Campaigns had two weeks past the end of the second quarter to report their contributions to the Federal Elections Commission.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>Here are the winners and losers\u00a0from the second fundraising quarter of 2023:\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Winners\"><\/span>Winners<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h3><span class=\"ez-toc-section\" id=\"Joe_Biden\"><\/span>Joe Biden\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>President Biden\u2019s fundraising numbers are more than double that of former President Trump and any other\u00a0candidate, giving him a majorly successful second quarter and first few months of his reelection bid.\u00a0<\/p>\n<p>Biden\u2019s reelection campaign\u00a0raised $72 million\u00a0in the second quarter, an impressive total for a candidate whose polls have shown voters do not want him to run for reelection. The campaign said Biden also has $77 million in cash on hand, which it said was the most \u201camassed by a Democrat at any comparable point in\u00a0history.\u201d\u00a0<\/p>\n<p>Doubts have swirled around Biden\u2019s candidacy since before he jumped into race, with his favorability rating mostly staying in the low 40s and\u00a0concerns about his age and mental acuity. But his fundraising numbers might be telling a different story among voters.<\/p>\n<p>The campaign said\u00a0nearly\u00a0400,000\u00a0donors\u00a0made 670,000 donations across all entities, including the Democratic National Committee and joint fundraising committees. It said 30 percent of all donors did donate to Biden\u2019s campaign in 2020.\u00a0<\/p>\n<p>\u201cWhile Republicans are burning through resources in a divisive primary focused on who can take the most extreme MAGA positions, we are significantly outraising every single one of them \u2014 because our team\u2019s strength is our grassroots supporters,\u201d campaign manager Julie Ch\u00e1vez Rodr\u00edguez said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<h3><span class=\"ez-toc-section\" id=\"Donald_Trump\"><\/span>Donald Trump\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Former President Trump is easily the biggest\u00a0GOP\u00a0winner in the fundraising quarter and the primary race\u00a0so far.\u00a0<\/p>\n<p>His campaign and super PAC\u00a0raked in more than $35 million during the second quarter, significantly more overall than any other Republican candidate.\u00a0That is about double what his joint fundraising committee, made up of his campaign and super PAC,\u00a0raised during the first quarter.\u00a0<\/p>\n<p>Trump has also consistently led the pack of GOP challengers for the nomination by double digits, and his closest competitor, Florida Gov. Ron DeSantis, has been unable to close\u00a0in on\u00a0the former president.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>Both of these\u00a0developments come as Trump became the first former president to be\u00a0criminally\u00a0charged\u00a0on the\u00a0state\u00a0and\u00a0federal level.\u00a0<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Democrats_in_competitive_Senate_races\"><\/span>Democrats in competitive Senate races\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Many Democrats running in what are expected to be competitive Senate races brought in millions of dollars in donations this quarter.\u00a0<\/p>\n<p>The party is facing a steep 2024 Senate election map that gives more pickup opportunities to\u00a0Republicans\u00a0than Democrats as the GOP will try to retake the upper chamber.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Sens. Jon Tester (D-Mont.) and Sherrod Brown (D-Ohio) are\u00a0likely two\u00a0of the most significant targets for the GOP, with\u00a0both\u00a0representing\u00a0states that voted for Trump in 2016 and 2020.\u00a0But Tester\u00a0raised $5 million, his best second-quarter fundraising total ever in a nonelection year,\u00a0and\u00a0Brown\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/themessenger.com\/politics\/sherrod-brown-announced-raising-5-million-in-second-quarter\">brought in the same<\/a>.\u00a0<\/p>\n<p>Other incumbent Democrats running for reelection in battleground states raised millions.<\/p>\n<p>Pennsylvania Sen. Bob Casey\u00a0received $4 million, the most in a fundraising quarter in his career, while Wisconsin Sen. Tammy Baldwin\u00a0raised $3.2 million, the most in a Wisconsin Senate race in a nonelection year.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>Democratic challengers trying to win a Senate seat for the first time also\u00a0put up\u00a0big numbers.<\/p>\n<p>Rep. Colin Allred (Texas)\u00a0raised nearly $6.2 million\u00a0in his race to unseat Sen. Ted Cruz (R) in just the first two months of his campaign, much more than Cruz\u2019s 2018 Democratic challenger, Beto O\u2019Rourke, had at this time in his candidacy.\u00a0<\/p>\n<p>Rep. Ruben Gallego (D-Ariz.)