The leaders are expected to announce a commitment to meet annually moving forward.<\/p>\n<p>Here are four things to know about this historic summit:\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"South_Korea_and_Japan_showcase_%E2%80%98courageous_diplomacy\"><\/span>South Korea and Japan showcase \u2018courageous diplomacy\u2019\u00a0<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Yoon and Kishida are credited with expending significant political capital to ease tensions between the two Pacific countries, with\u00a0longtime\u00a0grievances ranging from Tokyo\u2019s human rights atrocities against Koreans during World War II, territorial disputes and more modern-day problems of bilateral economic and environmental issues.\u00a0<\/p>\n<p>A senior administration official, briefing reporters ahead of the summit, described Yoon and Kishida pursuing r<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/download-scripts-themes-apps\/\" data-internallinksmanager029f6b8e52c=\"9\" title=\"Download Scripts &amp; Themes &amp; Apps\" target=\"_blank\" rel=\"noopener\">app<\/a>rochement as \u201ccourageous diplomacy\u201d that is being carried out under\u00a0serious domestic pressure and opposition.<\/p>\n<p>\u201cIn each country, there\u00a0is substantial questions and even opposition about some of the steps that have been taken,\u201d the official said.<\/p>\n<aside class=\"ad-unit ad-unit--mr2_ab\"><\/aside>\n<p>\u201cIt\u2019s the rarest of things to observe,\u00a0this kind of leadership from Prime Minister Kishida and President Yoon,\u00a0and it needs to be acknowledged internationally because it is extraordinarily challenging and important, the steps that they have taken.\u201d<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Concrete_commitments_to_counter_China_North_Korea_and_more\"><\/span>Concrete commitments to counter China, North Korea and more<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>The three leaders are expected to announce a host of commitments and concrete measures to deepen security partnerships.<\/p>\n<p>This includes the establishment of a \u201ccrisis hotline,\u201d which the senior administration official described as a \u201cstate-of-the-art trilateral hotline\u201d to be used in \u201cmoments of crisis and uncertainty.\u201d<\/p>\n<aside class=\"ad-unit ad-unit--mr3_ab\"><\/aside>\n<p>\u201cAll three leaders will take a pledge, what we would call a \u2018duty to consult,\u2019 in the event of a crisis or a set of circumstances that affects the security of any one of our countries,\u201d the senior administration official said.<\/p>\n<p>The details of the hotline will be formally laid out in a \u201ccommitment to consult\u201d statement that a second administration official cautioned should not be interpreted as a threat to any other country in the region \u2014 hedging against backlash from the People\u2019s Republic of China (PRC).\u00a0\u00a0<\/p>\n<p>\u201cIt is not a formal alliance commitment. It is not a collective defense commitment that is lifted from an early Cold War Security Treaty,\u201d the official said.<\/p>\n<aside class=\"ad-unit ad-unit--mr4_ab\"><\/aside>\n<p>\u201cBut what it very much is, is a commitment amongst our three countries that if there is a regional contingency or threat, we will im<a href=\"https:\/\/buradabiliyorum.com\/en\/category\/social-mediaa\/\" data-internallinksmanager029f6b8e52c=\"1\" title=\"Social Media\" target=\"_blank\" rel=\"noopener\">media<\/a>tely and swiftly consult with one another.\u201d<\/p>\n<p>The U.S., South Korea and Japan are reacting to the security threats posed by North Korea\u2019s nuclear weapons program, its testing of ballistic missiles, the official said.<\/p>\n<p>Risks posed by China, and Beijing\u2019s alignment with Russia while it has carried out a war of aggression against Ukraine,\u00a0has further drawn Washington, Seoul and Tokyo together, the official said.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr5_ab\"><\/aside>\n<p>The three leaders are also expected to release a statement reaffirming commitments to ensuring \u201cpeace and stability\u201d across the Taiwan Strait \u2014 key language warning Beijing against aggressive action in the waterway or against the island of Taiwan.<\/p>\n<p>\u201cI would suggest that what you\u2019re seeing in Japan and South Korea, the United States is largely a response to security steps and measures that we believe are antithetical to our interests,\u201d the official said.<\/p>\n<p>Still, the three leaders are expected to be cautious in the language they use referring to the PRC,\u00a0in particular, with the U.S., South Korea and Japan all holding important economic ties with China.<\/p>\n<aside class=\"ad-unit ad-unit--mr6_ab\"><\/aside>\n<p>\u201cAll three countries are committed to an effective, practical diplomacy with China,\u201d the official said.<\/p>\n<p>\u201cChina is a huge trading partner, important player on the global stage. Each of these countries wants stable relations, and they are determined to work constructively towards that.