If passed, that move could hinder Democrats\u2019 efforts to enshrine abortion rights in the state constitution in a potential ballot box measure in November.<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Florida, South Dakota and Arizona are also battlegrounds for whether abortion is restricted or protected as states continue to contend with the Supreme Court\u2019s decision to overturn Roe v. Wade last summer.<\/p>\n<p>\u201cI think one thing that\u2019s been true post-Dobbs is not only the anger and frustration among voters and people in this country about the politicians making decisions about our futures, but a sense of helplessness,\u201d said Sarah Standiford, national campaign director at Planned Parenthood Action Fund.\u00a0<\/p>\n<p>\u201cOne thing that we are and that we\u2019ll always evangelize is that we have the opportunity as people in this country to demand access, and we\u2019re going to fight everywhere,\u201d she continued.\u00a0\u00a0<\/p>\n<p>In Ohio, early voting is already underway in the election on whether to make it harder to amend the state\u2019s constitution. The proposed resolution would raise the voting requirement to 60 percent, up from a simple majority.<\/p>\n<p>The August election, generating bipartisan criticism, comes as abortion rights advocates are looking to <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.ohiosos.gov\/globalassets\/ballotboard\/2023\/the-right-to-reproductive-freedom-with-protections-for-health-and-safety.pdf\">put a proposed amendment to voters in November<\/a>\u00a0that would enshrine abortion protections in the state constitution.<\/p>\n<p>Ohioans United for Reproductive Rights submitted more than 700,000 signatures this month to place the measure on the Nov. 7 ballot \u2014 exceeding the requirement of 413,446 signatures. The state\u2019s secretary of state has until July 25 to certify the signatures.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Abortion is currently legal until 22 weeks of pregnancy in Ohio after a judge blocked a six-week ban, which went into effect after Roe v. Wade was overturned.<\/p>\n<p>But Ohio is not alone in putting constitutional amendments \u2014 either to protect or restrict abortion access \u2014 before voters.<\/p>\n<p>In South Dakota, the organization Dakotans For Health is collecting signatures to get an abortion rights measure before voters in 2024. The state enacted a \u201ctrigger law\u201d following the fall of Roe last year, banning the medical procedure except in cases where the life of the mother is in danger.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>The\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/sdsos.gov\/elections-voting\/assets\/2024CARickWeilandabortionpetition.pdf\">proposed constitutional amendment says<\/a>\u00a0that South Dakota \u201cmay not regulate a pregnant woman\u2019s abortion decision and its effectuation\u201d before the end of the first trimester.<\/p>\n<p>\u201cAfter the end of the first trimester and until the end of the second trimester, the State may regulate the pregnant woman\u2019s abortion decision and its effectuation only in ways that are reasonably related to the physical health of the pregnant woman,\u201d the ballot measure notes.\u00a0<\/p>\n<p>\u201cAfter the end of the second trimester, the State may regulate or prohibit abortion, except when abortion is necessary, in the medical judgment of the woman\u2019s physician, to preserve the life or health of the pregnant woman,\u201d it continues.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Dakotans for Health co-founder Rick Weiland explained that while they don\u2019t have any Democratic statewide officeholders, \u201cwe do have the initiative process.\u201d<\/p>\n<p>\u201cAnd we\u2019ve been very successful at using it to get things that the people of South Dakota want that they can\u2019t get out of their state legislature,\u201d he added.<\/p>\n<div class=\"nlp-ignore-block article-content rich-text\">\n<div class=\"nlp-ignore-block article-content rich-text\">\n<aside class=\"promo-link\">\n        The Hill Elections 2024 coverage<br \/>\n<\/aside>\n<\/div>\n<\/div>\n<p>In Florida, the coalition Floridians Protecting Freedom is also collecting signatures to put a constitutional amendment on the ballot next year. Now, the state bans abortion after 15 weeks with several exceptions.<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>The<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/initiativepetitions.elections.myflorida.com\/InitiativeForms\/Fulltext\/Fulltext_2307_EN.pdf\">\u00a0text of the ballot measure says<\/a>\u00a0that \u201cno law shall prohibit, penalize, delay, or restrict abortion before viability or when necessary to protect the patient\u2019s health, as determined by the patient\u2019s healthcare provider,\u201d and its summary notes the amendment wouldn\u2019t change \u201cthe Legislature\u2019s constitutional authority to require notification to a parent or guardian before a minor has an abortion.\u201d\u00a0<\/p>\n<p>Despite facing political headwinds \u2014 Florida Republicans currently hold the governor\u2019s office and the Senate and House \u2014 abortion rights proponents say voters are on their side.