\u00a0is running to oust Sen. Kyrsten Sinema, who was elected\u00a0in 2018\u00a0as a Democrat but\u00a0became an independent.\u00a0Sinema has not announced whether she will run for reelection yet, but Gallego\u00a0took\u00a0in $3.1 million\u00a0this quarter, adding to $3.7 million from the first quarter.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<h3><span class=\"ez-toc-section\" id=\"Ron_DeSantis\"><\/span>Ron DeSantis\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Florida Gov. Ron DeSantis\u00a0raised an impressive $20 million for his campaign while\u00a0only formally being a candidate for six weeks before the second quarter ended. His campaign said that is the largest filing for a non-incumbent Republican candidate in the first quarter of their candidacy in more than a decade.\u00a0<\/p>\n<p>The super PAC supporting DeSantis, Never Back Down, also\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.foxnews.com\/politics\/desantis-hauls-in-20-million-fundraising-first-six-weeks-2024-gop-presidential-campaign\">told Fox News<\/a>\u00a0it raised $130 million since the committee launched in March.\u00a0<\/p>\n<p>DeSantis is the only GOP presidential candidate whose fundraising keeps close to Trump\u2019s, but some parts of his fundraising numbers and recent polling could give him reasons to be concerned.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>Never Back Down\u2019s\u00a0fundraising total is significantly higher than that of any other GOP candidate\u2019s super PAC, but almost two-thirds \u2014 $82.5 million \u2014 <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.cnn.com\/2023\/06\/13\/politics\/desantis-money-super-pac-transfer\/index.html\">was transferred<\/a>\u00a0from his state political committee last month.\u00a0<\/p>\n<p>Donations to DeSantis surged in the first 24 hours after he announced his run, with his campaign raising $8.2 million.\u00a0But that\u2019s 40 percent of his total over the course of six weeks,\u00a0and\u00a0his pace of fundraising has slowed.\u00a0<\/p>\n<p>The governor has also struggled to\u00a0make gains on\u00a0the former president in the polls.\u00a0Republican strategists have expressed concerns\u00a0about his viability to defeat Trump.\u00a0<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Joe_Manchin\"><\/span>Joe Manchin\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Sen. Joe Manchin (D-W.Va.)\u00a0has not officially decided whether he will run for a\u00a0third term in the Senate, but he brought in more than either of his two potential major GOP opponents for the seat,\u00a0raising $1.3 million\u00a0in quarter two.\u00a0<\/p>\n<p>The super PAC affiliated with him as a candidate, Country Roads PAC, added on $400,000 from the past quarter. Those figures brought his cash on hand up to $10.7 million and his super PAC\u2019s money in the bank to $2.2 million.\u00a0<\/p>\n<p>West Virginia Gov. Jim Justice (R) <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ears to be the early front-runner for the Republican nomination, but he\u00a0fell short of Manchin\u2019s total by a few hundred thousand dollars, only\u00a0receiving about $935,000. Manchin significantly outpaced Rep. Alex Mooney (R), who raised $550,000.\u00a0<\/p>\n<p>Manchin\u00a0has also refused to rule out\u00a0running\u00a0as a third-party\u00a0candidate for president, a possibility that has concerned some Democrats who would view it as a spoiler for Biden\u2019s reelection chances. He has signaled he will decide\u00a0about running for reelection by the end of the year.\u00a0<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Robert_F_Kennedy_Jr\"><\/span>Robert F. Kennedy Jr.\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>The Democratic challenger to Biden and anti-vaccine activist\u2019s fundraising total was not close to Biden\u2019s, but he raked in $6.3 million, a notable achievement for a candidate\u00a0widely\u00a0seen\u00a0as\u00a0a long shot to win the nomination.\u00a0<\/p>\n<p>That includes $3 million that the campaign raised over a three-day period to close out the second quarter from June 28-30.\u00a0<\/p>\n<p>The Biden campaign has thus far not directly engaged with Kennedy and is\u00a0unlikely to meet\u00a0for a debate with him, but Kennedy has performed better in the first few months of his candidacy than some observers might have expected.\u00a0<\/p>\n<p>While Democratic voters have overwhelmingly\u00a0indicated\u00a0that they back Biden, Kennedy has still\u00a0received\u00a0as much as <a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/poll.qu.edu\/images\/polling\/us\/us06142023_regvoter_umbq12.pdf\">double-digit\u00a0support<\/a>\u00a0over a couple\u00a0of months,\u00a0possibly\u00a0demonstrating\u00a0his candidacy will not fade as quickly as Biden\u2019s campaign may hope.