\u201d\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Beijing_lashes_out\"><\/span>Beijing lashes out<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>Chinese Foreign Ministry Spokesperson Wang Wenbin on Tuesday said Beijing stands in opposition to \u201crelevant countries assembling exclusionary groupings\u201d and described the trilateral as provocative and dangerous.\u00a0<\/p>\n<aside class=\"ad-unit ad-unit--mr7_ab\"><\/aside>\n<p>The pushback to the trilateral summit follows Chinese opposition to Taiwan\u2019s vice president transiting through the U.S. on the way to official diplomatic engagements in Paraguay.<\/p>\n<p>The \u201ctransit\u201d provides rhetorical cover for\u00a0William\u00a0Lai, who is a candidate for the 2024 presidential elections, to engage with the U.S. even as China views such meetings as violating its core belief that Taipei should be subservient to Beijing.\u00a0<\/p>\n<p>Wang called Lai \u201ca troublemaker through and through.\u201d\u00a0<\/p>\n<p>China is also carrying out displays of solidarity with Russia and North Korea, with\u00a0<a rel=\"nofollow noopener\" target=\"_blank\" href=\"https:\/\/apnews.com\/article\/north-korea-kim-jong-un-shoigu-parade-3171c3536c040e6edab073fa060c8138\">Beijing sending a representative to Pyongyang<\/a>\u00a0last month to stand alongside North Korean leader Kim Jong Un and Russia\u2019s defense minister at an event marking the 70th anniversary of the armistice with South Korea.\u00a0<\/p>\n<p>Scott Snyder, director of the program on U.S.-Korea Policy at the Council on Foreign Relations, said the meeting in Pyongyang shows that those countries are reacting to deepening ties between the U.S., South Korea and Japan.\u00a0<\/p>\n<p>\u201cThat really, I think reflects that there is an interactive dynamic at this point, and that the trilateral convergence of interests is having effects on the broader environment,\u201d he said during a panel discussion on Tuesday.\u00a0\u00a0<\/p>\n<h2><span class=\"ez-toc-section\" id=\"Domestic_politics_in_the_US_and_abroad_are_a_wild_card\"><\/span>Domestic politics in the U.S. and abroad are a wild card<span class=\"ez-toc-section-end\"><\/span><\/h2>\n<p>A key aspect of the trilateral summit, according to U.S. officials and experts, is the opportunity to normalize the working relationship\u00a0among\u00a0Washington, Seoul and Tokyo and insulate it against wildly changing politics in each respective country.\u00a0<\/p>\n<p>South Korea will hold legislative elections in 2024, which will be a major test if opposition political parties will gain more power against Yoon\u2019s People\u2019s Power Party.\u00a0<\/p>\n<p>\u201cWhat this really is about is trying to institutionalize trilateral cooperation among the three governments \u2026 it hedges against the possibility of reversibility of the process and it puts into place a process the leaders hope will be durable,\u201d Snyder said.\u00a0<\/p>\n<p>Still, Yoon and Kishida are enjoying relative popularity among the public for moving the two countries closer together.<\/p>\n<p>\u201cOn the politics side, the polling looks pretty positive,\u201d said Sheila Smith,\u00a0senior\u00a0fellow for Asia-Pacific Studies with the Council on Foreign Relations. But she cautioned such polls don\u2019t reflect the deep-seated feelings of the public\u2019s opinion.\u00a0<\/p>\n<p>\u201cThis is intermittent polling so we shouldn\u2019t jump to the conclusions that the public has really shifted, but there is a significant degree of responsiveness to President Yoon and Prime Minister Kishida\u2019s summitry that we can see on the polling data on both sides,\u201d she added.\u00a0\u00a0<\/p>\n<p>The U.S. is also a wild card. Former President Trump took an antagonistic approach to U.S. partners in the Pacific, threatening the pullout of American troops from South Korea and Japan unless those countries offered to pay more for the cost of hosting the U.S. forces.\u00a0<\/p>\n<p>Trump remains the frontrunner for the Republican presidential ticket despite\u00a0the\u00a0unprecedented four separate criminal indictments against him.\u00a0<\/p>\n<p>But Biden officials point to rare, bipartisan support on Capitol Hill for the relationship with South Korea and Japan as protective against changing politics in Washington.\u00a0<\/p>\n<p>On Thursday, the bipartisan\u00a0House members focused on foreign policy and in the Indo-Pacific released a joint statement celebrating Yoon and Kishida\u2019s visit and encouraging deeper ties.<\/p>\n<p>\u201cAs the United States strengthens our already strong alliances with both Japan and South Korea, elevating our trilateral relationship is key to maintaining a free and open Indo-Pacific and a rules-based international order,\u201d wrote the chairman of the committee, Rep. Michael McCaul (R-Texas); ranking member Rep. Gregory Meeks (D-N.Y.); and chairpeople of the subcommittee on the Indo-Pacific, chairwoman Rep. Young Kim (R-Calif), and ranking member Rep.