<\/p>\n<p>\u201cI don\u2019t think that [abortion rights opponents] have a winning path because everyone \u2014 I don\u2019t care how old you are, I don\u2019t care what color you are, I don\u2019t care what political affiliation you are \u2014 everyone is noticing that there are literal patients dying \u2026 and they also believe that the government interference is a problem,\u201d said Sarah Parker, president of Women\u2019s Voices of Southwest Florida.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Groups in Arizona and Missouri also are in the process of getting abortion rights ballot measures in front of voters next year. The efforts have expectedly drawn criticism from abortion opponents, including Brian Westbrook, executive director and founder of the anti-abortion group Coalition Life, who called it \u201ca matter of desperation from the other side.\u201d<\/p>\n<p>At the same time, abortion rights opponents are also moving to get their constitutional amendments in front of voters.<\/p>\n<p>In Florida, Protect Human Life Florida is <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/initiativepetitions.elections.myflorida.com\/InitiativeForms\/Fulltext\/Fulltext_2203_EN.pdf\">looking to amend the state\u2019s constitution to include<\/a>, \u201cthe right to life of the preborn individual is God\u2010given, thus unalienable and recognized accordingly. Therefore, it shall not be infringed at any stage of development.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>The proposed ballot initiative, which would be slated for 2024, defines a \u201cpreborn individual\u201d as \u201ca preborn human person at any stage of development\u201d and offers several exceptions.<\/p>\n<p>Iowa lawmakers\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.legis.iowa.gov\/legislation\/BillBook?ba=HJR%205&amp;ga=89\">were considering a proposed state constitutional amendment<\/a> that would \u201cdeclare that this Constitution does not recognize, grant, or secure a right to abortion or require the public funding of abortion.\u201d<\/p>\n<p>To come before voters, the amendment needs to be <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>roved in two legislative sessions in a row. It was approved last legislative session.<\/p>\n<p>A spokeswoman for the Iowa Republican House caucus told The Hill in a statement that no decision regarding the next im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>te steps in the constitutional amendment has been made, noting, \u201cWe will return for our next Legislative Session in January and will continue to work on legislation that protect life, support new parents and strengthen Iowa families.\u201d<\/p>\n<p>Likewise, Pennsylvania could see a <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.legis.state.pa.us\/cfdocs\/legis\/PN\/Public\/btCheck.cfm?txtType=PDF&amp;sessYr=2021&amp;sessInd=0&amp;billBody=S&amp;billTyp=B&amp;billNbr=0106&amp;pn=1857\">proposed amendment<\/a> to add that the state constitution \u201cdoes not grant the right to taxpayer-funded abortion or any other right relating to abortion.\u201d<\/p>\n<p>Though that language passed the state legislature last session, it would need to be passed through the state legislature in two consecutive legislative cycles to go before voters. The state GOP House and Senate caucuses confirmed to The Hill that efforts around a potential abortion constitutional amendment have been paused.<\/p>\n<p>\u201cThat has not been the focus of any constitutional amendment movement this session,\u201d Jason Gottesman, spokesman for the Pennsylvania House Republican Caucus, told The Hill in a statement.<\/p>\n<p>Anti-abortion rights groups are already gearing up to go toe-to-toe with groups trying to enshrine abortion protections in their state constitutions.<\/p>\n<p>\u201cWe have filed public comments where there\u2019s been an opportunity to do so. We also are evaluating different options as far as the type of canvassing \u2014 TV, digital, mail ads that we\u2019ve done in previous campaigns,\u201d said Katie Daniel, state policy director at\u00a0Susan B. Anthony Pro-Life America.<\/p>\n<p>While the issue of abortion has galvanized voters toward Democrats in recent elections, some abortion rights opponents are hoping the same will happen for them.<\/p>\n<p>\u201cI think more pro-life people are going to turn out and you\u2019re going to see that \u2014 maybe some of the pro-lifers who stayed home or pro-lifers who weren\u2019t that thrilled the last election cycle, I think you\u2019re going to see them turn out in droves,\u201d said Lynda Bell, Florida Right to Life president.\u00a0<\/p>\n<p>But abortion rights activists believe voters across the political spectrum support access to the procedure. <\/p>\n<p>\u201cI think that it would make me more nervous if I didn\u2019t know how badly people want to have this amendment. If I didn\u2019t understand that everybody \u2014 Democrats, Republicans, independents \u2014 that all of us understand what\u2019s at stake when we remove reproductive freedom,\u201d said Amy Fitch-Heacock, whose Arizonans for Reproductive Freedom group is looking to put an issue on the ballot next year.<\/p>\n<p>\u201cI realize that there will be people from an incited base who will turn out to vote but the reality is that we still outnumber them,\u201d she added.<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
