{"id":584604,"date":"2023-07-28T03:27:49","date_gmt":"2023-07-28T00:27:49","guid":{"rendered":"https:\/\/en.buradabiliyorum.com\/senate-passes-annual-defense-bill-teeing-up-showdown-with-house\/"},"modified":"2023-07-28T03:27:49","modified_gmt":"2023-07-28T00:27:49","slug":"senate-passes-annual-defense-bill-teeing-up-showdown-with-house","status":"publish","type":"post","link":"https:\/\/buradabiliyorum.com\/en\/senate-passes-annual-defense-bill-teeing-up-showdown-with-house\/","title":{"rendered":"#Senate passes annual defense bill, teeing up showdown with House"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/07\/schumercharles_072623tc11_w.jpg?w=900\" \/><\/p>\n<div>\n<p>The Senate on Thursday night passed its version of the National Defense Authorization Act (NDAA), teeing up a looming effort to find a deal on a compromise bill that satisfies the Democratic Senate and Republican House.<\/p>\n<p>Senators voted 86-11 on the bill, which authorizes a topline figure of $886 billion for fiscal year 2024, the total that was included in the debt ceiling deal struck between the Biden administration and House Republicans.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr1_ab\"><\/aside>\n<p>The package passed with little drama after the Senate kicked off consideration of the bill and amendments early last week. Senate Majority Leader Charles Schumer (D-N.Y.) has repeatedly called on the chamber to move the process along in a bipartisan fashion.\u00a0<\/p>\n<p>Six Democrats \u2014 Sens. Cory Booker (N.J.), Ed Markey (Mass.), Jeff Merkley (Ore.), Elizabeth Warren (Mass.), Peter Welch (Vt.) and Ron Wyden (Ore.) \u2014 voted against the bill, along with Sen. Bernie Sanders (I-Vt.). Four Republicans also opposed the package: Sens. Mike Braun (Ind.), Mike Lee (Utah), Rand Paul (Ky.) and J.D. Vance (Ohio).<\/p>\n<p>Schumer was trying to avoid anything resembling what took place in the House, when Republicans passed a version of the bill that included a number of GOP-led provisions, turning the normally bipartisan annual affair into a near-party-line vote.<\/p>\n<p>Among them are items that would block the Pentagon\u2019s new policy that covers <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/trip-and-travel\/\" data-internallinksmanager029f6b8e52c=\"10\" title=\"Trip &amp; Travel\" target=\"_blank\" rel=\"noopener\">travel<\/a> costs for military members who seek abortions, take aim at military diversity programs, and bar funding for surgeries and hormone treatments for transgender troops.<\/p>\n<p>\u201cWe\u2019ve had an open and constructive amendment process for the NDAA, with both sides \u2026 working together in good faith. This is exactly how the process for the NDAA should look: Bipartisan [and] cooperative,\u201d Schumer said on the Senate floor on Thursday morning.\u00a0<\/p>\n<p>\u201cWhat\u2019s h<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>ening in the Senate is a stark contrast to the partisan race to the bottom we saw in the House,\u201d Schumer said, noting that many of the items they included have little chance of being included in a final version later this year. \u201cHouse Republicans should look to the Senate to see how things get done. \u2026 They are throwing on the floor partisan legislation that has no chance of passing. The contrast is glaring.\u201d\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>Included in the bill is a 5.2 percent pay increase for military personnel, $9.1 billion for various measures aimed at competitiveness with China and $300 million for Ukraine.\u00a0<\/p>\n<p>Schumer on Thursday evening locked in a time agreement in order to finish work as lawmakers were champing at the bit to start the August recess, which will begin Friday and last through Labor Day weekend.\u00a0<\/p>\n<p>Senators wrapped up work on Thursday and voted on a <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/watch-movies-tv-seriess\/\" data-internallinksmanager029f6b8e52c=\"8\" title=\"Watch Movies &amp; TV Series\" target=\"_blank\" rel=\"noopener\">series<\/a> of amendments, having OK\u2019d 25 amendments overall for the NDAA. Lawmakers also greenlit a second manager\u2019s package that includes 49 more amendments.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>While the process went smoothly this time around, the real show will be in the coming months as both chambers attempt to reconcile the two proposals and pass an overall NDAA package that can emerge through the Senate with the requisite 60 votes.\u00a0<\/p>\n<p>Already, things are tilting in the Senate\u2019s direction as provisions related to abortion and the culture wars are expected to be watered down. A final bill will need to be nailed down by the time members leave for Christmas.\u00a0<\/p>\n<p>However, the process did not go off without any hitches. An effort led by Sen. Amy Klobuchar (D-Minn.) to attach an item to give permanent residency to roughly 80,000 Afghans who\u2019ve come to the U.S. following the country\u2019s fall two years ago failed over opposition from top Republicans.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Sen. Tom Cotton (R-Ark.) maintained a hold on Klobuchar\u2019s bill, with Senate Republicans arguing that while they support the idea <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/general\/\" data-internallinksmanager029f6b8e52c=\"3\" title=\"General\" target=\"_blank\" rel=\"noopener\">general<\/a>ly, the Minnesota Democrat\u2019s proposal was too broad. Cotton has a bill of his own he is pushing that would create a pathway to residency for Afghan evacuees, but it would hamper the ability of the president to grant humanitarian parole.\u00a0<\/p>\n<p>\u201cThis is our moment,\u201d Klobuchar said on the Senate floor on Wednesday night. \u201cWe have had two years to show the world whether or not we\u2019re going to stand with those that stood with us. \u2026 The decision we make right now of whether we live up to the covenant we made to our Afghan allies is going to reverberate militarily and diplomatically for longer than any of us will serve in this body,\u201d<\/p>\n<p>One Senate Republican told The Hill that while Klobuchar\u2019s Afghan Adjustment bill was unsuccessful this go-around, a limited version will likely make its way into the final NDAA product later this year.\u00a0<\/p>\n<\/div>\n<p>Copyright 2023 Nexstar <a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">Media<\/a> Inc.
