I don\u2019t know how that strengthens our hand,\u201d Rep. Steve Womack (R-Ark.), a House Appropriations subcommittee chairman, said of conservatives\u2019 push to\u00a0further cut the already-scaled-back spending bills.<\/p>\n<p>\u201cI do think it puts some of our members in a very difficult spot, particularly those in tough districts, because they\u2019re going to be taking some votes that become problematic,\u201d he added.<\/p>\n<p>The House left Washington for a long summer recess Thursday after being forced to punt a bill to fund agriculture and the Food and Drug Administration.\u00a0<\/p>\n<p>Conservatives are dug in on their demand for steeper spending cuts, to the chagrin of moderates who are wary of slashing funding even more. The chamber has passed just one appropriations bill, funding military construction and the Department of Veterans Affairs.<\/p>\n<p>The internal divisions are gripping the party as time is running out: The House has just 12 days in September to move the remaining 11 appropriations measures and hash out their disagreements with the Senate, which is marking up its spending bills at higher levels, setting the scene for a hectic fall that could bring the U.S. to the brink of a shutdown.<\/p>\n<p>Those dynamics are putting GOP appropriators in a bind, leaving them searching for ways to appease conservative requests without gutting their spending bills.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cWe\u2019ve done a lot of cuts, a lot of cuts,\u201d House Appropriations Committee Chairwoman Kay Granger (R-Texas) told The Hill this week. \u201cAnd so if it\u2019s cuts just for cut\u2019s sake, I don\u2019t agree with it. Kay Granger (R-Texas)\" class=\"wp-image-3836989\" srcset=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg 1400w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=160,90 160w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=300,169 300w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=768,432 768w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=1280,720 1280w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=645,363 645w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=320,180 320w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=256,144 256w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=512,288 512w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=640,360 640w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=876,492 876w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=960,540 960w, https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/01\/grangerkay_012523gn_w.jpg?resize=50,28 50w\" sizes=\"auto, (max-width: 899px) 100vw, 876px\"><\/figure>\n<p>Republican appropriators in the House announced earlier this year that they would mark up their bills for fiscal 2024 at fiscal 2022 levels, as leaders sought to placate conservatives who thought the debt ceiling deal struck by President Biden and Speaker Kevin McCarthy (R-Calif.) earlier this year didn\u2019t do enough to curb spending.\u00a0<\/p>\n<p>The Senate is crafting its bills more in line with the budget caps\u00a0agreed to in the deal,\u00a0but House Republicans are already fuming about a bipartisan deal in the upper chamber that would allow for more than $13 billion in additional emergency spending on top of those levels.<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>House GOP negotiators also said they would pursue clawing back more than $100 billion in old funding that was allocated for Democratic priorities without GOP support in the previous Congress.\u00a0<\/p>\n<p>While that move drew support from hard-line conservatives, the right flank was far from pleased when it heard appropriators planned to repurpose that old funding \u2014\u00a0known as rescissions \u2014 to plus-up the spending bills.<\/p>\n<p>In a letter to McCarthy earlier this month, a group of hard-line conservatives called for all 12 appropriations bills to be in line with fiscal 2022 spending levels \u201cwithout the use of reallocated rescissions to increase discretionary spending above that top-line.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>Otherwise, the 21 lawmakers threatened, they would vote against the measures. But that request could prove difficult for GOP appropriators to fulfill.<\/p>\n<p>Rep. Mario Diaz-Balart (R-Fla.), chairman of the panel that proposes funding for the Department of State and foreign operations, said that appropriators are already \u201cdramatically reducing spending,\u201d suggesting that there are not too many remaining areas to trim from.<\/p>\n<p>\u201cMy bill is below the 2016 levels,\u201d he said, later adding, \u201cWhen you\u2019re below the 2016 level \u2014 and we\u2019re still confronting China \u2014 I think there\u2019s not a lot of wiggle room left.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>\u201cIt\u2019s a challenge, but I think we\u2019ll get through it. I really do,\u201d he added.\u00a0<\/p>\n<p>Rep. Mike Simpson (R-Idaho), who heads the subcommittee that oversees funding for the Environmental Protection Agency and the Department of Interior, scoffed at the idea of even steeper cuts to his bill.<\/p>\n<p>\u201cThen you just drop it on the floor and stomp on it. What else do you do with it?\u201d he told reporters. \u201cYou can\u2019t make logical cuts in there.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>Republicans appropriators are voicing optimism that the conference will be able to sort out its differences on spending, but some also hope their levels will stick \u2014\u00a0even though they include rescissions.<\/p>\n<p>Rep. Chuck Fleischmann (R-Tenn.) \u2014 whose panel handles funding for the Department of Energy, which is proposing offsetting billions of dollars in spending with clawbacks \u2014 said it would be \u201cextremely difficult\u201d to craft his bill without the rescinded funds.<\/p>\n<p>\u201cAnd given our priorities in my bill, national defense with the nuclear weapons portfolio, nuclear cleanup, Army Corps including, all the community-directed fundings, I feel good about my bill, and I hope my numbers hold,\u201d he said.<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>\u201cBecause it\u2019s gonna have to be in negotiations with the Senate and the White House as well,\u201d he added.\u00a0<\/p>\n<p>Womack \u2014 whose subcommittee crafts funding for the IRS and the Treasury Department \u2014 said he doesn\u2019t think \u201cmoving the goalposts on these numbers is helpful in strengthening our ability to negotiate with the Senate.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"August_preparations_for_a_busy_September\"><\/span>August preparations for a busy September<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" loading=\"lazy\" width=\"1400\" height=\"787\" src=\"https:\/\/thehill.com\/wp-content\/uploads\/sites\/2\/2023\/07\/roychip_071323gn02_w.jpg?w=900\" alt=\"Rep. Chip Roy (R-Texas) said when asked about potential plans for talks between leaders and House Freedom Caucus members over the break. \u201cI mean, we got a lot of work to do.\u201d\u00a0<\/p>\n<p>\u201cI think a lot of work [has] got to be done behind the scenes,\u201d he said. \u201cIf not, you know, here \u2014 You gotta beg the question about whether we should be gone for six weeks. We should be getting our job done.\u201d<\/p>\n<p>Rep. Bob Good (R-Va.) echoed that sentiment, saying \u201cI would think so\u201d when asked if lawmakers will have conversations over the break.<\/p>\n<p>Adding to the August workload, House Majority Leader Steve Scalise (R-La.) suggested earlier this week that bicameral negotiations could take place over the weeks-long recess as lawmakers stare down the shutdown deadline.<\/p>\n<p>Not all Republicans, however, are viewing a shutdown as a risk.<\/p>\n<p>During a House Freedom Caucus press conference this week, Good said \u201cwe should not fear a government shutdown,\u201d claiming that \u201cmost of what we do up here is bad anyway; most of what we do up here hurts the American people.\u201d<\/p>\n<p>But that perspective does not jive with the view of McCarthy, who declared Thursday: \u201cI don\u2019t want the government to shut down.\u201d<\/p>\n<p>Multiple Republicans are ultimately expecting Congress to eventually pass what\u2019s known as a continuing resolution (CR), or a measure that temporarily allows the government to be funded at the previous fiscal year\u2019s levels, to prevent a lapse at the end of September.\u00a0<\/p>\n<p>But they also understand the task could be difficult in the GOP-led chamber, where Republicans aren\u2019t happy about the idea of continuing funding at the current levels \u2014 which were last set when Democrats held control of Congress.<\/p>\n<p>\u201cI think there\u2019s a very good chance that we\u2019ll see a CR, but I know there\u2019s a lot of work to get a CR done,\u201d Rep.
