{"id":583119,"date":"2023-07-17T12:30:00","date_gmt":"2023-07-17T09:30:00","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/house-senate-take-starkly-different-approaches-with-funding-bills\/"},"modified":"2023-07-17T12:30:00","modified_gmt":"2023-07-17T09:30:00","slug":"house-senate-take-starkly-different-approaches-with-funding-bills","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/house-senate-take-starkly-different-approaches-with-funding-bills\/","title":{"rendered":"#House, Senate take starkly different approaches with funding bills"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/05\/murraypatty_050223ag01_w.jpg?w=900\" \/><\/p>\n<div>\n<p>Congressional negotiators are fast at work in advancing\u00a012 annual government funding bills out of committee, but\u00a0the\u00a0chambers are moving in very different directions.<\/p>\n<p>For weeks, House Democratic negotiators have bemoaned the partisan bills\u00a0the GOP-led spending committee has advanced without bipartisan support, as Republicans seek to cut funding beyond the spending limits set\u00a0in\u00a0a budget cap deal negotiated by President Biden and Speaker Kevin McCarthy\u00a0(R-Calif.)\u00a0in late spring.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>A\u00a0stark contrast is\u00a0playing out in the upper chamber, where Democrats, who hold the majority, have advanced their own funding bills with overwhelming bipartisan votes in recent weeks.\u00a0<\/p>\n<p>\u201cThese should all be out of committee before we go through August,\u201d Sen. Jon Tester (D-Mont.), who heads the <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ropriations subcommittee overseeing defense funding, told The Hill Thursday, referring to the coming weeks-long recess slated for next month.\u00a0<\/p>\n<p>\u201cIf somebody wants to be an obstructionist, of course they can always obstruct, and we won\u2019t get anything done,\u00a0which is fairly typical, but I don\u2019t think that\u2019s going to happen,\u201d Tester said, while adding he thinks the Senate will be able to knock out the bills quickly after the recess.<\/p>\n<p>The approach comes as some Senate Democratic negotiators say they are hoping the upper chamber takes the lead in bicameral negotiations, particularly as members on both sides of the aisle have raised concerns about the likelihood of shutdown later this year.<\/p>\n<p>So far, the Senate Appropriations Committee has cleared five fiscal 2024 funding bills along largely bipartisan lines, including three pieces of legislation this week that fund agencies like the departments of Justice (DOJ), Commerce (DOC), Treasury, NASA, and the Small Business Association (SBA).\u00a0<\/p>\n<p>Republicans have credited the show of bipartisanship to the fresh blood at the helm of the funding committee, Sens. Patty Murray (D-Wash.) and Susan Collins (R-Maine), the new chair and vice\u00a0chair.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cIt goes to the leadership, quite frankly, of the committee,\u201d said Sen. Shelley Moore Capito (W.Va.), top Republican on the\u00a0Senate\u00a0Labor,\u00a0Health and\u00a0Human\u00a0Services,\u00a0Education, and\u00a0Related\u00a0Agencies appropriations subcommittee. She added that Senate leaders Chuck Schumer (D-N.Y.) and Mitch McConnell (R-Ky.)\u00a0have also \u201cpledged to work in relationship to Susan and Patty.\u201d\u00a0<\/p>\n<p>\u201cAnd I think they\u2019re fulfilling that, at least for now,\u201d Capito said. \u201cSo, we need to get them off onto the floor and debate them.\u201d<\/p>\n<p>Her comments come as\u00a0the Senate panel awaits consideration of some of its potentially most difficult bills. That includes legislation laying out proposed\u00a0Pentagon\u00a0funding\u00a0for fiscal 2024, and the\u00a0labor and\u00a0health\u00a0bill\u00a0assembled by\u00a0the subpanel Capito helps lead.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cIt\u2019s just two different processes,\u201d Sen. Chris Murphy (D-N.J.), head of the appropriations subcommittee on homeland security, said. \u201cIt\u2019s just the nature of the House that can pass things with only Republican votes, and a Senate that has to pass things with bipartisan votes.\u201d<\/p>\n<p>But\u00a0bipartisanship\u00a0in the upper chamber\u00a0has\u00a0been noticeably different compared to the criticisms that Democrats serving on\u00a0House Appropriations\u00a0have leveled against their colleagues across the aisle.<\/p>\n<p>House\u00a0Democratic appropriators railed against\u00a0Republicans\u00a0this week as the GOP-led committee greenlit significant cuts\u00a0along party lines\u00a0in the fiscal 2024 state, foreign operations and related programs appropriations (SFOPs) bill, as well as the annual \u200b\u200bfinancial services and <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a> government (FSSG) bill.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cIn their 2024 funding bill, House Republicans are catering to their most extreme members at the expense of America\u2019s historic position on the world stage,\u201d Rep. Rosa DeLauro (Conn.), top Democrat on the House Appropriations Committee, said of the SFOPs bill, which provides $52.5 billion in funding for programs covered by the subcommittee. The figure is a 12 percent cut from current levels.\u00a0<\/p>\n<p>The FSSG bill, which covers offices like the Treasury and the SBA, allocates about $11.3 billion in funding, while additionally calling for more than $13 billion in recissions from the Democrats\u2019 previously passed Inflation Reduction Act.<\/p>\n<p>\u201cCutting FSGG funding by an extreme 58 percent, this bill has severe consequences for our country and its people,\u201d Financial Services Appropriations Subcommittee ranking member Steny Hoyer\u00a0(D-Md.)\u00a0said in a statement. \u201cIt deprives crucial agencies of the funding they need to enforce the law and serve the American people.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>House GOP negotiators said last month that they would be reverting to the fiscal 2022 top-line levels for new government funding legislation, as hard-line conservatives pressed for spending far below the levels that Biden and McCarthy agreed to as part of the Fiscal Responsibility Act.<\/p>\n<p>The push also comes as House Republicans passed the annual defense policy bill, dubbed the National Defense Authorization Act, with little Democratic support this week.\u00a0<\/p>\n<p>The partisan vote was\u00a0notable for a measure that has been known to fetch broad bipartisan support, though unsurprising after Democrats attacked the bill for including multiple GOP-backed provisions touching on hot-button issues like abortion, transgender rights, diversity and inclusion initiatives.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>The partisan battle over the must-pass defense bill provides a glimpse of what could be in store for lawmakers as they hurry to pass their annual funding bills ahead of a looming government shutdown deadline in late September.\u00a0<\/p>\n<p>Pressed about the defense bill\u2019s tough road to passage in the Democratic-led Senate, McCarthy said he hopes \u201cthe bills that come out of the House are different than the bills that Sen.