\u00a0<\/p>\n<div class=\"nlp-ignore-block article-content rich-text\">\n<div class=\"nlp-ignore-block article-content rich-text\">\n<aside class=\"promo-link\">\n        The Hill Elections 2024 coverage<br \/>\n<\/aside>\n<\/div>\n<\/div>\n<h2><span class=\"ez-toc-section\" id=\"Losers\"><\/span>Losers:\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<h3><span class=\"ez-toc-section\" id=\"Other_2024_GOP_candidates\"><\/span>Other 2024\u00a0GOP candidates\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>While Trump and DeSantis had widely successful quarters, many of the other candidates running for the GOP nomination\u00a0had comparatively disappointing fundraising totals.\u00a0<\/p>\n<p>DeSantis has been unable to top Trump in the polls, but no candidate has been able to surpass DeSantis for second place, either. They also were unable to pass his\u00a0position as the second-highest\u00a0GOP fundraiser this quarter.\u00a0<\/p>\n<p>Former United Nations Ambassador Nikki Haley, who has been among the higher-performing candidates in polls,\u00a0raised $7.3 million\u00a0for her campaign, much lower than Trump and DeSantis. Her super PAC brought in $18.7 million, and super PACs\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.fec.gov\/help-candidates-and-committees\/filing-pac-reports\/registering-super-pac\/\">are\u00a0not\u00a0subject<\/a>\u00a0to limits on contributions from individuals and companies.\u00a0<\/p>\n<p>Sen. Tim Scott\u2019s (R-S.C.) campaign\u00a0brought in less, $6.1 million.\u00a0The super PAC supporting him brought in $19.28 million.\u00a0<\/p>\n<p>Haley and Scott both highlighted that they reached the fundraising requirements needed to qualify for the first GOP primary debate next month, as did\u00a0former New Jersey Gov. Chris Christie.\u00a0<\/p>\n<p>Former Vice President Mike Pence\u00a0brought in a modest $1.2 million\u00a0for his campaign in its\u00a0first three weeks, while the super PAC supporting him raised $2.6 million.\u00a0<\/p>\n<p>North Dakota Gov. Doug Burgum, who has polled near the bottom of the pack, raised $11.7 million in the three weeks of his campaign before the end of the second\u00a0quarter, but more than $10 million of\u00a0that was a loan\u00a0from his own money.\u00a0<\/p>\n<h3><span class=\"ez-toc-section\" id=\"Marianne_Williamson\"><\/span>Marianne Williamson\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>While Kennedy has outperformed expectations in his primary challenge to Biden, the other notable Democratic challenger\u00a0has struggled for months\u00a0to gain traction and experienced internal chaos in her campaign.\u00a0<\/p>\n<p><a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/www.politico.com\/news\/2023\/07\/13\/leaked-audio-marianne-williamson-campaign-00106160\">Politico\u00a0reported<\/a>\u00a0Thursday\u00a0that Williamson told campaign volunteers\u00a0in a Zoom call\u00a0she does not have the funds she needs to continue the campaign at its current trend and\u00a0desperately\u00a0needs\u00a0additional\u00a0financial support.\u00a0<\/p>\n<p>\u201cI have put my own money in, and I don\u2019t have the money to continue putting it in at the level I have,\u201d she said. \u201cCause remember, I\u2019m not making a living while I\u2019m doing this.\u201d\u00a0<\/p>\n<p>The outlet reported she blamed <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a> outlets\u2019 focus on her campaign\u2019s reshuffling and her\u00a0political opponents trying to sabotage her campaign.\u00a0<\/p>\n<p>Through\u00a0four months\u00a0of campaigning, Williamson has lost two campaign managers and\u00a0appointed her third\u00a0at the end of last month.\u00a0Her campaign has experienced multiple\u00a0rounds\u00a0of\u00a0staffers\u00a0exiting, most recently\u00a0last week.\u00a0<\/p>\n<p>A spokesperson for the campaign told The Hill at the time that it was \u201crestructuring\u201d the campaign.<\/p>\n<h3><span class=\"ez-toc-section\" id=\"George_Santos\"><\/span>George Santos\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p>Rep. George Santos (R-N.Y.)\u00a0has been the subject of intense controversy throughout his time in Congress over the false statements he made about himself during his candidacy and the local and federal criminal allegations against him.\u00a0<\/p>\n<p>The embattled\u00a0congressman, who has said he is running for reelection despite the charges he is facing,\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/docquery.fec.gov\/cgi-bin\/forms\/C00721365\/1712409\/\">raised $133,000<\/a>\u00a0during the second quarter, adding on to the\u00a0roughly $25,000\u00a0he had at the start of the quarter.<\/p>\n<p>But he will not be able to use much of that on his reelection campaign \u2014 $85,000 of his funds went to repaying\u00a0him for\u00a0loans\u00a0he made to\u00a0previous\u00a0campaigns he ran.<\/p>\n<p>That left him with\u00a0just about $55,000\u00a0cash on hand at the end of the quarter.\u00a0The Democratic and Republican challengers running for Santos\u2019s seat, meanwhile,\u00a0put up\u00a0donation figures in the six digits.<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar Media Inc.
