal.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/media.zenfs.com\/en\/aol_usatoday_us_articles_590\/ed68668305850a02d15c8c48d540ce69\" alt=\"President Joe Biden speaks about his administration's plans to protect Social Security and Medicare and lower healthcare costs, Feb. 9, 2023, at the University of Tampa.\" data-uuid=\"d1295c5b-3c56-39c2-8099-390e5dad4599\"><figcaption><\/figcaption><\/figure>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Veterans\"><\/span><strong>Veterans<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>After the GOP-controlled House passed its package of spending cuts in April, one of the administration\u2019s main attacks was how it could hurt military veterans. The bipartisan agreement newly exempts veterans from work requirements for food stamp recipients and fully funds medical care for veterans at the level Biden had proposed for next year. That includes about $20 billion in care for veterans who have been exposed to toxic substances or environmental hazards.<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"High-income_earners_and_corporations\"><\/span><strong>High-income earners and corporations<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>During negotiations with McCarthy, Biden pushed for revenue increases through higher taxes on the wealthiest Americans and corporations while closing certain tax loopholes.\u00a0<\/p>\n<p>Democrats wants to end some of the tax cuts passed in 2017 during the Trump administration. But the debt-ceiling deal passed by Congress includes no tax changes and leaves Trump&#8217;s tax cuts intact.\u00a0<\/p>\n<p>With the tax system untouched, Biden is likely to make his call for millionaires and corporations to &#8220;pay their fair share&#8221; in taxes a centerpiece of his reelection campaign.\u00a0<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/media.zenfs.com\/en\/aol_usatoday_us_articles_590\/3c61685d917a3ec7280c203cae1ad0e7\" alt=\"Jon Stewart joins veterans, military family members and advocates at the Capitol on Aug. 1, 2022, calling for senators to vote for a bill designed to help millions of veterans exposed to toxic substances during their military service.\" data-uuid=\"0afe8faa-e89a-30bd-ac1f-4ffb98dac880\"><figcaption><\/figcaption><\/figure>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Losers\"><\/span>Losers<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Older_food_stamp_recipients\"><\/span><strong>Older food stamp recipients<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Some able-bodied adults without dependent children will be subject to tougher work requirements if they want food assistance. Instead of ending at age 49, the requirements would gradually extend up to age 54 by 2025. After 2030, however, the maximum age would revert back to 49 unless Congress extends the provision.<\/p>\n<p>Also, veterans, homeless people and young people who have aged out of foster care would be newly exempted from work rules. As a result, slightly more people overall are expected to benefit from food assistance, according to the nonpartisan Congressional Budget Office.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/media.zenfs.com\/en\/aol_usatoday_us_articles_590\/eb3a174fee3837f96d032568a343343b\" alt=\"A sign advertises a program that allows food stamp recipients to use their EBT cards to shop at a farmer's market in Topsham, Maine.\" data-uuid=\"e0db626e-a6d5-372f-8c9b-d9c64e6547ea\"><figcaption><\/figcaption><\/figure>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"IRS\"><\/span><strong>IRS<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>After Democrats boosted IRS funding last year to improve customer service and go after tax cheats, the deal takes a chunk of that new money back. The administration also agreed to repurpose $20 billion in IRS funding for other nondefense programs over the next two years.\u00a0<\/p>\n<p>The White House says the rescinded funds would\u2019ve been used in later years of the 10-year budget window and the deal won\u2019t \u201cfundamentally change\u201d IRS plans for the next few years.\u00a0<\/p>\n<p>Still, the <a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:16;pos:1\" href=\"https:\/\/protect-us.mimecast.com\/s\/NZL3CXDXZofMPMn2gFkfoSX?domain=p.feedblitz.com\">CBO estimates<\/a> the deal will reduce by $2.3 billion the amount of taxes the IRS would\u2019ve been able to collect from better enforcement through 2033. The amount of lost revenue is estimated to be greater than the budget savings, resulting in an increase to the deficit.\u00a0<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Environmental_advocates\"><\/span><strong>Environmental advocates<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Environmental advocates are furious the package fast-tracks a controversial natural gas pipeline in <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">App<\/a>alachia at the request of Sen. Joe Manchin, D-W.Va., and speeds up the process for energy projects.<\/p>\n<p>White House officials argued that the faster approval process will accelerate the transition to a \u201cclean energy future.\u201d<\/p>\n<p>They also say they stopped Republicans from gutting many of the landmark renewable energy tax breaks included in last year\u2019s Inflation Reduction Act. But environmentalists weren\u2019t having it.<\/p>\n<p>\u201cPaying our bills is not a tool to hold our country hostage or capitulate to special interests intent on destroying the planet,\u201d <a rel=\"nofollow noopener\" target=\"_blank\" data-i13n=\"cpos:17;pos:1\" href=\"https:\/\/twitter.com\/BenJealous\/status\/1664467345270513665\">tweeted Ben Jealous, executive director of the Sierra Club<\/a>.<\/p>\n<figure><img decoding=\"async\" src=\"https:\/\/media.zenfs.com\/en\/aol_usatoday_us_articles_590\/9d55f3b9ae9a04418c761435f75019ab\" alt=\"Construction crews bore beneath U.S. 221 in Roanoke County, Va., to make a tunnel through which the Mountain Valley Pipeline will pass under the highway.\" data-uuid=\"219e1543-fd32-3f37-95ac-50b1d0650483\"><figcaption><\/figcaption><\/figure>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Student_loan_borrowers\"><\/span><strong>Student loan borrowers<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Student loan borrowers, who have been granted pauses from their monthly payments during the pandemic, would have to resume payments after August.  That\u2019s in line with what the Biden administration had previously announced. But putting the end date into law prevents the president from reversing course.<\/p>\n<p>While Biden did not agree to Republicans\u2019 demand that he rescind his program to forgive student loan debt for millions of Americans, the future of that program rests in the hands of the Supreme Court. A decision is expected this month.<\/p>\n<p><strong>More: <\/strong>&#8216;Massive new program&#8217;: Supreme Court majority signals skepticism over Biden&#8217;s student loan forgiveness plan<\/p>\n<h2 class=\"presto-h2\"><span class=\"ez-toc-section\" id=\"Congressional_appropriators\"><\/span><strong>Congressional appropriators<\/strong><span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The deal limits how much Congress can spend through the 12 spending bills it must pass annually to keep the government running. But it will be up to the lawmakers who write those bills to figure out how to make the math work, a task made even harder in a divided government. And if they can\u2019t do it, an automatic 1% spending cut kicks in.<\/p>\n<p>Several Democrats on the House Appropriations Committee voted against the deal, including the top Democrat, Connecticut Rep.
