Adam Schiff (D-Calif.), voting for a Democratic-led motion to table the measure.<\/p>\n<p>The chamber voted 225-196-7 to table the resolution.\u00a0Twenty Republicans voted with Democrats to table the measure, while seven lawmakers \u2014 five Democrats, two Republicans \u2014 voted present.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>\u201cI think it says that Trump and his MAGA supporters view me as a threat,\u201d Schiff said shortly after the resolution was tabled. \u201cThere\u2019s a reason they signaled me out \u2014\u00a0they think I was effective in holding them accountable. And they won\u2019t stop me.\u201d<\/p>\n<p>\u201cAnd I think frankly this [is] deeply counterproductive to that goal but that\u2019s their aim, to go after anybody that stands up to them, to try to make an example out of them. But it\u2019s not gonna deter me for a moment,\u201d he added.<\/p>\n<p>Rep. Anna Paulina Luna (R-Fla.) introduced the censure measure in May but brought it to the floor as a privileged resolution\u00a0on Tuesday, forcing the House to take action on the legislation. Democratic leadership motioned to table the measure, which requires a simple majority vote.<\/p>\n<p>The effort by House Republicans to censure Schiff is the latest iteration of the conference\u2019s longtime crusade against the California Democrat, who became a bogeyman to the right after spearheading efforts against former President Trump while he was in the White House.<\/p>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1400\" height=\"787\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/06\/AP23032776718474-e1686366046610.jpg?w=900\" alt=\"\" class=\"wp-image-4043492\" srcset=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/06\/AP23032776718474-e1686366046610.jpg 1400w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/06\/AP23032776718474-e1686366046610.jpg?resize=876,492 876w\" sizes=\"auto, (max-width: 899px) 100vw, 876px\"><\/figure>\n<p class=\"has-small-font-size\"><em>A resolution to censure Rep. Schiff was also at the forefront of Democratic accusations that Trump colluded with Russia during the 2016 presidential campaign.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>In January, Speaker Kevin McCarthy (R-Calif.) blocked Schiff and\u00a0Rep. Eric Swalwell (D-Calif.) from serving on the Intelligence panel, following through on a promise he made before securing the Speaker\u2019s gavel. He said the decision was made \u201cin order to maintain a standard worthy of this committee\u2019s responsibilities.\u201d<\/p>\n<p>And in May, Luna filed a resolution\u00a0to expel Schiff, who is running for Senate, from the House.<\/p>\n<p>As Schiff was speaking to reporters in the Capitol following the vote, Luna walked by and announced that she is planning to file another resolution to censure the California Democrat next week.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cI\u2019ll be filing to censure you next week,\u201d she said. \u201cAnd we\u2019ll get the votes for that.\u201d<\/p>\n<p>Asked about the interaction, Schiff said \u201cthis is what it takes to ratify Donald Trump.\u201d<\/p>\n<p>Luna\u2019s <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.congress.gov\/118\/bills\/hres489\/BILLS-118hres489ih.pdf\">censure resolution<\/a>, which spans four pages, calls for censuring and condemning Schiff \u201cfor conduct that misleads the American people in a way that is not befitting an elected Member of the House of Representatives.\u201d It would also direct the Ethics Committee to conduct an investigation into Schiff\u2019s \u201clies, misrepresentations, and abuses of sensitive information.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">\n<h3><span class=\"ez-toc-section\" id=\"More_Adam_Schiff_coverage_from_The_Hill\"><\/span>More Adam Schiff coverage from The Hill<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<hr class=\"wp-block-separator has-alpha-channel-opacity\">Luna, a staunch Trump ally, brought the measure to the floor as a privileged resolution the same day the former president pleaded not guilty\u00a0to 37 counts brought against him by the Department of Justice as part of the investigation into his handling of classified documents. Prosecutors allege that Trump willfully retained classified records and then obstructed efforts by authorities to collect them.<\/p>\n<p>In a letter to Democratic colleagues on Tuesday, Schiff argued that Luna was forcing a vote on the censure resolution \u2014\u00a0which he called \u201cfalse and defamatory\u201d \u2014\u00a0to distract from Trump\u2019s legal woes. He said it would discipline him for his work \u201cholding Donald Trump accountable.\u201d<\/p>\n<p>\u201cThis partisan resolution to censure and fine me $16 million is only the latest attempt to gratify the former President\u2019s MAGA allies, and distract from Donald Trump\u2019s legal troubles by retaliating against me for my role in exposing his abuses of power, and leading the first impeachment against him,\u201d he wrote.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cThe intent of this resolution goes far beyond me and my role leading investigations of Donald Trump, and his first impeachment \u2014 an effort I would undertake again, and in a heartbeat, if it were necessary,\u201d he later added. \u201cThis resolution plainly demonstrates the lengths our GOP colleagues will go to protect Donald Trump\u2019s infinite lies \u2013 lies that incited a violent attack on this very building.\u201d<\/p>\n<div class=\"nlp-ignore-block article-content rich-text\">\n<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apple.news\/T7zM9N_S2SDKHQ2PypEf8AQ?subscribe=1\">Sign up for the latest from The Hill here<\/a>\n<\/div>\n<p>Schiff also asserted that the censure resolution was \u201ca clear attack on our constitutional system of checks and balances.\u201d<\/p>\n<p>\u201cOnce again, our GOP colleagues are using the leverage and resources of the House majority to rewrite history and promulgate far-right conspiracy theories \u2014 all to protect and serve Donald Trump,\u201d he wrote.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>In comments following the vote, Schiff said spending time on the floor to vote on the censure resolution was an abuse of the chamber\u2019s resources, and argued that it was a reflection of the lack of control McCarthy has over the chamber.<\/p>\n<p>\u201cBut to use the House floor time this way is such an abuse of the resources of the House,\u201d Schiff said, \u201cand it shows how little control McCarthy has over the place that this even came to the floor.\u201d<\/p>\n<p>The resolution, which has 10 GOP cosponsors, zeroes in on Schiff\u2019s previous comments about collusion between Trump and Russia. It cites the report from special counsel John Durham, released last month, that offered a scathing assessment of how the FBI launched and conducted an investigation into Trump\u2019s ties to Moscow, concluding that authorities did not have sufficient information to begin the case.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>It argues that Schiff \u201cabused\u201d the trust he was afforded as chair and ranking member of the Intelligence Committee.<\/p>\n<p>\u201cBy repeatedly telling these falsehoods, Representative Shiff purposely deceived his Committee, Congress, and the American people,\u201d the resolution reads.<\/p>\n<p>The measure also includes a non-binding \u201cwhereas\u201d clause that says if the Ethics Committee finds that Schiff \u201clied, made misrepresentations, and abused sensitive information\u201d that he should be fined $16 million. Luna said that dollar figure is half the amount of money that American taxpayers paid to fund the investigation into potential collusion between Trump and Russia.<\/p>\n<p>The Justice Department in August 2019 said the investigation by special counsel Robert Mueller cost $32 million.<\/p>\n<p>Luna\u2019s call for financial action was a point of concern for Rep. Thomas Massie (R-Ky.), who signaled ahead of the vote that he would support a motion to table the resolution. He argued that the fine would violate the Constitution.<\/p>\n<p>\u201cAdam Schiff acted unethically but if a resolution to fine him $16 million comes to the floor I will vote to table it. (vote against it)\u201d Massie wrote on <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/twitter.com\/RepThomasMassie\/status\/1668967474165891073?s=20\">Twitter<\/a>.<\/p>\n<p>\u201cThe Constitution says the House may make its own rules but we can\u2019t violate other (later) provisions of the Constitution.
